Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 8 July 2013 were approved as a correct record and signed by the Chair.

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

There were no announcements made.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Minutes:

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Two public question were submitted

 

The first question related to the difficulties caused by motorists parking on both sides of Grimshaw Close, Woodley, preventing residents from accessing their properties.

 

The second question related to the maintenance at Highfield Cemetery. 

 

RESOLVED –. (1) That the Corporate Director for Place and Regeneration be requested to investigate the parking of vehicles on both sides of Grimshaw Close, Woodley

 

(2)  That the Corporate Director for Place and Regeneration be requested to report back to the next meeting of the Area Committee in relation to the maintenance of Highfield Cemetery.

4.(iii)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         A Romiley resident had been prosecuted for fly-tipping on Poleacre Lane in Woodley where waste had been fly-tipped in a car park. He had been sentenced to a 12 month conditional discharge, plus costs of £417.16 and a £15 victim surcharge.

·         The work programmed for Leyfield Avenue was imminent and Green Lane, Ashton Street, Park Street and Oldham Drive would be programmed to take place in the autumn.

·         Following the introduction of parking restrictions outside the Romiley Primary School on Sandy Lane, Romiley, officers should investigate measures to reduce the speed and flow of traffic including the possible introduction of traffic regulation orders.

·         Following the introduction of the ‘build out’ as part of the pedestrian crossing scheme on Greave Road there was a need to introduce advance warning signs to alert motorists to the changes to the road layout.

·         It was reported that the barrier had been removed from the overflow car park for Bredbury Library and this should be reintroduced as soon as possible.

·         The Area Committee asked for an update in relation to Gravel Bank Road.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

Petitions

To receive petitions from members of the public and community groups.

 

Green Lane, Romiley – Residents Only Parking

 

To consider a petition received from residents of Green Lane, Romiley requesting the creation of a Residents Only Parking Scheme.

Minutes:

The Democratic Services Manager reported upon the receipt of a petition signed by residents of Green Lane, Romiley (copies of which had been circulated) requesting the introduction of a residents only permit parking scheme.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for investigation.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

The Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Council Solicitor (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

RESOLVED – That the report be noted.

The report an update on the work undertaken to date and that programmed for the future to address the Area Committee’s concerns over surface adhesion problems on the footway outside the NatWest Bank in Romiley District Centre.

Minutes:

The Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Education) requesting the Area Committee to provide nominations for an Authority Governor vacancy at Bredbury Green Primary School (Conservative Group nomination).

 

RESOLVED - That the Executive Councillor (Lifelong Learning and Achievement) be reminded that this Area Committee have previously nominated Sally Bennett to the vacancy at Bredbury Green Primary School.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
