Community Engagement

6.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that the Bramhall Festival would be taking place on Saturday, 23 June and Sunday, 24 June 2012.  It was further reported that the route of the Olympic Torch Relay would be passing through the Borough on the morning of Sunday, 24 June 2012.

 

The Chair commented on recent developments with regard to the former BAe Woodford site and that any proposals would be subject to consultation with local residents which it was anticipated would take place over the coming months.

 

Councillor Wyatt stated that a ‘Garden Party in the Park’ at Oak Meadow Park was due to take place on Saturday, 16 June 2012.

 

Finally, Councillor Bodsworth announced that the Hesketh Park Barbeque would be taking place on Saturday, 30 June 2012.

6.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

With the consent of the Area Committee, this item was considered in conjunction with Agenda Item 6(vi) ‘Open Forum – Safer Stockport Partnership – Annual Report 2011/12’.

 

Sergeant Darren Spurgeon (Greater Manchester Police) attended the meeting to make a presentation in respect of the work of the Safer Stockport Partnership to reduce crime in 2011/12 and to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Bramhall and Cheadle Hulme South area.

 

The following comments were made/ issues raised:-

 

·         Thefts of gully covers had now abated as a result of ongoing work with scrap metal dealers.

·         Traffic Regulation Orders had recently been introduced on Heathbank Road, Cheadle Hulme in the vicinity of Cheadle Hulme School and it was requested that where possible additional attention be given to ensuring compliance with these.

·         Following a burglary, the police now did follow-up work with adjacent properties to provide crime prevention advice, as research had previously shown that nearby properties were at a heightened risk of crime following a break-in.

·         There had been problems experienced with regard to traffic management at the Duck Race held in Bramhall Park on 13 May 2012, and further consideration needed to be given over how to ameliorate this in the future.

·         It was requested that the police visit local businesses in the Bramhall area in the lead-up to the forthcoming Bramhall Festival with a view to discussing security measures during this busy period.

 

RESOLVED – That Sergeant Spurgeon be thanked for his attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Two public questions were submitted relating to (i) the accessibility of Cheadle Hulme Railway Station; and (ii) the clearing of gullies on Granby Road, Cheadle Hulme.

 

In response to the questions, councillors commented that there had been a campaign to introduce lifts on Station Road to platform level during the most recent improvement works at the station, but that Network Rail had not progressed these proposals.  In respect of the gullies on Granby Road, it was commented that gullies were programmed for cleansing on a regular basis, but that if cars were parked over them this meant that those gullies could not be accessed.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and members of the public are invited to raise issues affecting local environmental quality and the condition of the highway.

Andrew Suggett (Managing Agent Manager, Public Realm) and Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

Andrew Suggett introduced Carolyn Turner who had recently been appointed as Public Realm Inspector for the Bramhall and Cheadle Hulme South area and explained that the new role combined a number of functions with regard to highways and cleansing issues.

 

RESOLVED – That Andrew Suggett and Carolyn Turner be thanked for their attendance.

To consider a report of the Service Director (Place Management).

 

The report details a proposed Highway Local Initiative Scheme on Valley Road, Bramhall at its junction with Bridge Lane, Bramhall to resurface an area of the carriageway as detailed below:-

 

Valley Road at the junction with Bridge Lane, Bramhall (up to the first speed hump only).

To plane out approximately 30mm of the existing surface course, disposal, application of regulating material, tack coat and laying of a new 30mm thick layer of surface course.

 

The Committee should note that this area is unadopted highway.

 

The Area Committee is recommended to give consideration to the above proposal.

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order to allow the Area Committee to give prompt consideration to the deterioration to the condition of Valley Road, Bramhall).

 

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) detailing proposals to resurface an area of the carriageway on Valley Road, Bramhall at its junction with Bridge Lane, Bramhall.  The Area Committee was advised that the proposals comprised an area of unadopted highway.

 

The representative of the Democratic Services Manager advised the Area Committee that the Council would not ordinarily consider it appropriate to use the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget for works on unadopted highway.  However, the Area Committee noted that there were extenuating circumstances in this instance, namely that the carriageway on Valley Road had been damaged primarily by vehicles visiting Happy Valley Park, Bramhall. 

 

The Area Committee was further advised that in making a decision to commit funding to this scheme, it would need to be satisfied that the in the light of the circumstances presented in this case the use of the Area Committee’s budget was both appropriate and justified.  The Area Committee noted that in making a decision on this scheme, it would not be committing either the Area Committee or the Council to commit any future funding to either this site or any other unadopted highway in within the Borough.

 

RESOLVED – That approval be given to the following local initiative scheme at a cost of £7,000 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Bramhall North Ward allocation):-

Petitions

To receive petitions from members of the public and community groups.

Minutes:

A representative of the Democratic Services Manager reported on the receipt of one petition signed by 16 residents of Briarlands Close, Bramhall requesting that residents’ permit parking be introduced on Briarlands Close as a result of a large number of vehicles parking on the street between the hours of 8.00 am and 6.00 pm.

 

RESOLVED – That the petition be noted and referred to the Service Director (Place Management) for investigation.

(a)       Safer Stockport Partnership - Annual Report 2011/12

 

Representatives of the Community Safety Unit and Greater Manchester Police will make a presentation to the Area Committee outlining the work of the Partnership to reduce crime in the Bramhall and Cheadle Hulme South area in 2011/12.

 

(b)       Cheadle Hulme High School Development Framework

 

Representatives from Cheadle Hulme High school will attend the Area Committee to discuss potential future developments at Cheadle Hulme High School.

(a)       Safer Stockport Partnership – Annual Report 2011/12

 

The Chair reported that the Open Forum in respect of the ‘Safer Stockport Partnership – Annual Report 2011/12’ had been considered in conjunction with Agenda Item 6(iv).

 

(b)       Cheadle Hulme School Development Framework

 

Lucy Pearson (Head of Cheadle Hulme School) and Bill Davidson (Indigo Planning) attended the meeting and made a presentation with regard to the Cheadle Hulme School Development Framework.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed in relation to parking problems in the vicinity of the school and that additional parking capacity should to be considered as part of any further development at the site.

·         There were further opportunities to work with other schools in the Cheadle Hulme area.

·         It was acknowledged that Cheadle Hulme School was a successful school and that although the site was constrained by the designation of surrounding land as greenbelt, the use of such land for educational purposes may be considered appropriate in some circumstances by the planning authority.

·         The robust and rigorous engagement and consultation by the school with residents and partners was to be welcomed.

 

RESOLVED – That Lucy Pearson and Bill Davidson be thanked for their attendance and presentation.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

(a)       Churches Together in Bramhall and Woodford

 

To consider an application for £450 for funding towards the cost of a ‘Holiday at Home’ Project for seniors living in Bramhall, Woodford and Cheadle Hulme.

 

(b)       Manchester Rugby Club Senior Colts

 

To consider an application for £991.80 for funding towards the cost of providing replacement kit.

(a)       Churches Together in Bramhall and Woodford

 

A representative of the Democratic Services Manager submitted an application on behalf of Churches Together in Bramhall and Woodford for Area Flexibility funding towards the cost of a ‘Holiday at Home’ project for seniors in Bramhall, Woodford and Cheadle Hulme.

 

The representative of the Democratic Services Manager reported that apologies had been received on behalf of the applicant, David Langton.  The Committee was of the view that in the circumstances, it would proceed to consider the application.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £450 (£150 from each ward allocation) to Churches Together in Bramhall and Woodford towards the cost of a ‘Holiday at Home’ project for seniors in Bramhall, Woodford and Cheadle Hulme.

 

(b)       Manchester Rugby Senior Colts

 

Mr Neil James submitted an application on behalf of Manchester Senior Rugby Colts for Area Flexibility Funding towards the cost of replacement kit.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £450 (£150 from each ward allocation) to Manchester Senior Rugby Colts towards the cost of replacement kit.

RESOLVED -  That the Service Director (Place Management) be requested not to proceed with proposals to introduce a ‘No Waiting At Any Time’ Traffic Regulation Order on Ravenoak Road, Cheadle Hulme as detailed in the report and that alternatively the Service Director (Place Management) be recommended to give consideration to the introduction of driveway protection markings at this location.

The report details an objection received to a proposed 20mph speed limit order at Albany Road, Bramhall.

 

The Area Committee is recommended to consider the proposed scheme and determine the need for a reduced speed limit covering part of Albany Road, Bramhall in the light of the objection.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) detailing the results of a Post Scheme Consultation exercise carried out in January 2012, in respect of measures introduced at Bramhall Green Roundabout, as part of the Bramhall Corridor Integrated Route Treatment.

 

The following comments were made/ issues raised:-

 

·         It was noted that the consultation process had solicited a larger than usual number of responses from road users rather than local residents which differed from the pattern of most consultations.

·         Concern had been expressed with regard to the alterations to the car park access, and it was commented that additional signage had been ordered and works were in process for the widening of the access adjacent to the newsagent.

·         The lighting of the roundabout was now very bright as a result of the new column installations at the zebra crossings.

·         The exit from Bridge Lane onto Bramhall Lane South had previously formed two lanes of traffic which had now narrowed to one lane and was traversed by a zebra crossing.  It was acknowledged that this had increased the waiting time for traffic, but had resulted in improvements in pedestrian safety.

·         It was commented that traffic management during the highway works could have been improved.

·         Members stated that it was hoped that the feedback provided from the consultation would contribute toward improvements in the development and execution of future such schemes within the Borough.

 

RESOLVED – That the report be noted.
