The Minutes (copies of which had been circulated) of the meeting held on 26 September 2016 were approved as a correct record and signed by the Chair subject to the deletion of Councillor Chris Gordon from the list of members present at the meeting.

Minutes:

The Chair announced that the Romiley Christmas light switch on event would be held between 11.00 am and 5.00 pm on 19 November at the Romiley Precinct.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Works had now been completed at the junction of Stockport Road and Church Lane, Romiley to resolve longstanding flooding problems.

·         Highway repairs at the junction of Gorsey Brow and Barrack Hill, Romiley were scheduled to be carried out on 20 November 2016.

·         Overhanging vegetation on Werneth Low Road, Romiley was limiting passing opportunities.

·         Highway repair works were due to be carried out on the University Estate, Woodley during the 2017/18 year.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

To consider an application for Ward Flexibility Funding on behalf of Werneth School Senior Band towards the cost of taking a group of between 40-50 students on a music tour to Barcelona to perform at 3 concerts around the area.

Chris Barnett attended the meeting and submitted an application on behalf of the Werneth School Senior Band for a grant of £1,000 towards the cost of taking a group of between 40-50 students on a music tour to Barcelona to perform at 3 concerts around the area.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £1,000 towards the cost taking a group of between 40-50 students on a music tour to Barcelona to perform at 3 concerts aroundhe area.

This report affords an opportunity to discuss the Executive’s proposed approach taken to addressing the financial challenges in the 207/18 budget, the details of which are set out in a series of business cases and working papers that may be seen to have different implications or the potential for varied impact across different parts of the Borough.

The Executive Councillor for Health (Councillor Tom McGee) attended the meeting to present the Executive’s proposed approach to addressing the financial challenges in the 207/18 budget, the details of which were set out in a series of business cases and working papers that may be seen to have different implications or the potential for varied impact across different parts of the Borough.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed in relation to the cost of replacing the existing 140 litre black bins with 180 litre versions.

·         It was commented that the proposed replacement bins would include an RFID chip, the stated purpose of which was to allow the Council repatriate lost bins.  However, it was suggested that the chips could potentially be used to monitor the amount of waste being thrown away by residents and to charge residents accordingly.

·         The assumptions in the business case in relation to residual waste collections could be undermined by an increase in the cost of the waste disposal levy as a result of increases in the recycling rate in other Greater Manchester authorities. 

·         The proposed changes to the Council Tax Discount Scheme were welcomed insofar as it would encourage owners to bring empty properties back into use.

 

RESOLVED – (1) That the comments of the Area Committee be forwarded to the Executive for their consideration.

 

(2) That Councillor McGee be thanked for his attendance.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report presents the results of a Drainage Investigation completed by the Highways & Transportation Drainage Team at Greave Primary School, Woodley on the 1 October 2016 on behalf of the Schools Organisation Team.

 

The Area Committee is recommended to comment on and note the report.

Sue Stevenson (Transportation Policy, Programmes and GIS Manager, Stockport Council) and Peter Dwyer (Drainage Engineer, Stockport Council) attended the meeting to present the results of a drainage investigation completed by the Highways & Transportation Drainage Team at Greave Primary School, Woodley on the 1 October 2016 on behalf of the Schools Organisation Team.

 

The following comments were made/ issues raised:-

 

·         The drainage investigation had found a significant number of defects within the existing drainage on the Greave Primary School site which included mass roots, broken pipes, deformed pipes, crushed pipes, encrustations, blockage and surface water runoff from the playground area due to broken edgings and small and inefficient gullies.

·         The existing surface water drainage system to Greave Primary School required maintenance works to provide a fully functional system to mitigate surface water runoff to surrounding land.

·         Agreement had been secured to complete the necessary remediation works as soon as practical. 

·         There was an additional defect in the public sewer outside the school site which would need to be reported to United Utilities.

·         It was commented that it was important that the drainage improvement works took place in advance of any additional building works at the site.

 

RESOLVED – (1) That the report be noted and the proposed actions detailed in the report welcomed.

 

(2) That Sue Stevenson and Peter Dwyer be thanked for their attendance.

4.(viii)

Open Forum - Manchester Airport

To consider a presentation from Wendy Sinfield (Community Relations Manager, Manchester Airport).

 

The presentation will detail the way in which aircraft currently operated and how they currently affect the Werneth area.  The presentation will also discuss  the impact on local airspace in the future associated with navigation changes. 

Minutes:

Wendy Sinfield (Community Relations Manager, Manchester Airport) attended the meeting and made a presentation in relation to ongoing developments at Manchester Airport with particular regard to the way in which aircraft currently operated in and around the airport site and the impact on local airspace in the future associated with navigation changes.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed in relation to the impact of the proposed expansion of the airport on local highways infrastructure.  In response it was stated that airport related traffic flows were highest at non-peak times and as such the impact on commuter traffic was minimal.

·         In response to a comment that there would be a consequent increase in the number of flights, it was stated that there wasn’t a direct correlation between passenger numbers and aircraft movements due to the movement towards larger and more fuel efficient aircraft.

·         It was commented that due to changes in aircraft navigation, flight paths would become more rigid and some residents would be more consistently effected.

 

RESOLVED – That Wendy Sinfield be thanked for her attendance and presentation.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report is to provide an overview of the current Road Safety provision in and around the educational facilities in Stockport.  It provides information about the current road safety training provision in the schools and a review of the current issues faced in terms of road safety around education sites in peak periods.  The report also considers the potential for the introduction of further provision in regards to Road Safety in and around educational facilities and the resource implications of expanding these areas of work to develop a comprehensive approach to road safety around schools.

 

The Area Committee is recommended to comment on and note the report.
