Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Inspectors Alan Clitherow and Sergeant Geoff Machent (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Central Stockport Area Committee.

 

The following comments were made/issues raised:-

 

           Problems caused by off road motorbikes.

           Operations in the town centre in the lead up to Christmas.

           The installation of a CCTV camera on the Walnut Street estate.

           The annual Operation Treacle had begun to address anti-social behaviour in the lead up to Halloween and Bonfire Night. This involved the Council, the Police and the Fire Service working in partnership.

 

RESOLVED – That Inspectors Alan Clitherow and Sergeant Geoff Machent be thanked for their attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Jacky Budd from the Public Realm Service attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee.  A written summary was also provided of the work carried out by the Public Realm Service (copies of which were circulated).

 

The following comments were made/issues raised:-

 

           The on-going enforcement on fly posting in the area.

           The process for the removal of abandoned vehicles.

           The removal of graffiti on Garners Lane.

Minutes:

Councillor Andy Sorton submitted a petition requesting the introduction of a permit parking scheme on Love Lane.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for investigation and a report submitted to a future meeting of the Area Committee.

Open Forum

Stockport ‘Kill the Chill’/Toasty Stockport

 

To consider a presentation from Clare Redfern from Strategic Housing in relation to the ‘Toasty Stockport’ campaign which ends in December and which offers free cavity wall and loft insulation to all private sector tenants.

 

Stockport Council’s Housing Strategy Team is keen to ensure that all private sector residents are aware that the free cavity wall and loft insulation scheme will be coming to an end in December and that any vulnerable residents are offered a support programme from the Council who will work with them to improve their energy usage and maximise their income.

Stockport ‘Kill the Chill’/Toasty Stockport

 

Clare Redfern (Strategic Housing, Stockport Council) attended the meeting to advise the Area Committee that the ‘Toasty Stockport’ campaign which offered free cavity wall and loft insulation to all residents of private housing (subject to particular restrictions) was scheduled to end in December 2012 and that those residents who had not yet availed themselves of the service needed to register by the end of November.

 

The following comments were made/issues raised:-

 

           The publicity needed to continue with regard to the cessation of the ‘Toasty Stockport’ campaign and an additional briefing would be prepared for Members of the Area Committee.

           Statistical information would be useful for local Councillors in helping to   identify vulnerable people in their Wards.

 

RESOLVED – That Clare Redfern be thanked for her attendance.

Area Flexibility Funding

The Democratic Services Manager to report on the receipt of any applications for the Area Flexibility Funding.

5.

Facility at 87 Rostherne Road, Adswood

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order for the Area Committee to consider the issue at the earliest available opportunity).

 

Councillor David White reported on the current situation regarding 87 Rostherne Road, Adswood which had been rented by a group of residents in Adswood for various community activities, including running the local Neighbourhood Watch Group and offering sessions for young adults who had been involved in anti-social behaviour. The project was known as the ‘Area 87’ project. A development application had been refused by Council Officers under delegated powers and subsequently been the subject of enforcement action.

 

RESOLVED – That a meeting be arranged between the people involved in the ‘Area 87’ project, Council Officers and Ward Councillors to try and ensure the continuation of the project.

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillors Philip Harding and Maureen Rowles.

 

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) advising the Area Committee of the work undertaken and issues involved in improving the condition of Deanery Way, between Merseyway and Princes Street.

 

The following comments were made/issues raised:-

 

           The condition of Deanery Way needed to be improved as a matter of urgency.

           It was suggested that possibly the Town Team could assist in helping to resolve the issues.

 

RESOLVED – That the work undertaken and issues involved in improving the condition of Deanery Way, between Merseyway and Princes Street, be noted and a further report submitted to the next meeting of the Area Committee.

The report details the provision of the borough’s festive lights and festive trees, notably in the Town Centre, the District Centres and several key Local Centres.

Minutes:

A representative of the Service Director (Place Management) submitted a report of the Service Director (Place Development) (copies of which had been circulated) detailing the provision of the borough’s festive lights and festive trees, notably in the Town Centre, the District Centres and several key Local Centres.

 

The representative of the Service Director (Place Management) also circulated detailed plans of the proposed location of festive lights and trees within the Central Stockport area, together with the type of lights that would be installed as part of the programme.

 

The following comments were made/issues raised:-

 

      The spread of Christmas lights needed to be examined as last year there appeared to disparities in brightness between one location and another.

      A Member requested details on the expenditure on festive lights and trees compared to last year.

·         Whether living Christmas trees could be considered.

 

RESOLVED – That the report be noted and Members of the Area Committee be provided with details on the expenditure on festive lights and trees compared to last year.

 

 

 

8.

Edgeley District Centre Partnership

Minutes:

NOTE: The Chair was of the opinion that this item, although not included on the agendas for the meeting, should be considered as a matter of urgency in accordance with Section 100b(4)(b) of the Local Government Act 1972) due to the deadline for consultation on the Executive’s savings proposals.)

 

Councillor Sheila Bailey reported that the Executive’s savings proposals had indicated that the Town & District Centres Team would be restructured to a smaller Town Centre Management Team comprising two Officers and the service delivery of district and local centre management throughout the Council would cease. In her opinion, the liaison between the Edgeley traders and the Edgeley District Centre Partnership was imperative in assisting small businesses in Edgeley and Cheadle Heath, given the current economic climate. Officers from the Town & District Centres Team had an important role in this regard.

 

RESOLVED – (9 for) That this Area Committee objects to the proposed cessation of the service delivery of district and local centre management throughout the Council on the grounds of the future financial viability of Castle Street, Edgeley and the damaging effect the proposal may have on Edgeley district centre.

A representative of the Democratic Services Manager submitted a report  of the Service Director (Legal & Democratic Services) (copies of which had been circulated) summarising planning and enforcement appeal statistics for the area represented by the Central Stockport Area Committee and providing a comparison with Stockport as a whole.

12.

Withdrawal of the 309/310 bus service from Castle Street, Edgeley

This item has been placed on the agenda at the request of Councillor Sheila Bailey.

 

Representatives from Stagecoach will attend the meeting.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillors Sheila Bailey, Richard Coaton and Philip Harding.

 

Councillor Bailey reported on the withdrawal of the 309/310 bus service from Castle Street, Edgeley and presented a petition objecting to the withdrawal. She pointed out that the Edgeley and Cheadle Heath Ward was a densely populated area with a high proportion of elderly people, some of whom had mobility problems, a great number of whom were reliant on local bus services. Residents who lived at the York Street and Chatham Street end of Castle Street would be disadvantaged by the proposal to withdraw the 309/310 bus service and Stagecoach were asked to reconsider its decision.

 

John Young, Network Manager for Stagecoach Manchester, attended the meeting and explained the company’s reasons for withdrawing the 309/310 bus service. The route of the 309/310 bus service had been altered to try and make it more reliable in terms of leaving bus stops at the designated times and the fact that usage of the 309/310 bus service from Castle Street, Edgeley was very low. There did not appear to be any reduction in the usage of the 309/310 bus service since its withdrawal from Castle Street. The service was provided commercially in the day time and funded by Transport for Greater Manchester in the evenings and at weekends.

 

RESOLVED –That the petition be sent to Stagecoach and the company requested to re-consider its decision to withdraw the 309/310 bus service from Castle Street, Edgeley.

This report provides an update on the Stockport Metroshuttle following the submission of a petition by local residents of Spring Gardens requesting the re-routing of the Stockport Town Centre Metroshuttle to include a stop on Chestergate near the Old Rectory.

 

The Area Committee is invited to comment on the report.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Maureen Rowles.

 

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) providing an update on the Stockport Metroshuttle following the submission of a petition by local residents of Spring Gardens requesting the re-routing of the Stockport Town Centre Metroshuttle to include a stop on Chestergate near the Old Rectory public house.

 

The report advised that any changes in the route to service the Chestergate bus stop would add additional length to the route and require the bus to go through the traffic signal junctions on Churchgate and Hillgate which could be congested. There was very little recovery time left in the service timetable following previous changes to the route to include St Petersgate and High Street. Consequently any change to the route would either require an additional bus, increasing the cost of the service, or a reduction in frequency, reducing its attractiveness to passengers.

 

Options were being discussed with Transport for Greater Manchester (TfGM). and TfGM Officers were currently considering whether a bus stop could be provided on the exising route close to the Old Rectory public house. Due to the costs of the bus service being shared, any final decision on the route which has a cost implication would need to be approved by both TfGM and the Council.

Potential Cycle Projects for the Transportation Capital Programme pdf icon PDF 27 KB

The report details proposals for potential cycle projects that could be included within the transportation capital programme to encourage cycling to local and district centres for 2012/13.

 

The Area Committee is recommended to consider and comment on the list of potential schemes and identify their priorities to enable a final programme to be developed for approval by the Executive Councillor (Economic Development and Regeneration).

Advisory Road Markings - the Council's revised procedure

This item has been placed on the agenda at the request of Councillor Sheila Bailey.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Sheila Bailey.

 

Councillor Bailey referred to that part of the recently approved Parking Strategy which had been sent to all Councillors advising them that Traffic Services would be introducing charges to people requesting Access Protection markings (‘H’ Bar markings) and ‘Keep Clear’ markings. The policy also stated that Area Committees could, as an alternative, decide to have the markings funded from another specific budget within their control.

 

RESOLVED – That the Area Committee adopts the policy that Access Protection Markings (‘H’ Bar markings) and ‘Keep Clear’ markings are funded from the Highways Maintenance and Traffic Management Delegated Budget, after consultation with the appropriate Ward Councillors.

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Patrick McAuley.

 

Councillor McAuley advised the meeting of concerns that he had regarding the playing of cricket in Woodbank Park as incidents had been reported to him where cricket balls had narrowly missed small children, cars were being parked close to the pitch and causing problems for local residents, and cricketers were practising at the side of the pitch.

 

RESOLVED – That the Service Director (Place Management) be requested to investigate the issues raised.
