Councillor Wilson left the meeting during the consideration of this item and took no part in the discussion or vote.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         A number of unauthorised posters had been removed from around Otterspool, Romiley and Chadkirk Business Park.

·         Resurfacing works on Ashton Street, Woodley and Green Lane, Romiley were largely complete.

·         Concern had previously been expressed in relation to the access arrangements for the Bredbury Library overflow car park off George Lane, Bredbury and it had been confirmed that vehicles were not permitted to access this from George Lane and that arrangements were now being made for the barrier to be replaced.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding - St Mark's Parochial Church Council pdf icon PDF 66 KB

To consider an application from St Mark’s Parochial Church Council for funding of £984.49 towards the cost of establishing a foodbank at St Mark’s church, operating from the church hall.

Minutes:

Doug Holland and Carol Perry attended the meeting and submitted an application on behalf of the St Mark’s Parochial Church Council for Area Flexibility Funding towards the cost of establishing a foodbank at St Mark’s Church, Woodley.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 to the St Mark’s Parochial Church Council towards the cost of establishing a foodbank at St Mark’s Church, Woodley.

Area Flexibility Funding - Project, Incredible Edible Romiley pdf icon PDF 2 MB

To consider an application from the Friends of Tangshutt for funding of £998.42 towards the cost of materials and training for the Incredible Edible Project.

Chantelle Johnson attended the meeting and submitted an application on behalf of the Friends of Tangshutt for Area Flexibility Funding towards the cost of materials and training for the Incredible Edible Romiley Project.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 to the Friends of Tangshutt towards the cost of materials and training for the Incredible Edible Romiley Project.

To consider a report of the Service Director (Place Management).

 

The report details proposals to introduce ‘No Waiting At Any Time’ and ‘No Waiting Mon-Fri 8am-5pm’ on part of Kennett Drive and Stockport Road East, Bredbury.

 

The Service Director (Place Management) requests that the Werneth Area Committee considers the report and approves the proposal, as detailed in Schedule 1 and recommends that the Executive Councillor (Economic Development & Regeneration) considers the report, and agrees to approve the proposals for a road within 15 metres of the kerb line of a Strategic or District Distributor route.

A representative of the Democratic Services Manager submitted a report of the Service Director (Place Management) (copies of which had been circulated) detailing proposals to introduce ‘No Waiting At Any Time’ and ‘No Waiting Monday-Friday 8am-5pm’ on part of Kennett Drive and Stockport Road East, Bredbury.

 

RESOLVED – That approval be given to that part of the following scheme that fell within the purview of the Area Committee, and that the Executive Councillor (Economic Development and Regeneration) be recommended to give approval to the remainder of the scheme (being within 15 metres of the

kerb line of a Strategic or District Distributor route; namely Stockport Road East and the first 15 metres of Kennett Drive) at a cost of £900 to be funded form the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Bredbury and Woodley ward allocation):-

Stockport Road East, Bredbury  - The south side from a point 12 metres south west of the south western kerb line of Kennett Drive to a point 15 metres north east of the north eastern kerb line of Kennett Drive.

 

Kennett Drive, Bredbury - The south west side from its junction with the southern kerb line of Stockport Road East for a distance of 61metres in a south easterly direction including both sides of the access to Vredbury Station car park to the highway boundary.

 

Kennett Drive, Bredbury - The north east side from its junction with the southern kerb line of Stockport Road East for a distance of 43 metres in a generally south easterly direction.

 

No Waiting Monday-Friday 8am-5pm

 

Kennett Drive, Bredbury - The south west side from a point 61 metres south east of the southern kerb line of Stockport Road East for a distance of 40 metres in a south easterly direction.

The report requests the Area Committee to nominate Councillors to lay wreaths at Remembrance Day Services at Bredbury War Memorial and Romiley War Memorial on 10 November 2013.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Service Director (Place Management) be requested to provide a further update on progress towards the completion of the design and costing estimate following the Hyde Road/ Mill Lane, Woodley signalised junction study.

 

(3) That the Service Director (Place Management) be requested to provide a further update on action that had been taken following the undertaking of a speed survey on Carlton Avenue, Romiley.

11.

Use of Commuted Sums in the Werneth Area pdf icon PDF 40 KB

To consider a report of the Service Director (Place Management).

 

The report details proposals for the use of commuted sums for play provision in the Werneth committee area and requests the Area Committee to give approval to the location of the play area where these sums are to be spent.

 

The Area Committee is recommended to give approval to the allocation of commuted sums as follows:-

 

(1) The use of £669.24 from development no.1089 (DC050788, The Old Coach House, Hole House Fold, Romiley) towards future play improvements at Romiley Recreation Ground.

 

(2) The use of £1,338.48 from development no.1091 (DC051254, 25/27 Manor Road, Woodley) towards future play improvements at Smithy Green (Pine Street) Play Area.

 

(3) The use of £5,353.92 from development no.1100 (DC049696, former Cherry Tree public house, 152 Compstall Road, Romiley) towards future play improvements at Gotherage Lane play area.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give prompt consideration to proposals to allocate commuted sums in the Werneth area).

 

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Communities) detailing proposals for the use of new commuted sums for play provision in the Werneth area and locations of the play areas where these sums are to be spent.

 

RESOLVED – That approval be given to the following allocations of commuted sums for the Werneth area:-

 

(i) The use of £669.24 from development no.1089 (DC050788, The Old Coach House, Hole House Fold, Romiley) towards future play improvements at Romiley Recreation Ground.
