Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 11 August 2016 were approved as a correct record and signed by the Chair, subject to the deletion in Minute 16 ‘Park Event Application ‘Light in the Dark’ Bonfire: Heaton Norris Park – 5 November 2016 of the word ‘overt’.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Two public questions were submitted.

 

The first public question related to the measures taken to control weeds in the parks, green spaces and streets of the Central Stockport and what products were used.

 

Councillor Sheila Bailey, Executive Councillor (Communities and Housing), advised the Area Committee that some years ago the Council had stopped using pesticides and now used herbicides. She was in the process of discussing the use of herbicides with Officers and whether there were any alternative products available.

 

The second public question had been submitted by a member of the public who was not present at the meeting. The Chair advised that, in accordance with the Code of Practice, a written response would be provided to the questioner.

 

4.(iii)

Public Realm

(a)  The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

 

(b)  Road Collapses in the Edgeley and Cheadle Heath Ward

 

This item has been placed on the agenda at the request of Councillor Philip Harding.

 

A representative of United Utilities and the local Public Realm Inspector will attend the meeting for this item.

Minutes:

(a) Mark Calderbank (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

RESOLVED – That Mark Calderbank be thanked for his attendance.

 

(b) Road Collapses in the Edgeley and Cheadle Heath Ward

 

RESOLVED – That, in the absence of Officers from United Utilities and the Council, the item be deferred until the next meeting of the Area Committee.

4.(v)

Open Forum - Medium Term Financial Plan Update pdf icon PDF 115 KB

The Area Committee and members of the public are asked to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive can best utilise the Committee to engage with local residents in their area.

 

The Plan is a medium term plan (up to 2020/21) and forecast of the Council’s expected financial position and looks at both the income the Council is forecast to receive and the spending pressures it is facing.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Executive (copies of which had been circulated) outlining the key considerations arising from the Council’s Medium Term Financial Plan (MTFP) up to 2020/21, and seeking the views of the Area Committee and the public on the principles agreed by the Executive that would inform how it engaged on setting future budgets.

 

RESOLVED – That the report be noted.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee.

7.

Communities and Local Government Inquiry (Public Parks) pdf icon PDF 127 KB

On 11 July 2016, the Communities and Local Government Committee launched an inquiry into public parks to examine the impact of reduced local authority budgets on these open spaces and consider concerns that their existence is under threat.  The Committee will look at how parks should be supported now and in the future.

 

As part of the Inquiry, the Committee has invited submissions of written evidence which need to be received by 30 September 2016.

 

This is the response submitted on behalf of the Council by the Leader of the Council (Councillor Alex Ganotis) and the Executive Councillor (Communities and Housing) (Councillor Sheila Bailey).

 

The report is for information only as the deadline for submission means that it cannot now be amended.  However, any comments that Area Committees wish to make can be fed into the Council's own Open Spaces Review which is currently ongoing.

 

The Area Committee is recommended to comment on and note the response.

A representative of the Democratic Services Manager submitted a response from the Leader of the Council and the Executive Councillor (Communities and Housing) (copies of which had been circulated) to the Communities and Local Government Committee Inquiry into Public Parks.

8.

Highways Maintenance Local Initiative Scheme - Westmorland Close, Wiltshire Avenue, Cumberland Avenue and Harwich Close, Brinnington pdf icon PDF 91 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out a proposal for grass verge improvement works at Westmorland Close, Wiltshire Avenue, Cumberland Avenue, and Harwich Close in Brinnington.

 

The Area Committee is recommended to approve the maintenance scheme outlined in the report and authorise the Corporate Director for Place Management and Regeneration to order the work.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal for grass verge improvement works at Westmorland Close, Wiltshire Avenue, Cumberland Avenue and Harwich Close in Brinnington.

 

RESOLVED – That the works to improve the grass verges using a reinforcing material which should prevent continued damage by vehicles at Westmorland Close, Wiltshire Close, Cumberland Avenue and Harwich Close be approved at an approximate cost of £4,054.47 to be funded from the Area Committee’s Delegated Budget (Brinnington and Central Ward allocation).

The report considers objections received to a proposed Traffic Regulation Order at Northgate Road and Edgeley Road, Edgeley.

 

The Area Committee is recommended to approve that the Order be amended as detailed in paragraph 3.1 of the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the objections received to the proposed Prohibition of Waiting Traffic Regulation Order on Northgate Road and Edgeley Road, Edgeley.

 

RESOLVED -  That the proposed Prohibition of Waiting Traffic Regulation Order on Northgate Road and Edgeley Road, Edgeley  be amended as follows:-

 

Northgate Road – No Waiting at Any Time

 

Both Sides – From the intersection of its kerb line of Edgeley Road, for a distance of 15 metres in a northerly direction.

 

East Side – From a point 32 metres north of the intersection of its kerb line of Edgeley Road, for a distance of 15 metres in a northerly direction.

 

Edgeley Road – No Waiting at Any Time

 

North Side – From the intersection of the eastern kerb line of Northgate Road, for a distance of 9 metres in an easterly direction.

The report sets out two objections received to a proposed Prohibition of Waiting Traffic Regulation Order at Adswood Lane East and Osborne Road, Cale Green.

The report sets out two objections received to a proposed Traffic Regulation Order, for No Waiting At any Time at Windemere Road, Heaviley.

 

The Area Committee is recommended to reduce the proposed waiting restrictions on Bleatarn Road to 5 metres rather than 10 metres, but agree that that the rest of the Order be made as advertised.

The report sets out the results of an investigation into the difficulties caused by parked vehicles on Churchley Road, Cheadle Heath, in the vicinity of the entrance to Cheadle Heath Primary School.

 

The Area Committee is requested to approve the statutory legal advertising of the Traffic Regulation Order for No Stopping on School Entrance Markings and No Waiting on Churchley Road, Cheadle Heath, as set out in the report, and, subject to no objections being received within the statutory period, the Order can be made.

Proposed Traffic Regulation Order No Stopping Monday – Friday 8.00am-6.00pm on School Entrance Markings

 

Churchley Road - from a point approximately 28.5 metres from the easterly kerbline of Heathside Road for a distance of 4.8 metres in a north easterly direction, then for a distance of approximately 10.5 metres in a northerly direction, then for a distance of approximately 13.5 metres in a north westerly direction.

 

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Orders and, subject to no objections being received within twenty one days from the advertisement date, the Orders be made.

The report outlines an application from Belle Vue Racers to use Reddish Vale Country Park on 8th January 2017 for their annual ‘Hit the Trail’ 5 Mile run..

 

The application will also be considered by the Heatons and Reddish Area Committee at its meeting to be held on 26 September 2016.

 

The Area Committee is recommended to approve the application, subject to the organiser obtaining appropriate papers, event plans, health and safety documentation, licences and/or insurances.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on Ward Flexibility funding. The report also included the current position on the Area Committee’s Delegated Budget.

 

With regard the Minute 12 of the meeting of the Area Committee held on 9 June 2016 regarding the proposed making of a diversion order for the public footpath off Edwin Street, Offerton, the representative of the Democratic Services Manager reported that the description of the footpath, as approved by the Area Committee and detailed in the Minute, was incorrect.

 

RESOLVED – (1) That the report be noted.

 

(2) That authority be delegated to the Corporate Director for Place Management and Regeneration to agree the route of the diversion order for the public footpath off Edwin Street, Offerton, in consultation with the Manor Ward Councillors.
