4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

A representative of the Democratic Services Manager reported that a representative of Greater Manchester Police had been unable to attend the meeting.

 

The representative of the Democratic Services Manager reminded the Area Committee that Chief Superintendent Sykes had recently written to all Councillors informing them that a representative of the Police would no longer be able to attend each Area Committee meeting.

 

RESOLVED – That the Democratic Services Manager be requested to write to Chief Superintendent Sykes seeking clarification of the rationale for the withdrawal the longstanding commitment by Greater Manchester Police to attend at meetings of the Bramhall and Cheadle Hulme South Area Committee.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         Community Payback had attended to a number of overgrown thoroughfares including footpaths across Bramhall Park Gold Club and between Larchway and Ack Lane East, Bramhall.

·         Routine gully cleansing had been undertaken on a number of routes throughout the Cheadle Hulme South area.

·         An order had been placed for the installation of a bin on Tenement Lane, Bramhall.

·         There had been a successful prosecution for flytipping in the Stanley Green area.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

Area Flexibility Funding - Friends of Hesketh Park and Mellor Green pdf icon PDF 77 KB

To consider an application for £900 for funding towards the cost of the provision and installation of a replacement handrail.

Minutes:

Carolyn Turner attended the meeting to answer questions from councillors on the behalf of the Friends of Hesketh Park and Mellor Green in relation to their application for funding towards the cost of the provision and installation of a replacement handrail adjacent to a footpath.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £900 (Cheadle Hulme South ward allocation) to the Friends of Hesketh Park and Mellor Green towards the cost of the provision and installation of a replacement handrail

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Council Solicitor (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

RESOLVED – That the report be noted.

The Metropolitan Borough Council of Stockport (Conway Road Area, Cheadle Hulme) (Prohibition and Restriction of Waiting) and (20 Mph Speed Limit Zone) Order 2013 pdf icon PDF 37 KB

To consider a joint report of the Council Solicitor and Service Director (Place Management).

 

The report details a number of objections which have been received in respect of proposals to introduce Traffic Regulation Orders at the junctions of Bruntwood Lane/ Llanberis Road, Henley Avenue/ Hampton Grove and Kingston Place, Cheadle Hulme.

 

The Area Committee is recommended to make the Order as advertised.

A representative of the Democratic Services Manager submitted a report of the Service Director (Place Management) (copies of which had been circulated) detailing a number of objections which have been received in respect of proposals to introduce Traffic Regulation Orders at the junctions of Bruntwood Lane/ Llanberis Road, Henley Avenue/ Hampton Grove and Kingston Place, Cheadle Hulme.

 

RESOVLED – (1) That, notwithstanding the objections received, the Order be made as advertised.

 

(2) That the Service Director (Place Management) be requested to monitor the impact of the introduction of Traffic Regulation Orders at the junction of Llandberis Road and Bruntwood Lane with particular consideration being given to the implementation of those restrictions on Bruntwood Lane at the point where the adopted highway met the pedestrian route through Bruntwood Park.

The report details proposals for minor civil engineering works to reduce the highway width at the junction of Brookdale Road and Fir Road, Bramhall.

 

The Area Committee is recommended to give approval to the following scheme (subject to a consultation with local residents) at a cost of £8,300 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Bramhall North ward allocation)

 

Fir Road/ Brookdale Road

Reduce the highway width of the Fir Road/ Brookdale Road junction by building out the existing kerb lines with an in line pedestrian dropped crossing and tactile paving.

Bramhall Moor Lane & Pepper Road, Hazel Grove - No Waiting Restrictions pdf icon PDF 55 KB

To consider a report of the Service Director (Place Management)

 

Following recent works to improve the junction at Bramhall Moor Lane and Pepper Road to reduce congestion associated with the busy Industrial Estate, it is proposed to introduce No Waiting restrictions (double yellow lines) on part of the Pepper Road to consolidate these improvements.

 

The Area Committee is invited to consider and approve those elements of the proposals that fall within its area and the recommend that the Executive Councillor (Economic Development & Regeneration) approve the elements within his remit.

A representative of the Democratic Services Manager submitted a report of the Service Director (Place Management) (copies of which had been circulated) detailing proposals to introduce No Waiting restrictions (double yellow lines) on part of the Pepper Road to consolidate recent works to improve the junction at Bramhall Moor Lane and Pepper Road to reduce congestion associated with the busy Industrial Estate.

 

The representative of the Democratic Services Manager reported that the Stepping Hill Area Committee at its meeting on 6 August 2013 had given approval to that part of the proposals which fell within its remit.

 

RESOLVED – (1) That approval be given to the following:-

 

No Waiting at Any Time

 

Pepper Road - South West side from a point 15 metres North West of the North Westerly kerb line of Bramhall Moor Lane for a distance of 28 metres in a North Westerly direction.

 

(2) That it be noted that the Stepping Hill Area Committee had given approval to that part of the proposals identified in ‘Part II’ of the report.

 

(3) That the Executive Councillor (Economic Development & Regeneration) be recommended to give approval to that part of the proposals identified in Part III of the report.

10.

Use of Commuted Sums in the Bramhall and Cheadle Hulme South Area pdf icon PDF 47 KB

To consider a report of the Service Director (Place Management).

 

The report has been produced following a request from the Area Committee at its meeting on 6 June 2013 and details proposals for the use of commuted sums for play provision in the Bramhall and Cheadle Hulme South Area and requests the Area Committee to give consideration to the location of those play areas where those sums should be spent. The report also outlines the criteria and background policy relevant to commuted sum use and allocation and supporting information, on a site by site basis, for each individual recommendation.

 

The Area Committee is recommended to give approval to the allocation of commuted sums as detailed in the report.

·         £669.24 at Bramhall Park towards improvements to junior play equipment.

·         £1,338.48 at Lumb Lane Recreation Ground towards future improvements to junior play equipment.

 

(2) That consideration of those elements of the report that related to the allocation of commuted sums within the Cheadle Hulme South ward be deferred until the next meeting of the Area Committee pending further consideration of the proposed allocations against the stated criteria.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Service Director (Education) (copies of which had been circulated) requesting the Area Committee to provide nominations for Authority Governor vacancies at Lane End and Queensgate Primary Schools.

 

RESOLVED – (1) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the appointment of Councillor Suzanne Wyatt to the governing body of Lane End Primary School (Liberal Democrat Group).

 

(2) That the vacancy at Queensgate Primary School be noted.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility budget.

 

The representative of the Democratic Services Manager further reported that following a request from the Area Committee, the Service Director (Place Management) had contacted the Deanwater Hotel in relation to the proposal to introduce a Controlled Parking Zone within the lay-by from the borough boundary between Stockport and Cheshire East on Wilmslow Road, Woodford and which confirmed that the problems previously being experienced in the area had since abated.

 

RESOLVED – That the report be noted.
