To approve as a correct record and sign the minutes of the meeting held on 23 August 2011.                     

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 23 August 2011 were approved as a correct record and signed by the Chair, subject to clarification on the comment under Minute 1 ‘Minutes’ that the development at Park Square, Birdhall Lane had not been completed and under the third bullet point under Minute 4 (iv) that Lorna Grove is in Gatley.

Declarations of Interest

Councillors and officers to declare any interests which they may have in any of the items on the agenda for this meeting.

3.

Progress on Area Committee Decisions pdf icon PDF 60 KB

To consider a report of the Democratic Services Manager.                         

                     

The report provides an update on progress on decisions taken by the Area Committee since the last meeting and details the current position on area flexibility funding.

 

The Area Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Service Director (Place Development) be advised that the notice boards in the Cheadle & Gatley Ward are located on Gatley Green, Foxland Road, Gatley Hill, outside the White Hart public house in Cheadle, Jubilee Park and on the bridge by Gatley Railway Station; in the Cheadle Hulme North Ward at the Buckingham Road/Cheadle Road junction by the Co-op store, at York Close near to the shops and on Adswood Road at the corner of Ladybridge Road by Cheadle Glass; and in the Heald Green ward on the village green and next to Cheshire Travel.

 

(3)That Members of the Area Committee be provided with the accident record for Councillor Lane.

 

(4) That Members of the Area Committee be provided with a timeline for the works on St. Ann’s Road North, Heald Green.

4.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Area Committee.

Minutes:

The representative of the Democratic Services Manager reported that the Service Director (Place Management), in consultation with the Vice Chair, had agreed to an application from Moss Bank Homes to hold an Annual Tenants Meeting at Outwood Road Playing Fields on 17 September 2011.

5.

Community Engagement

(i)         Chair’s Announcements

 

To receive announcements from the Chair about local community events or issues.

 

(ii)        Neighbourhood Policing

 

Councillors and members of the public are invited to raise 'Neighbourhood Policing' issues with the local Neighbourhood Policing Team. 

 

(iii)       Public Question Time

 

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the          meeting on the cards provided. These are available at the meeting and at local libraries and Information and Advice Centres).

 

(iv)       Environmental and Highway Services

 

The Area Conditions Officer and Highways Officer will attend the meeting to provide an update on matters raised at the last Area Committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

 (v)       Open Forum

           

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

 

(vi)       Petitions

 

To receive petitions from members of the public and community groups.

 

(vii)     Ward Flexibility Funding

 

To consider applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

i)                           Chair's Announcements

 

There were no announcements by the Chair.

 

ii)                         Neighbourhood Policing

 

Pc Bob Gallagher and PC Kelly Donoghue (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

  • A reduction in the number of robberies, burglaries and theft from vehicles over the previous five months.
  • The work of Operation Harpoon in helping to prevent burglaries.
  • Operation Treacle would again be run in the lead up to bonfire night.
  • The distribution of the trick and treat leaflet.
  • The theft of cash from various branches of Barclays Bank
  • An increase in shoplifting on the High Street in Cheadle and the use of CCTV cameras to try and identify the offenders.
  • Scam traders in the area.

 

RESOLVED   That PC Bob Gallagher and PC Kelly Donoghue be thanked for their attendance and presentation.

 

iii)                       Public Question Time

 

No public questions were submitted.

 

iv)                       Environmental and Highway Services

 

(a) David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

  • An increase in grafitti over the last month.
  • A visit to Cheadle and Marple Sixth Form College to advise students of the importance of not dropping litter.
  • An adequate number of litter bins were needed by the shops near to Cheadle and Marple Sixth Form College.
  • The procedure for the emptying of litter bins prior to the weekend.
  • The theft of grid covers.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

(b) Mark Pickering (Group Manager, Solutions SK) attended the meeting to answer questions from Councillors and members of the public in relation to highway issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

·        The process for the cleaning of gulleys and the frequency of the cleaning.

·        The frequency of the spraying of weeds.

·        The preparations for the gritting of roads during icy conditions.

 

RESOLVED – That Mark Pickering be thanked for his attendance.

 

v)                         Open Forum

 

 A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

vii)                     Ward Flexibility Funding

The report summarises recent appeal decisions, lists current planning appeals and dates for local enquiries, informal hearings for planning appeals and enforcement action within Cheadle Area Committee area.

To consider a report of the Service Director (Place Management)

 

This advises the Area Committee of the findings of a consultation exercise and seeks approval to the introduction of a Traffic Regulation Order.

 

The Area Committee is requested to recommend the Executive Councillor (Transportation) to introduce No Waiting at Any Time restrictions along the length of Altrincham Road, Gatley detailed in the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) advising the Area Committee of the findings of a consultation exercise regarding difficulties being observed when residents tried to exit driveways on Altrincham Road as the presence of parked vehicles resulting in reduced visibility to the right. Increased vehicle speeds were also a hazard when residents tried to egress driveways.

 

RESOLVED – That the Executive Councillor (Transportation) be recommended to approve the following:-

 

No Waiting at Any Time

 

Altrincham Road, Gatley – south west side from a point 135 metres south east of the south easterly kerb line of Windsor avenue for a distance of 30 metres in a south easterly direction.

The report requests the Area Committee to nominate Councillors to lay wreaths at Remembrance Day Services on Sunday 13 September 2011.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Area Committee to appoint Councillors to lay wreaths on behalf of the Council at the Remembrance Day Services at Cheadle, Cheadle Hulme, Gatley and Heald Green War Memorials on Sunday 13 November 2011.

 

RESOLVED – That Councillors be appointed to lay wreaths on behalf of the Council at Remembrance Day Services on Sunday 13 November 2011 as follows:-
