Councillor Walker left the meeting during the consideration of this item and took no part in the discussion or vote.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that the ‘Proud of Stockport Awards 2014’ would be held on 4 February 2014 and that the final date for nominations would be 25 October 2013.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Dave Barrett (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Bramhall and Cheadle Hulme South area.

 

The following comments were made/ issues raised:-

 

·         Vehicle crime and burglary remained the biggest focus for policing resources.

·         It was a concern that in a significant proportion of burglaries and vehicle crimes, property had been left insecure.

·         ‘Operation Whistler’, which aimed to gather intelligence and target offenders who cause problems for the people of Stockport was currently in its eighth week and had proved very successful in increasing the number of arrests for serious acquisitive crime.

·         A number of Sustainable Neighbourhood Action Project (SNAP) days had been conducted in the Bramhall and Cheadle Hulme South area which targeted specific areas to try and reduce levels of criminal activity through setting up home watch schemes, distributing burglary packs and speaking to local residents.

·         A discussion took place with regard to the police and Council response to a recent traveller incursion at Ryecroft Park.

 

RESOLVED – That Inspector Barrett be thanked for his attendance.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Three public questions were submitted.

 

The first question related to the remarking of white junction lines on Dennison Road and Granby Road, Cheadle Hulme and parking by pupils at Cheadle Hulme School on roads adjacent to the school.

 

In response, it was stated that an order would be placed for the remarking of the lines on Dennison Road and Granby Road, Cheadle Hulme.  It was also stated that ward councillors had previously expressed the view to Cheadle Hulme School that additional parking provision needed to be made to alleviate the impact of vehicles parking on nearby roads.

 

The second question related to a recent traveller incursion at Highfield Park, Cheadle Hulme and why the Council and the police had not pursued any action in respect of the fly-tipping and dog fouling that had taken place.

 

In response, it was stated that the difficulty in such circumstances was obtaining evidence of exactly who the offender was in order to pursue a successful conviction.  Pragmatic consideration also needed to be given as to whether the costs involved in pursuing any prosecution would exceed any reimbursement subsequently received.

 

The third question related to the contamination of the stream running through Highfield Park, Cheadle Hulme. 

 

It was confirmed that the matter had previously been raised with the Environment Agency, and that the likely cause was that a foul water sewer had been connected in error to a surface water sewer which was then draining into the stream.  It was reported that United Utilities had commenced a North-West-wide programme of identifying which roads had sewers that drained into rivers and streams from sewer plans, and then inspecting the sewers to see which ones were polluted.  It was anticipated that any misconnected drains in the vicinity of Highfield Park would be identified as part of this process.

4.(iv)

Public Realm

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         The number of reported street lighting faults had risen as the darker evenings drew in.

·         The Community Payback team would be working in the Bramhall and Cheadle Hulme South area over the coming weeks.

·         Following requests from councillors, a litter bin had been installed on Tenement Lane, Bramhall.

·         A further order had been placed for the patching of the road surface on Ladythorn Road, Bramhall.

·         Planning permission had been granted for the erection of a fence around the substation adjacent to Bramhall Green roundabout which it was intended would prevent further instances of graffiti.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

Petition - Hillbrook Road, Bramhall pdf icon PDF 921 KB

To consider a petition received on behalf of the residents of Hillbrook Road, Bramhall, containing 21 signatories from 21 households, requesting the Council to introduce a residents’ permit parking scheme on Hillbrook Road.

A representative of the Democratic Services Manager reported upon the receipt of a petition signed by twenty-one residents of Hillbrook Road, Bramhall, (copies of which were circulated) requesting the introduction of a residents only permit parking scheme.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for investigation.

Open Forum - Urban Art Project at Woodford Recreation Ground

Danielle Ryan (Victim Liaison Worker, Stockport Youth Offending Service) will attend the meeting to provide an update on the ‘Skate Ramp Project’ at Woodford Recreation Ground.

The following comments were made/ issues raised:-

 

·         Discussions had taken place with Greater Manchester Police to help identify young people who should be involved with the project

·         Those young people who had engaged with the service in the past did not tend to reoffend.

·         It was encouraging to note that during the painting of the skate ramp, a number of residents and contractors working in the park asked whether the young people had permission to work on the ramp.

Election of Chair

Minutes:

A representative of the Democratic Services Manager reported that in the absence of the Chair and Vice-Chair, that it would be necessary for the Area Committee to elect a chair for the duration of the consideration of plan no. 52611.

 

RESOLVED – That Councillor Suzanne Wyatt be elected Chair of the Area Committee for the duration of the consideration of plan no. 52611.

RESOLVED – (one against) That Planning Permission be refused on the grounds of the detrimental impact of the proposed development on residential amenity by virtue of noise associated with the operation of the premises; that the application was not compliant with the requirement of Core Strategy AED-6 such that the applicant had failed to demonstrate that the existing garage was no longer a viable employment use; that the proposed development would contribute to additional traffic generation resulting in parking problems and general highway congestion; and that the applicant had failed to demonstrate that the application contributed to the achievement of sustainable development.

The report details proposals for the use of commuted sums for play provision in the Bramhall and Cheadle Hulme South Area and requests the Area Committee to give consideration to the location of those play areas where those sums should be spent. The report also outlines the criteria and background policy relevant to commuted sum use and allocation and supporting information, on a site by site basis, for each individual recommendation.

 

The Area Committee is recommended to give approval to the allocation of commuted sums as detailed in the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) detailing proposals for the use of new commuted sums for play provision in the Bramhall and Cheadle Hulme South area and locations of the play areas where these sums were to be spent.

 

RESOLVED – That approval be given to the following allocations of commuted sums for the Bramhall and Cheadle Hulme South area:-

 

(i) The use of £669.24 from development no. 1065 (DC048542, 3 Hilltop Avenue, Cheadle Hulme) at Heathbank Road Play Area.

 

(ii) The use of £334.62 from development no. 1069 (DC051067, 5 Mellor Road, Cheadle Hulme) towards improvements to safer surfacing at Heathbank Road Play Area.

A representative of the Democratic Services Manager submitted a report of the Service Director (Education) (copies of which had been circulated) inviting the Area Committee to make a nomination of an Authority governor for Queensgate Primary School.

 

The representative of the Democratic Services Manager reported that since the publication of the report, a further vacancy had arisen at Bramhall High School (Liberal Democrat Group nomination).

 

RESOLVED – (1) That the vacancy at Queensgate Primary School be noted.

 

(2) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the appointment of Mrs Spreuell to the governing body of Bramhall High School (Liberal Democrat Group vacancy).
