Community Engagement

(i)         Chair’s Announcements

 

To receive announcements from the Chair about local community events or issues.

 

(ii)        Neighbourhood Policing

 

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

 

(iii)       Public Question Time

 

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

 

(iv)       Environmental and Highway Services

 

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

(v)        Petitions

 

To receive petitions from members of the public and community groups.

 

(i)         Warwick Road – Traffic Issues

 

(vi)       Open Forum

 

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

 

(vii)      Area Flexibility Funding

 

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

(i)         Romiley Rise and Shine Group

Minutes:

(i)         Chair’s Announcements

 

The Chair advised Councillors and members of the public that as part of the national Big Lunch campaign, events would be taking place in the Cherry Tree area on 11 June 2011 and in Woodley on 5 June 2011.

 

(ii)        Neighbourhood Policing

 

Inspector Brendan O’Brien (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Werneth area.

 

The following issues were raised/ comments made:-

 

·         There was a recognised problem with the vulnerability of properties to burglary which would be addressed through a new operation in the Werneth area to assess residential properties.

·         An explanation was given of how participatory budgeting had made a significant impact in the level of community engagement in other areas of the borough, and that work was now being done to introduce this to various areas of the Werneth area.

 

RESOLVED – That Inspector O’Brien be thanked for his attendance and presentation.

 

(iii)       Public Question Time

 

No public questions were submitted.

 

(iv)       Environmental and Highway Services

 

Kay Williams (Area Conditions Officer) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Werneth Area Committee.

 

The following issues were raised/comments made:-

 

·         Work was ongoing with both the Environment Agency and Stockport Council's Environmental Health Service in respect of odour issues at Junction 25 Recycling.

·         Concern was expressed in relation to the apparent pause in works at Romiley Railway Bridge which had restricted traffic to one way working.

·         There were a number of road markings which had not been yet been completed in the Romiley area which needed to be addressed.

·         There were a number of roads with pot holes in the Werneth area which required remediation, including in particular the Oldham Drive estate.

 

RESOLVED – That Kay Williams be thanked for her attendance.

 

(v)        Petitions

 

One petition was submitted on behalf of residents of Warwick Road requesting residents only permit parking and other measures to alleviate traffic and parking problems in the area.

 

RESOLVED – That the petition be referred to the Service Director (Environment).

 

(vi)       Open Forum

 

No organisation had indicated that they wished to address the Area Committee as part

of the Open Forum arrangements.

 

(vii)      Area Flexibility Funding

 

(a)       Romiley Rise and Shine Group

 

A representative of the Democratic Services Manager submitted a request received from Romiley Rise and Shine Group for funding towards the cost of a day trip.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £300 to Romiley Rise and Shine Group towards the cost of a day trip.

 

(b)       Woodley Precinct

 

A local resident and representatives of businesses in Woodley Precinct submitted a request for funding towards the cost of hanging baskets.

 

RESOLVED - That the Democratic Services Manager be requested to make a grant of £200 towards the cost of hanging baskets in Woodley Precinct, subject to the receipt of a completed application form.

The following development applications will be considered by the Area Committee:-

 

(i)                     DC046222               Cherry Tree Hotel, Compstall Road, Romiley

 

Demolition of existing public house.  Redevelopment of site to provide eight new houses on six new flats.

 

The Area Committee is recommended to grant the application subject to the applicant entering into a Section 106 agreement or payment of commuted sums in relation to TRO and Policy L1.3.

The Metropolitan Borough Council of Stockport (Ennerdale Road and Oldham Drive Area, Woodley) (20mph Speed Limit) Order 2011

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give prompt consideration to the objection to the proposed Order).

 

A representative of the Democratic Services Manager submitted a joint report of the Service Directors (Legal and Property) and (Environment) (copies of which had been circulated) requesting the Area Committee to consider an objection to the proposed introduction of a 20mph speed limit at Ennerdale Road and Oldham Drive areas, Woodley.

 

RESOLVED – That, notwithstanding the objection received, the Order be made as advertised.

The Area Committee is requested to consider the current arrangements in relation to the appointment and role of Highway Ward Spokespersons and the monitoring of the Highway Maintenance and Local Initiatives Delegated Budget.

 

The Area Committee is requested to consider and approve the proposals contained in the report.

Minutes:

A representative of Democratic Services Manager submitted a report (copies of which had been circulated) detailing a proposed protocol for the Highway and Traffic Ward Spokesperson.

 

RESOLVED – (1) That the proposed Highway and Traffic Ward Spokesperson be approved, including the delegation to the relevant Corporate Director authority to spend up to £300 of the Area Committee’s Highway Maintenance and Traffic Management delegated budget, in consultation with the relevant Ward Spokesperson.

 

(2) That the Corporate Director be authorised to review annual the level of delegated budget and amend if required in consultation with the Chair and ward spokespersons.

 

(3) That the Area Committee agree not to commit expenditure from the following financial year’s Highway Maintenance and Local Initiatives delegated budget for any schemes before January 1 in any given year unless approval has been obtained from the Executive Councillor (Transportation).

 

(4) That the following Councillors be appointed as Ward Spokespersons for highways and traffic issues:-

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on Area Flexibility and the Highway Maintenance and Traffic Management delegated budgets.

 

The representative of the Democratic Services Manager provided further updates to the report as follows:-

 

Sandy Lane, Romiley

A speed survey on Carlton Avenue was underway with an automatic vehicle and speed counter having been put down on Wednesday, 18 May for seven days.  The results of this would be reported to the next meeting of the Area Committee.

 

Woodley Precinct

The zebra crossing at Woodley Precinct was now in operation, however some lining work was awaiting completion by the contractor.
