The Minutes (copies of which had been circulated) of the meeting held on 5 August 2014 were approved as a correct record and signed by the Chair.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Kay Williams, Public Realm Inspector, attended the meeting to answer questions from Councillors and members of the public in relation to the highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.

 

The following comments were made/ issues raised:-

 

·         A range of enforcement activity had been undertaken including the distribution of 14 letters regarding bins obstructing the highway.

·         A survey of public realm issues had been undertaken on the Offerton Estate.

·         The annual highway safety inspections had been completed for Hazel Grove and Stepping Hill wards.

·         Concerns were expressed about the degradation of a recent repair to the footway at the pedestrian crossing at the junction of Poplar Grove and Buxton Road.

 

RESOLVED – That Kay Williams be thanked for her attendance and presentation.

4.(iv)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Councillor Ben Alexander submitted a petition on behalf of residents of Parkgate Drive requesting a Permit Parking Scheme. The petition had been signed by 14 residents.

 

RESOLVED – That the Petition be referred to the Corporate Director for Place Management & Regeneration for investigation.

4.(v)

Open Forum - Stockport Car Scheme

Representatives of the Stockport Car Scheme will attend the meeting to give a brief overview of the activities of the organisation.

Minutes:

Breda Johnson and Susan Butler from Stockport Car Scheme attended the meeting to inform the Area Committee about the work of the organisation. The Scheme was run by volunteers who provided transport to older people or those with medical conditions to get to-and-from medical appointments or social activities that they might not otherwise be able to attend.

 

The Scheme received financial support from the Council’s Adult Social Care Service and the NHS, but there was a charge to service users.

 

Recent changes to the health transport contract had resulted in more referrals to the Service as people were no longer meeting the eligibility criteria.

 

The Scheme supported over 2000 trips in the last quarter, with nearly 3000 clients registered with the service.

 

The following comments were made/ issues raised:-

 

·         Volunteers were recruited through a range of methods, but often through word of mouth or as friends/relatives of clients.

·         Patients were charged for the service, but it was significantly less than the equivalent by taxi and the driver would wait with the client for their appointment.

·         There had been cases where drivers had discovered clients who had suffered falls or other life-threatening medical issues, such as strokes, that might otherwise have gone undiscovered for some time.

·         There were allowances that could be claimed for travel to medical appointments that could be used by clients to offset the cost of the service, but due to restrictions on funding it was not possible to offer a free service.

·         The service was aimed at older people and those with medical conditions, such as MS, as there were other services and charities that supported children and young people.

 

Councillors welcomed the work of the Stockport Car Scheme and commended them for their valuable contribution.

Southwood Road, Delamere Road, Cedar Road and Linden Grove, Great Moor pdf icon PDF 2 MB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report seeks approval for the introduction of parking restrictions at the junctions of Southwood Road with Delamere Road and Cedar Road; Norwood Road with Delemare Road and Linden Grove in Great Moor.  This is to regularise anomalies in existing restrictions in these location.

 

The Area Committee is recommended to approve the restrictions set out in the report.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider a proposed Traffic Regulation Order to cover Southwood Road, Delamere Road, Cedar Road and Linden Grove, Great Moor. The proposal was to regularise anomalies in previous Orders made for these locations.

 

RESOLVED – That the following Traffic Regulation Order be approved:-

 

Revoke No Stopping Monday to Friday 8am – 5pm on School Markings:

 

Southwood Road

 

North West side from a point 9 metres South West of the South Westerly kerb line of Claremont Road for a distance of 44.5metres in a South Westerly direction.

 

Revoke No Waiting at Any Time:

 

          Southwood Road

 

          South East side from a point 10 metres North East of the North Easterly kerb line of Delamere Road to a point 10 metres South West of the South Westerly kerb line of Delamere Road.

         

          Delamere Road

 

          Both sides from the South Easterly kerb line of Southwood Road for a distance of 10 metres in a South Easterly direction.

         

          Both sides from the North Westerly kerb line of Norwood Road for a distance of 10 metres in a North Westerly direction.

 

          Norwood Road

 

          North West side from a point 10 metres North East of the North Easterly kerb line of Delamere Road to a point 10 metres South West of the South Westerly kerb line of Delamere Road.

 

          Both sides from the North Easterly kerb line of Linden Grove for a distance of 10 metres in a North Easterly direction.

(2) That the Corporate Director for Place Management & Regeneration be recommended to make arrangements to publish this Order in conjunction with the proposals at Vaudrey Drive in order to reduce the advertising costs for both proposals.

8.

Appointment of Councillor to lay a wreath at Remembrance Day Service on 9 November 2014 pdf icon PDF 90 KB

The Area Committee is asked to appoint a councillor to lay a wreath on behalf of the Council at the Remembrance Day Service at Hazel Grove War Memorial on Sunday, 9 November 2014.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) inviting the Area Committee to appoint a councillor to lay a wreath on behalf of the Council at the Remembrance Sunday Service in Hazel Grove on 9 November 2014.

 

RESOLVED – That Councillor William Wragg be appointed to lay a wreath on behalf of the Council at the Remembrance Sunday Service in Hazel Grove on 9 November 2014.

10.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

 

The Area Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Highway Maintenance and Traffic Management delegated budgets.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management & Regeneration be requested to:-

 

(i)            arrange a meeting between the Stepping Hill Ward Councillors, the Executive Councillor (Communities & Sustainability) and appropriate officers to discuss the issues relating to parking on Southwood Road, Great Moor;

(ii)          prepare a scheme for a 20mph limit on Bosden Hall Road only, and that no further consultation be undertaken (prior to the statutory notice period) as the original petition was signed by all residents on the Road.

 

(3) That the Democratic Services Manager be requested to write to McCarthy & Stone to express this Area Committee’s disappointment that that have not progressed the traffic island on Marple Road.
