In September, Scrutiny Committees received a report on the Investing in Stockport Draft Business Cases and project updates.

 

In the December Scrutiny Committee cycle revised Draft Business Cases, including a summary of the consultation undertaken (where appropriate) were submitted providing scrutiny committees with an opportunity to provide final comments on those proposals relating to their committee’s remit. . A summary of comments from the December cycle of Scrutiny Committees will be circulated prior to the meeting.

 

The Scrutiny Co-ordination Committee is invited to consider whether it wishes to make any additional comments to the Executive at their meeting on 16 December.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) setting out Minute extracts from the December round of Scrutiny Committees that related to the Investing in Stockport proposals and inviting the Scrutiny Co-ordination to consider them and make any additional observations prior to these Minute extracts being submitted for consideration by the Executive at its extraordinary meeting on 16 December 2015.

 

RESOLVED – (1) That the following additional comments be forwarded to the Executive for consideration as part of the Investing in Stockport proposals:-

 

·                Reductions in funding for mental health services were at variance with the aspiration of Parity of Esteem between physical and mental health, and it was recommended that no changes should take place in advance of completion of the Pennine Care NHS Foundation Trust review of its mental health service provision.

·                Locality Working was a complex issue crossing the remits of a number of scrutiny committees and further consideration needed to be given to how this could be addressed and whether the proposals were value for money.

·                Uncertainty remained about the Local Government Finance Settlement, potential Council Tax Freeze offset funding and the broader financial landscape which made commenting problematic.

·                There had been reports from residents that service changes were taking place in advance of any decisions being taken, such as changing opening times of leisure centres, and this needed to be investigated to ensure it was not inappropriately premature implementation.

·                Scrutiny Committees had made requests or expressed concerns that would need considering and/ or reporting back during the implementation phase.

·                Further consideration was needed for the mechanisms for monitoring service changes and whether this was appropriately done through existing portfolio performance reporting processes.

 

(2) That the report to the Executive in relation to Scrutiny Committee’s comments on the Investing in Stockport proposals included extracts from the Minutes of the September and December rounds of meetings and highlight where Scrutiny Committees requested further information or updates.

Management of Portfolio Performance and Resource Reports (PPRRs) reporting to multiple Scrutiny Committees pdf icon PDF 45 KB

To consider a report of the Deputy Chief Executive.

 

The purpose of this report is to reiterate the agreed arrangements for Scrutiny of all Portfolios and outline measures to ensure it is clear, where PPRRs are received by more than one Committee, what issues fall within a given Committee’s remit.

 

The Scrutiny Co-ordination Committee is invited to discuss and approve the proposed arrangements

The Deputy Chief Executive submitted a report (copies of which had been circulated) setting out measures to ensure that for Portfolio Performance and Resources Reports were received by more than one Scrutiny Committee the reports delineate what issues fell within a given Committee’s remit.

 

RESOLVED – That where Portfolio Performance and Resources Reports (PPRR) were submitted to more than one Scrutiny Committee:-

 

·                the titles of those sections relevant to that Committee be highlighted in an appropriate colour most suitable for viewing on a tablet device;

·                an additional paragraph be added to the PPRR and PPRR covering report to explain that the highlighted sections indicate the aspects of the PPRR which were most relevant to that Scrutiny Committee.
