The Minutes (copies of which had been circulated) of the meeting held on 17 April 2014 were approved as a correct record and signed by the Chair.

Councillor Bellis left the meeting during the consideration of this item and took no part in the discussion or vote.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

It was announced that, subject to approval, the Friends of South Park would be holding a Summer Fair at South Park on 20 July 2014.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

A representative of the Democratic Services Manager reported that representatives of Greater Manchester Police had been unable to attend the meeting.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         Reports of most incidents had reduced with the exception of graffiti.

·         A successful prosecution for fly-tipping on Tenement Lane had been pursued.

·         It was planned to resurface part of Bramhall Park Road in the future.

·         Monitoring of flyposting in and around the Stanley Green Trading Estate remained ongoing.

·         A discussion took place with regard to proposals to patch repair parts of Jenny Lane, Woodford with it being suggested that the condition of the highway warranted complete resurfacing.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details proposals to install a mowing strip with wooden bollard adjacent to Greenspace between property numbers 2b and 2 on Highfield Road, Cheadle Hulme.

 

The Area Committee is recommended to give approval to the above scheme at a cost of £3,200 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme South ward allocation).

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing proposals to install a mowing strip with wooden bollard adjacent to Greenspace between property numbers 2b and 2 on Highfield Road, Cheadle Hulme.

 

RESOLVED – That approval be given to the installation of a mowing strip with wooden bollard adjacent to Greenspace between property numbers 2b and 2 on Highfield Road, Cheadle Hulme at a cost of £3,200 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme South ward allocation).

Petitions

To receive petitions from members of the public and community groups.

Minutes:

One petition was submitted with 584 signatories relating to the proposed development of a residential care home on land at Bramhall Lane South (see Minute 7(i) below).

 

The petitioner stated that this petition augmented those that had already been submitted in relation to this application.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration and be considered as part of the determination of the development application.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

6.(iii)

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

Minutes:

A representative of the Democratic Services Manager submitted an application received on behalf of the Woodford War Memorial and Community Centre for funding towards the cost of the purchase and installation of a height restriction barrier and the making good of the entrance to the community centre.

 

RESOVED – That the Democratic Services Manager be requested to make a grant of £1,000 to the Woodford War Memorial and Community Centre towards the cost of the purchase and installation of a height restriction barrier and the making good of the entrance to the community centre (£250 from the Bramhall North and £750 from the Bramhall South and Woodford ward allocations).

The Area Committee is recommended to refuse planning permission.

Minutes:

In respect of plan no. 54406 for the erection of 3 storey retirement living housing (category II type accommodation) comprising 15 units of accommodation, communal facilities, landscaping and car parking on Land at Bramhall Lane South, it was reported that this application had been deferred at the last meeting to allow for the receipt of outstanding comments from the Council’s surveyors based in Carillion.  It was further stated that the application was now subject of an appeal on the basis of non-determination and accordingly the Area Committee would not be in a position to determine the application, but rather was requested to consider the application make the decision that it would have made had it been in a position to do so.

 

A member of the public spoke against the application; and

 

the applicant’s agent spoke in support of the application.

RESOLVED – That had the Area Committee been in a position to determine the application, planning permission would have been refused on the grounds that the proposed access by virtue of width and condition was substandard; the size and scale, design and appearance of the proposed development does not respond to the character and characteristics of the local area; the loss of trees and open green space in conservation area; the application failed to meet Council’s affordable housing policy; the failure to make provision for recreation and amenity open space; and the impact of the proposed development on setting of listed buildings and locally listed buildings.
