Public Realm

The Public Realm Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Jacky Budd (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service (copies of which had been circulated).

 

The following comments were made/issues raised:-

 

·         There was a significant amount of graffiti on the bridge on Blackberry Lane, Brinnington and at the passageway near to the bus shelter in the vicinity of First House on Brinnington Road, Brinnington.

·         There was a significant amount of work involving in identifying who abandoned cars belonged to and subsequently having them removed.

 

RESOLVED – That Jacky Budd be thanked for her attendance.

Petitions

To receive petitions from members of the public and community groups.

 

Petition for the introduction of Permit Parking on Porlock Close, Offerton

 

To report the receipt of a petition from 7 signatories for the introduction of Permit Parking for the residents of Porlock Close, Offerton.

 

 

Minutes:

A representative of the Democratic Services Manager reported that a petition had been received from seven signatories for the introduction of Permit Parking for the residents of Porlock Close, Offerton.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

4.(v)

Open Forum - Roughley's Bike Show

Representatives from the Roughley’s Bike Show will make a presentation to the Area Committee on their charitable work.

Minutes:

Mr Andy Roughley from the Roughley’s Bike Show attended the meeting to outline to the Area Committee the charitable work carried out by the organisers of the show, both in respect of the monies raised by the bike show over the August Bank Holiday weekend and over the Christmas and Easter periods. 

 

Members expressed their gratitude for the way the bike show helped to promote Stockport to visitors to the borough. It had been held in the Market Place in Stockport for thirteen years and last year at Heaton Lane car park, but the car park was unavailable this year as refurbishment works were taking place. The event organisers were working with Council Officers to try and identify an alternative site. Members expressed the view that the identification of a permanent site for Roughley’s Bike Show would be helpful in the promotion of the event.

 

RESOLVED – That Mr Roughley be thanked for his attendance.

The Area Committee is requested to approve the proposed installation of timber bollards in a bitmac strip along two sections of grass verges on Brinnington Road, Brinnington.

The report considers objections received to a proposed Traffic Regulation Order for waiting restrictions in Upper Brook Street and the surrounding area.

 

The Area Committee is recommended to approve, in the light of the objections received, an amended Traffic Regulation Order as set out in the report.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) regarding the proposed renewal of the leases for Units 1 and 16 Grand Central, Stockport.

 

Unit 1 was currently occupied by Subway whose current lease was scheduled to expire on 22 January 2016 and it was proposed to grant a new lease to expire in March 2022. Unit 16 was currently occupied by Army Careers whose current lease expired on 15 January 2015. Due to the outsourcing of the army careers service to Capita, the army did not wish to renew the lease and terms had been provisionally agreed for the granting of a new lease to Capita.

 

RESOLVED – That the Corporate Director for Corporate and Support Services be advised that the Area Committee supports the proposals.

The report sets out a proposal by NHS Property Services Ltd to dispose of their freehold interest in a piece land on Mulberry Mount Street to enable the site to be developed into 64 affordable homes, grant funded by the Homes and Community Agency,  which will be acquired by Stockport Homes.

 

The Area Committee is requested to note the contents of the report and provide any comments.

In respect of plan no. 56799 for a change of use from A2 to a house of multiple occupation, plus parking, external alterations to front elevation and installation of new external access at basement level (amended plans) at 37 Greek Street, Stockport,

 

a member of the public spoke against the application, and

 

a representative of the applicant spoke in support of the application.

RESOLVED - (8 for, 0 against, 3 abstentions) That planning permission be refused on the grounds of lack of amenity space and that the application was contrary to those aspects of saved policy CDH1.4 ‘Houses in Multiple Occupation’ of the adopted Stockport Unitary Development Review relating to car parking and the application’s adverse effect on the character of the area as a result of the intensity of occupation of the property.
