A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

Community Engagement

(i)                 Chair’s Announcements

 

To receive announcements from the Chair about local community events or issues.

 

(ii)        Neighbourhood Policing

 

Councillors and members of the public are invited to raise 'Neighbourhood Policing' issues with the local Neighbourhood Policing Team. 

 

(iii)       Public Question Time

 

            Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the     meeting on the cards provided. These are available at the meeting and at local libraries and Information and Advice Centres).

 

(iv)       Environmental and Highway Services

 

a)         The Area Conditions Officer and Highways Officer will attend the meeting to provide an update on matters raised at the last Area Committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

(v)               Open Forum

  No organisation has indicated that they wish to address the Area Committee as part of the Open Forum arrangements.

To receive petitions from members of the public and community groups.

(i)         Chair’s Announcements

 

There were no announcements from the Chair about local community events or issues.

 

(ii)        Neighbourhood Policing

 

Inspector Steve Gilbertson (Greater Manchester Police) and colleagues attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

·        An update on anti-social behaviour in Jubilee Park.

·        Youths congregating at the skate park in Gatley and nearby roads.

·        The condition of a dangerous building on Old Wool Lane, Cheadle Hulme.

·        The theft of drain covers from St. Ann’s Road North, Heald Green.

·        Anti-social behaviour on Buckley Road, Cheadle.

 

RESOLVED – That Inspector Gilbertson be thanked for his attendance and presentation.

 

(iii)       Public Question Time

 

Two public questions were submitted as follows:-

 

·        Requesting clarification of the duties and responsibilities of the Area Committee.

 

A representative of the Democratic Services Manager responded to the question, detailing the powers and duties of the Area Committee as stated in Constitution.

 

·        Requesting clarification of the how the Area Committee viewed its relationship with the various Village Partnerships.

 

RESOLVED – That an item of village partnerships be placed on the agenda for a future meeting of the Area Committee.

 

(iv)       Environmental and Highway Services

 

(a) David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

·        The extension of the roving stewards service.

·        Fly posters on the site of the former Tatton cinema.

·        Domestic Waste on the roadside on Charlotte Street in Cheadle.

·        Domestic Waste being deposited at the recycling centre at Heald Green Centre on Outwood Road.

·        Grafitti problems in Gatley Park.

·        The provison of extra black wheelie bins for large families.

·        The retention of the recycling centre outside the co-op shop in Gatley.

·        Fly posting at the former George and Dragon public house in Cheadle.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

(b)       Highway Maintenance and Local Initiatives

 

Mark Pickering (Group Business Manager, Solutions SK) attended the meeting to answer questions from Councillors and members of the public in relation to highway issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

·        The strategy for dealing with the condition of the roads following extreme winter conditions.

·        The winter maintenance policy, the problems encountered by residents being unable to travel out of their roads for a number of weeks and the problems encountered by pedestrians on the pavements.

·        The reduction in the number of staff in the highways section.

·        Junction markings which needed re-instating.

·        Flooding on roads in Cheadle.

 

RESOLVED – That Mark Pickering be thanked for his attendance.

 

(v)        Petitions

 

A representative of the Democratic Services Manager submitted a petition received from residents of Formby Drive and Freshfield, Heald Green requesting the introduction of a residents permit parking scheme.

 

RESOLVED – That the petition be referred to the Service Director (Environment) for consideration.

 

(vi)       Open Forum

 

No organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

 

(vii)      Ward Flexibility Funding

The representative of the Democratic Services Manager advised that this application had been withdrawn.

 

(b)       Gatley Festival

 

A representative of the Democratic Services Manager submitted an application (copies of which had been circulated) detailing a request from the Gatley Festival Committee for Ward Flexibility Funding towards the cost of the festival.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 ( Cheadle & Gatley ward allocation) towards the cost of Gatley Festival.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

 

In respect of plan no. 46489 for the proposed change of use of an existing hairdressing salon to domestic dwelling (revised layout) parking and cycle store deleted and bin store – revised), it was

 

RESOLVED – That the Service Director (Regeneration) be authorised to determine the application upon receipt of a commuted sum payment in respect of the provision of recreation and amenity space in new developments.

 

In respect of plan no. 46734 the demolition of existing two storey dwelling and construction of two, two storey detached dwellings with detached garages, widening of existing access (resubmission of plan no. 45086) at 15 Daylesford Road, Cheadle.

 

A member of the public spoke against the application and a representative of the applicant spoke in support of the application.

The Chair advised that this was the last meeting of the Area Committee which would be attended by Ray Dickens, Planning Officer. He thanked Mr Dickens for his work on behalf of the Council and wished him a long and happy retirement.

This report addresses the issue of car parking on St. Ann’s Road North, Heald Green, and whether it is caused by users of the Cheadle Royal Business Park.

Minutes:

A representative of the Service Director (Environment) submitted a report (copies of which had been circulated) updating the Area Committee in relation to planning, parking and traffic management issues on St Ann’s Road North, Heald Green.

 

RESOLVED – (1) That a meeting be arranged between the Council and MUSE, the owner of Cheadle Royal Business Park, to discuss the parking problems on St. Ann’s Road North, Heald Green and potential solutions.

 

(2) That the Service Director (Environment) be requested to improve the lining and signing for the chicanes on St. Ann’s Road North, Heald Green and investigate the public right of way through the Business Park.

15.

Land off Ladybridge Road, Cheadle Hulme

To consider a report of the Managing Director, NPS Stockport Ltd.           (Enclosed)

 

The report considers a request from Cheadle Hulme Cricket Club for a ten year lease on an area of land off Ladybridge Road, Cheadle Hulme.

 

The Area Committee is requested to recommend that the Corporate Director,. Business Services accepts a surrender of the Licence Agreement and that a new ten year lease be granted in respect of the site in question.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Managing Director, NPS Stockport Ltd requesting the Area Committee to consider a request from Cheadle Hulme Cricket Club for a ten year lease on land shown on the plan attached to the report.

 

Although supportive of the principle of granting of the lease, Members raised the following issues:-

 

·        There were a number of occupiers of this site and the overall pattern of the leases in the area needed to be established.

·        The volume of on street parking was a problem in the area when events were held at the cricket club.

 

RESOLVED – That, subject to consideration of the issues above, the Corporate Director Business Services be recommended to accept a surrender of the Licence Agreement and grant a new ten year lease in respect of the site in question

Bishops Close Paving

This item has been placed on the agenda at the request of Councillor Paul Porgess.

 

Minutes:

A representative of the Democratic Services Manager reported that the item had been placed on the agenda at the request of Councillor Paul Porgess.

 

Councillor Paul Porgess reported on the condition of the paving on Bishops Close, Cheadle Hulme which was dangerous in parts.

 

RESOLVED – That the Corporate Director, Communities, Regeneration & Environment be requested to investigate the matter.

The Area Committee is requested to consider the current arrangements in relation to the appointment and role of Highway Ward Spokespersons and the monitoring of the Highway Maintenance and Local Initiatives Delegated Budget.

 

The Area Committee is requested to consider and approve the proposals contained in the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing a proposed protocol for the Highway and Traffic Ward Spokesperson.

 

RESOLVED – (1) That the proposed Highway and Traffic Ward Spokesperson be approved, including the delegation to the relevant Corporate Director authority to spend up to £300 of the Area Committee’s Highway Maintenance and Traffic Management delegated budget, in consultation with the relevant Ward Spokesperson.

 

(2) That the Corporate Director be authorised to review annually the level of delegated budget and amend if required in consultation with the Chair and ward spokespersons.

 

(3) That the Area Committee agree not to commit expenditure from the following financial year’s Highway Maintenance and Local Initiatives delegated budget for any schemes before January 1 in any given year unless approval has been obtained from the Executive Councillor (Transportation).

 

(4) That the following Councillors be appointed as Ward Spokespersons for highways and traffic issues:-
