Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to blocked drains on a number of roads in Cheadle Hulme and why these had not been addressed following a question having been asked on the same subject at the meeting of the Area Committee on 30 August 2012.

 

Carolyn Tuner (Public Realm Inspector, Stockport Council), reported that the affected drains had been attended to as part of the routine programme in August 2012, however a further inspection would be undertaken in the area with a view to identifying where there remained any outstanding drainage problems.

4.(iv)

Public Realm

The Public Realm Inspectopr will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         An incident of fly-tipping had been reported on North Park Road, Bramhall from which evidence had been obtained.

·         Following approval at the last meeting of the Area Committee, an order had now been placed for a bench to be located outside the Woodford Park Garden Centre, Woodford.

·         Concern was expressed in relation to continued problems with the drainage of the highway at locations on Midland Road, Manor Road and Fir Road, Bramhall.

·         Works to install handrails on the footpath across Bramhall Golf Course had not yet been fully completed.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

Open Forum

Community Safety and Neighbourhood Policing Annual Report

 

Representatives from the Community Safety Unit (Stockport Council) and Greater Manchester Police will attend the meeting to provide an update on their activities within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

Community Safety and Neighbourhood Policing Annual Report

 

Inspector Stephen Gilbertson (Greater Manchester Police), Nigel Hudson (Community Safety Operational Manager, Stockport Council) and Vashti Jellis (Community Safety Officer, Stockport Council) attended the meeting to make a presentation in respect of the work of the Safer Stockport Partnership to reduce crime in 2012/13 and to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Bramhall and Cheadle Hulme South area.

 

The following comments were made/ issues raised:-

 

·         It was noted that a number of arrests had been made with regard to graffiti which had recently proliferated throughout the Stockport area.

·         Police patrols continued to be targeted around cash holding businesses to address concerns in relation to commercial robberies.

·         The work of the police and Community Safety Unit and addressing anti-social behaviour was acknowledged.

 

RESOLVED – That Inspector Gilbertson, Nigel Hudson and Vashti Jellis be thanked for their attendance and presentation.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

Friends of Parkside

 

To consider an application for £3,700 for Area Flexibility Funding towards the cost of providing secure fencing around newly installed play equipment at Parkside.

Clare Curran of the Friends of Parkside attended the meeting to answer questions from councillors on the group’s application for funding toward the cost of providing secure fencing around newly installed play equipment at Parkside.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £3,700 (£3,000 from the Bramhall North ward allocation and £700 from the Bramhall South ward allocation) to the Friends of Parkside toward the cost of providing secure fencing around newly installed play equipment at Parkside.

 

(b)       Cheadle Hulme Garden and Allotment Association

 

Anthony Nelson of the Cheadle Hulme Garden and Allotment Association attended the meeting to answer questions from councillors on the group’s application for funding toward the cost of the construction of a new resource centre building and access ramps.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £420 (Cheadle Hulme South ward allocation) to the Cheadle Hulme Garden and Allotment Association toward the cost of the construction of a new resource centre building and access ramps.

The representative of the Democratic Services Manager reported that as the application site fell also fell within the boundaries of the Cheadle Area Committee the application had also been considered by the Cheadle Area Committee at its meeting on 26 February 2013 which had recommended that approval be given to the application.

A representative of the Democratic Services Manager submitted a report of the Service Director (Education) (copies of which had been circulated) requesting the Area Committee to consider the reappointment of Councillor Lisa Walker to the governing body of Nevill Road Infant School.

 

It was commented that in addition to the reappointment detailed in the report, members had become aware that a further governing body vacancy had arisen at Bramhall High School.

 

RESOLVED – (1) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the reappointment of Councillor Lisa Walker to the governing body of Nevill Road Infant School.

 

(2) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the appointment of Mr Christopher Grime to the vacancy at Bramhall High School.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on Area Flexibility and the Highway Maintenance and Traffic Management delegated budgets.
