The Minutes (copies of which had been circulated) of the meeting held on 11 December 2014 were approved as a correct record and signed by the Chair subject under Minute 9 – ‘Section 257 of the Town and Country Planning Act 1990 - Proposed Diversion of Public Footpaths 112 And 119 Cheadle and Gatley’ to the amendment of the resolution to delete reference to the ‘Corporate Director for Place Management & Regeneration’ and its substitution therefor with ‘Head of Legal & Democratic Services’.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Neil Cook (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public in relation to Neighbourhood Policing issues within the Bramhall and Cheadle Hulme South area.

 

The following comments were made/ issues raised:-

 

·         The Police were continuing to work to identify a person wanted in connection with the attempted abduction of a young person in Cheadle.  Following the initial report a number of further incidents had been publicised in the press, however the Police had only been able to confirm the original report and no additional investigations were taking place.  Additional patrols were taking place in the area.

·         There had been a spike in incidences of anti-social behaviour at Bramhall Precinct and Bramhall Railway Station over the Christmas period and both Greater Manchester Police and the British Transport Police were taking a co-ordinated approach to tackling the issue.

·         Concern was expressed with regard to localised incidences of anti-social behaviour on Lugano Road, Bramhall including stone throwing by youths.

·         The former Simon Carves building in Cheadle Hulme had been secured following work by Greater Manchester Fire and Rescue Service.  Additional patrols were taking place to mitigate against the potential for any anti-social behaviour to occur.

·         Members of the Area Committee expressed their appreciation for the attendance of the Area Inspector at the meeting.

·         A number of break-ins had been reported within the Stockport area with the specific intent of stealing gold jewellery which had been reported in the press as being targeted at predominately Asian families.  However, of the 30 victims that had been identified, ten of those were Asian and it was reported that five people had now been arrested for those offences.

 

RESOLVED – That Inspector Cook be thanked for his attendance.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality and highways issues.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         Routine gully cleansing had been completed on the estate roads in the Bramhall North and Cheadle Hulme South wards and was currently progressing through Bramhall South & Woodford ward.

·         The NHS had arranged for the repair of lighting columns on Bramley Close, Bramhall with monitoring taking place with regard to the hours of illumination.

·         Discussions were ongoing with Northern Rail with regard to the position of the Council-funded noticeboard at Bramhall Railway Station.

·         Royal Mail had confirmed that its contractor would be undertaking vegetation clearance works adjacent to the Delivery Office in Bramhall during the spring.

·         It was requested that the Council seek to publicise the difficulties surrounding accumulations of snow during periods of heavy snowfall and to allay concerns expressed by residents by advising that snow was still able to settle on those roads that had been gritted.

·         It was suggested that bins should be numbered by the Council to assist residents in reporting overflowing bins.

To consider an application from Chelwood Foodbank Plus for funding of up to £1000 towards the cost of running a minibus.

4.(viii)

Area Flexibility Funding - Manchester Rugby Club pdf icon PDF 167 KB

To consider an application from Manchester Rugby Club for funding of up to £1000 towards the cost of purchasing a ‘vertidrainer’ to airate the playing areas allowing rain water to escape from the surface.

Minutes:

Mr Neil James attended the meeting and submitted an application on behalf of Manchester Rugby Club for Area Flexibility Funding towards the cost of purchasing a ‘vertidrainer’ to aerate the playing areas allowing rain water to escape from the surface.

 

The representative of the Democratic Services Manager reported that the application had already been considered by the Cheadle and Stepping Hill Area Committees on 3 February 2015 which had each made grants of £500 to a total of £1,000.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £750 (£250 from each ward allocation) to Manchester Rugby Club towards the cost of purchasing a ‘vertidrainer’ to aerate the playing areas allowing rain water to escape from the surface.

The Area Committee is requested to recommend that the Executive Councillor (Communities & Sustainability) gives approval to the introduction of a Vehicle Activated Speed sign on Bridge Lane, Bramhall at the location identified on the plan attached to the report at a cost of £3,420 to be funded jointly from the Central Budget (£1,710) and the Area Committee’s delegated budget (£1,710 from the Bramhall North ward allocation).

The report outlines a proposal to open Bramhall Library outside its current core opening hours by piloting Bibliotecha’s Open+ system.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) outlining a proposal to open Bramhall Library outside its current core opening hours by piloting Bibliotecha’s Open+ system.

 

The following comments were made/ issues raised:-

 

·         There were valid concerns around the safety of library users during hours when the library would be unstaffed.

·         Greater Manchester Police should be encouraged to use the library as a police post which had proved successful elsewhere in Greater Manchester.

·         Notwithstanding the security measures provided as part of the pilot, unauthorised access could be obtained by, for example, tailgating an accredited library user.

·         The proposal to extend the hours of opening of Bramhall Library were cautiously welcomed.

 

RESOLVED – That the report be noted.
