Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 16 July 2012 were approved as a correct record and signed by the Chair.

Councillors Lees and Lloyd left the meeting during the consideration of this item and took no part in the discussion or vote.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

A representative of the Democratic Services Manager reported that there were no representatives of Greater Manchester Police present at the meeting.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and members of the public are invited to raise issues affecting local environmental quality and the condition of the highway.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         There was an ongoing investigation in respect of an incident of fly-tipping that had taken place on Sandringham Road, Bredbury.

·         There had been a further reported incident of fly-tipping on Welkin Road, Bredbury however no evidence had been obtained from the material, but the site would continue to be monitored.

·         A number of businesses in Bredbury had been contacted and notices had been served with regard to trade-waste issues.

·         It was stated that there were a number of gullies in the area which had not been able to be cleansed due to parked vehicles.  It was intended to tackle this through targeted leaflet drops and the placing of notices on lampposts.

·         Carlton Avenue and Werneth Low Road in Romiley and Broadway in Bredbury would see remediation works taking place through September with funding from the Highways Investment Programme which aimed to repair damaged road surfaces due to the effects of ice and frost over the last few winter periods.

·         Investigations were underway in relation to potential works to the footways on the Oldham Drive estate to remove the concrete corners and replace with bitmac and the lowering of kerbs to facilitate footway crossings.

·         Concern was expressed with regard to the surface adhesion of the tiled footway outside the NatWest Bank in Romiley District Centre as a result of sap accumulations from an overhanging tree.

·         A member stated that he had been contacted by a resident with regard to the common practice by postmen of discarding elastic bands used to bundle mail together on the street.  It was requested that Royal Mail be contacted in relation to this problem.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

Minutes:

A representative of the Service Director (Place Development) submitted a report of the Service Director (Legal and Democratic Services) (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

Supplementary Planning Document (SPD) for Woodford

The Area Committee is requested to note that a Supplementary Planning Document (SPD) for Woodford will be issued for public consultation from 3 September 2012 up to and including 15 October 2012. 

 

The SPD consultation document will be available to view on the Council’s website at www.stockport.gov.uk/woodfordspd as well as at the Council’s main reception at Fred Perry House and all libraries and local information centres in Stockport during their regular opening hours.

 

In addition, the Council will be holding two Open Days at Woodford Community Centre, Chester Road, Woodford on: Friday, 7 September from 3.00 pm to 8.00 pm and Saturday, 29 September from 10.00 am to 3.00 pm.

A representative of the Service Director (Place Development) reported that a Supplementary Planning Document (SPD) for Woodford would be issued for public consultation from 3 September 2012 up to and including 15 October 2012.  It was further reported that the SPD would be available on the Council’s website and that consultation events would be taking place on 7 September and 29 September within the Woodford area.
