The Minutes (copies of which had been circulated) of the meeting held on 14 April 2014 were approved as a correct record and signed by the Chair.

Plan no. 55192 for the demolition in part of existing school and erection of new two storey school building linked to retained Key Stage 1 building to provide three form entry primary school with associated car parking area, games court, sports pitches, hard and soft play areas and associated hard and soft landscaping, fencing and external lighting and the creation of pedestrian access onto Stockport Road West as the Chair of the Governing Body of Arden Primary School.

 

Councillor Gordon exercised his right to speak in support of the application in his capacity as a member of the public in accordance with Article 13(3) of the Councillors’ Code of Conduct.  Councillor Gordon then left the meeting and took no part in the discussion or vote on this item.

 

 

Hazel Lees

Plan no. 55192 for the demolition in part of existing school and erection of new two storey school building linked to retained Key Stage 1 building to provide three form entry primary school with associated car parking area, games court, sports pitches, hard and soft play areas and associated hard and soft landscaping, fencing and external lighting and the creation of pedestrian access onto Stockport Road West as a member of the Governing body of Arden Primary School.

 

Councillor Lees left the meeting during the consideration of this item and took no part in the discussion or vote.

4.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that ROC (Redeeming Our Communities) would be holding a number of initiatives within the Werneth area over the coming months.

 

It was further announced that the Romiley Summer Festival would be held on 28 June 2014 in Romiley Park and the Precinct.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed with regard to a worsening depression in the carriageway of Sandringham Road, Bredbury.  In response it was stated that once HGV traffic on the road had subsided, the intention would be to remediate the problem and that in the interim the condition of carriageway was being monitored.

·         The quality of the grass cutting by Solutions SK had been variable.

·         A member of the public commented that weed spraying routes appeared to miss certain areas of Romiley.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

To receive petitions from members of the public and community groups.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

4.(vi)

Area Flexibility Funding

To consider feedback from Mr Doug Holland, representing St Mark's Parochial Church Council, on the use of a grant of £1,000 awarded by the Area Committee to the Church Council towards the cost of establishing a foodbank.

Minutes:

Doug Holland and Carol Perry, representing St Mark's Parochial Church Council, attended the meeting to report back on the use of a grant of £1,000 made by the Area Committee to the Church Council towards the cost of establishing a foodbank.

 

RESOLVED – That Doug Holland and Carol Perry be thanked for their attendance.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The Area Committee is recommended to grant planning permission subject to the applicant entering into a Section 106 agreement in relation to the provision and/or enhancement of children's play facilities and formal sports facilities within the locality.
