Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

A representative of the Democratic Services Manager reported that a ‘You Say We Pay’ participatory budgeting event would be taking place in Offerton on 24 November 2012.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

A representative of the Democratic Services Manager reported that no representative of Greater Manchester Police was able to attend the meeting.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within its powers and duties, subject to the exclusions set out in the Code of Practice.

 

One question was submitted asking whether it was appropriate that the proposed traffic calming measures on Bean Leach Road were to be funded through the Playbuilder Programme when there were other parks in the borough that could benefit from this resource.

 

Councillor Hogg responded that the proposed traffic calming was necessary to improve safety for children using the newly refurbished play area on Bean Leach Road, but shared the questioner’s concerns about the appropriateness of the funding. He undertook to investigate the matter further.

 

RESOLVED – That the Democratic Services Manager be requested to ensure the questioner receive a written response.

4.(iv)

Public Realm

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Kay Williams, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from councillor and members of the public in relation to highway and environmental issues with the area represented by the Stepping Hill Area Committee.

 

The following issues were raised/ comments made:-

 

·         Following further evidence presented to them by the Council, Network Rail had now started to cage off part of the railway bridge on Macclesfield Road in an effort to combat pigeon fouling on the pavements.

·         Notice had been served on the owners of Offerton Precinct to have the area cleared of refuse.

·         Efforts were underway on the Offerton Estate in partnership with the Neighbourhood Management Board to enlist the help of residents to identify persistent environmental and highways problems.

·         The public were being asked to assist the Council in reporting incidents where street furniture has been damaged by motorists, such as bollards, railings and lamp-posts, so that the Council was able to reduce the cost of repairing this damage by claiming against the insurance of those motorists responsible.

·         There was a sunken grid on Marple Road near to Shearwater Road. This had been passed to United Utilities to investigate.

·         Changes to the work patterns of the Hazel Grove District Centre Steward had led to problems with the accumulation of waste.

 

RESOLVED (1) That Kay Williams be thanked for her attendance.

 

(2) That the Service Director (Place Management) be requested to provide an update on the changes to the cleansing schedule for Hazel Grove District Centre to the next meeting.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

Friends of Clarendon Road Park

 

Dial Park Allotment Association

Minutes:

(a)  Friends of Clarendon Road Park

 

Members of the Friends of Clarendon Road Park Group attended the meeting to answer questions from councillors about their application for funding toward the cost of new play equipment in Clarendon Road Park.

 

Councillors suggested a number of additional sources of funding for the Group to consider.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1000 to the Friends of Clarendon Road Park Group toward the cost of new play equipment.

 

(b)  Dial Park Allotments

 

A representative of the Dial Park Allotments Association attended the meeting to answer questions from councillors on the application for funding toward the cost of providing a community plot within the site.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1000 to the Dial Park Allotments Association toward the cost of a community plot.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

Annual Review of Outcomes Tour pdf icon PDF 20 KB

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order to allow the Area Committee to nominate a site for inclusion on the Review of Outcomes Tour)

 

A representative of the Service Director (Place Development) submitted a report (copies of which were circulated) informing the Area Committee that the Planning & Highways Regulation Committee were undertaking their Annual Review of Outcomes Tour on Friday, 15 March 2012 and seeking nominations of recently completed development sites to be visited.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Democratic Services Manager be requested to include an item on the agenda for the next meeting and that members be invited to provide suggestions to the Democratic Services Manager in advance of the next meeting.

8.

Bean Leach Road Hazel Grove - Speed Tables pdf icon PDF 93 KB

To consider a report of the Service Director (Place Management)

 

The report informs the Area Committee of the proposal to introduce two speed tables at Bean Leach Road and seek approval to proceed with the implementation of the traffic management scheme and associated Traffic Regulation Orders subject to the completion of a public consultation exercise.

 

The Area Committee is requested to approve the implementation of the two speed tables and the introduction of the associated Traffic Regulation Order detailed in Appendix 2 subject to the completion of a public consultation exercise.

Minutes:

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) inviting the Area Committee to agree to introduce two speed tables and associated Traffic Regulation Orders at Bean Leach Road in order to improve safety for pedestrians and users of the recently refurbished playground on Bean Leach Road.

 

Councillors expressed concerns that the cost of the works was to be funded from Playbuilder funding which some members believed would be better spent in parks.

 

RESOLVED – (1) That the implementation of the two speed tables and the following associated Traffic Regulation Order be approved in principal, subject to public consultation:

 

Proposed Speed Tables – 75 mm high

 

Bean Leach Road

 

From a point 136 metres north of the northerly kerb line of Overton Crescent in a northerly direction for a distance of 4.5 metres.

 

From a point 77 metres north of the northerly kerb line of Overton Crescent in a northerly direction for a distance of 4.5 metres.

 

(2) That approval in principal be given to the £12,000 required to fund the scheme being met from Playbuilder funding, subject to confirmation that the funding is ring-fenced for this scheme and cannot be used for any other purpose, and confirmation of the total cost of the scheme.

 

(3) That, should the Playbuilder funding identified for this scheme not be ring-fenced, the Executive Councillor (Economic Development & Regeneration) be recommended to consider funding the project from highway capital resources in view of the clear need for speed mitigation measures.

9.

Mile End Lane, Heaviley - Extension of No Waiting Restrictions pdf icon PDF 39 KB

To consider a report of the Service Director (Place Management)

 

The report seeks approval for a Traffic Order to extend existing No Waiting restrictions on parts of Mile End Lane in Heaviley. This report was considered by the Central Stockport Area Committee on 11 October 2012 as the proposed Order crosses the boundary between the two Area Committees.

 

The Area Committee is recommended to approve Part II) of the same schedule below,

 

Extend No Waiting at Any Time:

 

Mile End Lane

 

i)   North West side from the (projected) South Westerly kerb line of Sandhurst Road for a distance of 38 metres in a North Easterly direction.

 

ii)  South East side from a point 5 metres North East of the North Easterly kerb line of Sandhurst Road for a distance of 5 metres in a North Easterly direction.

 

The Central Stockport Area Committee has approved Part I of the schedule.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) inviting the Area Committee to consider proposals for Waiting Restrictions on Mile End Lane, Heaviley to improve visibility for motorists.

 

The Central Stockport Area Committee had previously approved the proposals in so far as they were within their area.

 

RESOLVED – (1) That the following Traffic Regulation Order be approved:-

South east side from a point 5 metres north east of the north easterly kerb line of Sandhurst Road for a distance of 5 metres in a north easterly direction.

 

(2) That the cost of the Order being met from the Manor Ward’s allocation of the Highway Maintenance & Traffic Management delegated budget be noted.

10.

The Metropolitan Borough Council Of Stockport (Bosdenfold Road (Brookfield Terrace), Hazel Grove) (Residents Permit Parking Places) And (Revocation) Order 2012 pdf icon PDF 46 KB

To consider a joint report of the Service Directors (Legal & Democratic Services) and (Place Management)

 

The report details a number of objections received by the Council to a proposed Residents Permit Parking Scheme and an alteration to waiting restrictions at Brookfield Terrace, Hazel Grove. The report also sets out the response of Traffic Services to the issues raised by the objectors.

 

The Area Committee is recommended to make the Order as advertised, notwithstanding the objections received.

The report summarises six objections received to the proposed Order to introduce Waiting Restrictions on Newbourne Close, Hazel Grove.

 

In view of the objections received, and in order to introduce a reduced scheme and extend the double yellow lines on the north side of the road only, the Area Committee is recommended to request that the Executive Councillor (Economic Development & Regeneration) approves the introduction of the proposed traffic regulation orders as detailed below:-

North side from a point 10 metres from Bramhall Moor Lane for a distance of 36.5 metres in an south-easterly direction

The report summarises an objection to a proposed chargeable residents permit parking scheme at Green Lane, Grenville Road and Norman Avenue, Hazel Grove.

 

That, notwithstanding the objection received, the Area Committee is recommended to introduce a chargeable Permit Parking Zone consisting of Green Lane, Grenville Road and Norman Avenue.

15.

Progress on Area Committee Decisions pdf icon PDF 96 KB

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on the Area Flexibility and Highway Maintenance and Traffic Management delegated budgets.

 

It was with sadness that Councillor Corris informed the Area Committee that Mr Alan Warrington had recently passed away. Mr Warrington, along with his late wife Eva, had been the main organisers of the Hazel Grove Memorial Service. The Area Committee had previously recognised the work of Eva Warrington with their grant to the Hazel Grove Branch of the Royal British Legion toward the cost of a memorial bench, which had recently been installed. It was suggested that the Area Committee may wish to fund a replacement plaque for the bench to commemorate both Eva and Alan Warrington.

 

RESOLVED – (1) That the report be noted.

 

(2) That, with sadness the Area Committee notes the recent death of Mr Alan Warrington of the Hazel Grove Branch of the Royal British Legion and requests that the Democratic Services Manager discuss with the Legion the possibility of rededicating the recently installed bench in Hazel Grove Memorial Gardens to the memory of both Mr and Mrs Warrington, to be funded from the Area Flexibility budget.

 

(3) That the Democratic Services Manager be requested to make arrangements for a memorial bench to Mr Ken Raikes, former Hazel Grove District Centre Steward, to be installed on Hazel Grove Village Green, to be funded from the Area Flexibility budget.

 

(4) That the Service Director (Place Management) be requested to expedite the preparation of the report on traffic management measures on Dialstone Lane and, if necessary, to bring forward the simplest of the proposed measures for decision by the Area Committee in January 2013.
