Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 23 September 2013 were approved as a correct record and signed by the Chair.

Councillor Gordon left the meeting during the consideration of this item and took no part in the discussion or vote.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to road safety issues at the junction of Brookfield Avenue and Redhouse Lane, Bredbury.

 

A representative of the Corporate Director for Place Management and Regeneration reported that the site had been inspected by officers from Traffic Services who had concluded that those traffic management measures which would generally have been considered for that location to respond to the concerns that had been reported had already been implemented on the ground.

 

Councillors commented that they were shortly due to meet with officers from Traffic Services during which this issue would be discussed.

4.(iii)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Investigations were ongoing with regard to incidents of fly tipping on Welkin Road, Bredbury; on a grassed area adjacent to Meadow Bank, Bredbury; Poleacre Lane, Woodley and Manor Road, Woodley.

·         There had been four first warning letters issued with regard to unlicensed ‘A Boards’ on the highway.

·         The Council had started preparing its operational winter gritting service for 2013/14 and had a stockpile of 4,000 tonnes of rock salt.

·         Concern was expressed with regard to the proliferation of advertising on BT’s green equipment cabinets by a BT subsidiary and whether such advertising required consent from the Council.

·         A member of the public enquired about the Council’s approach to weed control and the efficacy of spraying weeds during the late autumn period.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

4.(v)

Open Forum - Otterspool Road, Romiley - Sewer Works

Representatives of United Utilities will attend the meeting to make a presentation and answer questions in relation to planned sewer works on Otterspool Road, Romiley which are scheduled to commence in January 2014.

Minutes:

Tony Lowes and Stephen Taylor representing United Utilities and Jon Brown (Traffic Management Engineer, Stockport Council) attended the meeting and made a presentation in relation to proposed sewer works on Otterspool Road, Romiley. 

 

It was stated that the intention of the works was to minimise the environmental impact of sewage overflow during periods of heavy rainfall on Hatherlow Brook by introducing a new waste transfer pipe along sections of Otterspool Road such that any overflow would discharge into the River Goyt.

 

The following comments were made/ issues raised:-

 

·         Works were scheduled to take place for approximately 12 months from January 2014, although the impact on vehicular traffic would not be constant throughout this period as work would also be taking place off the highway.

·         The Council would issue press releases and erect advanced warning signage in the vicinity of the proposed works before it commenced to allow drivers to plan alternative routes.

·         A discussion took place around alternatives to the highway works on Otterspool Road to mitigate the impact on road users.  In response, representatives of United Utilities stated that all alternatives had been considered and rejected for technical reasons and not based on cost.

·         When completed, the current odour issues associated with sewer discharge into Hatherlow Brook would dissipate.  Councillors commented that not all odour issues in the area were connected with overflow from the sewer as the problem had been experienced during dry periods.  In response, it was stated that United Utilities were aware that the Romiley Board Mill also discharged into the brook which had caused some odour problems.

·         The Council had the ability to control the duration of highway works on Otterspool Road and there were fines that the Council could impose if the works overran.

 

RESOLVED – (1) That Tony Lowes, Stephen Taylor and Jon Brown be thanked for their attendance.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to liaise with United Utilities to prepare and submit regular reports to the Area Committee providing an update on the progression of the sewer works on Otterspool Road, Romiley.

Area Flexibility Funding - St Barnabas' Church, Bredbury - Community Orchard Project Group pdf icon PDF 4 MB

To consider an application from St Barnabas' Church, Bredbury for funding of £500.00 towards the cost of creating a community orchard in a field adjacent to St Barnabas' Church.

Minutes:

Mr Clem Beaumont and Mr David Wilkins attended the meeting and submitted an application on behalf of St Barnabas’ Church, Bredbury for Area Flexibility Funding towards the cost of creating a community orchard in a field adjacent to St Barnabas' Church.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 to St Barnabas’ Church, Bredbury towards the cost of creating a community orchard in a field adjacent to St Barnabas' Church.

To consider a report of the Returning Officer.

 

The report seeks the views of the Area Committee on the current polling arrangements within the Werneth area in order to inform the current Polling District review.  The report also details the current polling places within the Bredbury and Woodley; and Bredbury Green and Romiley wards along with the size of the electorate as at October 2013 and the number of electors that would be eligible to vote in person.

 

The Area Committee is requested to comment on the existing polling arrangements.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) seeking the views of the Area Committee on the current polling arrangements within the Werneth area in order to inform the current Polling District review.  The report also detailed the current polling places within the Bredbury and Woodley and Bredbury Green and Romiley wards along with the size of the electorate as at October 2013 and the number of electors that would be eligible to vote in person.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

To report details proposals to introduce ‘No Waiting At Any Time’ waiting restrictions on Park Street, Bredbury.

 

The Area Committee is recommended to give approval to that element of the following scheme that falls within the purview of the Area Committee and to request that the Executive Councillor (Economic Development & Regeneration) gives approval to the remaining element of the proposed scheme that falls within 15 metres of the kerb line of a Strategic or District Distributor route.

Park Street, Bredbury - The north west side from a point 10 metres south west of the south western kerb line of Lower Bents Lane for a distance of 20 metres in a south westerly direction. (to tie in with existing restrictions)

 

Park Street, Bredbury - The south east side from a point 10 metres south west of the south western kerb line of Lower Bents Lane for a distance of 8.5 metres in a south westerly direction. (to tie in with existing restrictions).

RESOLVED – That approval be given to that element of the following scheme that fell within the purview of the Area Committee and that the Executive Councillor (Economic Development & Regeneration) be recommended to give approval to the remaining element of the proposed scheme that fell within 15 metres of the kerb line of a Strategic or District Distributor route at a cost of £400 to be funded from the Area Committee’s Highway Maintenance and Traffic Manangement Delegated Budget (Bredbury and Woodley Ward allocation):-

The report details proposals to introduce ‘No Loading’ and 'Goods Vehicles Loading Only' restrictions on part of Oakwood Road, Romiley.

 

The Area Committee is requested to consider and determine whether to proceed with Option 1 or Option 2, as detailed in the report, and to give approval to that element of the Scheme that fell within the purview of the Area Committee and to request that the Executive Councillor (Economic Development & Regeneration) gives approval to the remaining element of the selected Scheme that fell within 15 metres of the kerb line of a Strategic or District Distributor route.
