The Chair reported that the recent ‘Romiley Food on Friday’ event held on Friday, 21 September 2018 had been a huge success.

 

It was further reported that Royal Mail had announced that following a campaign led by the community, local councillors and the MP for Hazel Grove, the George Lane Sorting Office, Bredbury would now remain open.

 

The Chair then announced that as part of the celebrations of the 150th anniversary of the founding of Woodley Methodist Church, an open weekend was being held from Friday, 28 September to Sunday 30 September which included a MacMillan Coffee Morning and open exhibition about the history of the church on the Friday; a thrift shop, café and exhibition on the Saturday; ending with a Harvest Festival service on Sunday morning.

 

Finally, the Chair reported that despite a significant level of local opposition, Transport for Greater Manchester had given approval to the replacement of the existing 380 and 381 bus services with a new 382 bus service.  It was commented that the new service would no longer serve the Morrisons supermarket in Bredbury.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee.

 

Two public questions were submitted as follows:-

 

·         Relating to whether there had been any further update on the actions to be taken in relation to the introduction of mitigation measures at Greave Primary School to reduce the impact of flooding on the University Estate, Woodley.

 

The Chair responded that meetings had taken place with Greave Primary School in relation to some of the design details of the scheme, with particular regard to measures to ensure the safety of pupils during and after the implementation of the scheme.  It was anticipated that agreement will be reached over the course of the next couple of weeks on the final design and members of the Area Committee would be provided with a further update directly by the end of the week.  The Chair undertook to liaise with officers to ensure that the public would be appraised of any ongoing updates and that appropriate consultation would be held with regard to any finalised designs.

 

·         Relating to the potential to introduce new measures to tackle perceived issues with traffic in the High Lane/ Gilbertbank area in the light of a recent ‘hit and run’ incident.

 

The Chair responded that a number of schemes had been proposed in this locality to reduce the impact of traffic on the local highway network, however none had received sufficient support from local residents to proceed.  It was further stated that officers in Traffic Services head already been requested to undertake further investigations to establish whether it would be possible to implement an alternative proposal which would resolve the issues being experienced.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

The Chair reported that the Public Realm Officer was unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.

 

It was commented that local councillors had received complaints in relation to the reprovisioning of a road hump as part of the recent resurfacing works on Quarry Road, Romiley and it was requested that officers investigate the potential for the removal of the hump.

 

It was further commented that at the last meeting of the Area Committee it was reported that the public footpath than runs between Urwick Road, Romiley and the Duke of York Public House was not passable due to overgrown vegetation.  It was stated that this had not yet been attended to and needed to be resolved as a matter of priority.

To consider an application for ward flexibility funding for a grant of £1,000 (£500 from this Area Committee) towards the cost of staging a theatre production.

A representative of the Democratic Services Manager submitted an application for ward flexibility funding received on behalf of East Cheshire's Musical Theatre Company (copies of which had been circulated) towards the cost of staging a theatre production.

 

RESOLVED – (1 against) That approval be given to the award of a grant of £200 from the Ward Flexibility Budget to East Cheshire's Musical Theatre Company towards the cost of staging a theatre production.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could consider and determine the application in sufficient time for the applicant to be able to undertake the proposed works should the application be granted).

 

Clement Beaumont and David Wilkins attended the meeting and submitted an application on behalf of St Barnabas Parish Church for ward flexibility funding towards the cost of electrical works.

 

RESOLVED - That approval be given to the award of a grant of £1,000 from the Ward Flexibility Budget to St Barnabas Parish Church towards the cost of electrical works.

A representative of the Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

The representative of the Corporate Director for Place Management reported that appeal visits in respect of the outstanding appeals at Hillside Farm, Hill End, Werneth Low Road, Romiley and Further Hey, 41 Werneth Road, Woodley were due to take place on 25 September 2018.

 

A member commented that it was disappointing that there had been no change in the information contained within the report in respect of the untidy land notice that had been served at 10 Bunkers Hill, Romiley since the meeting of the Area Committee on 10 April 2018.

 

RESOLVED – That the report be noted.

Highways Maintenance and Local Initiative Scheme - Central Drive and Marsden Road, Romiley pdf icon PDF 87 KB

The report details a proposal for the erection of posts on the roundabout and verge at the junction of Central Drive and Marsden Road, Romiley.

 

The Area Committee is recommended to give approval to the provision of five wooden posts including mowing strip and edging on the roundabout and verge to protect the grass on Central Drive at the junction of Marsden Road at an approximate cost £1,236.11 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal for the erection of posts on the roundabout and verge at the junction of Central Drive and Marsden Road, Romiley.

 

It was reported that this item had previously been considered by the Area Committee at its meeting on 5 March 2018 at which it was agreed to defer the item pending further investigations into alternative measures that could be implemented at this location from a traffic services perspective as a means of mitigating against the damage being caused to the verge and roundabout at Central Drive and Marsden Road, Romiley. 

 

Advice had since been received from Traffic Services that alternative proposals at this location would be prohibitively expensive, and accordingly the original proposal has been resubmitted for consideration.

The report details a proposal to revoke the existing Traffic Regulation Order from a Free Residents Permit Parking Scheme and to implement a Traffic Regulation Order for a chargeable scheme for the residents of: Church Lane (Chadkirk Mews 1-8) Church Lane (2-54) Kimberley Avenue (1-36), Romiley.

 

The Area Committee is recommended to give approval the legal advertising of the package of traffic regulation orders contained within Appendix A to the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £2,029.32 to be funded from the Highways Improvement Programme.

(2) That the Corporate Director for Place Management & Regeneration be requested to identify alternative sources of funding for the scheme to minimise the impact of the proposed scheme on the resources available to the Area Committee through its Delegated Budget in the light of the error in the implementation of the original decision of the Area Committee.

It was commented that the Area Committee should not be required to allocated additional funding for the scheme from its Delegated Budget to remedy an error in the drafting of the original order and that the Corporate Director for Place Management & Regeneration should investigate alternative sources of funding for this scheme.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

The following comments were made/ issues raised:-

 

·         It was stated that the following the outcome of the site visit on Werneth Road to assess issues of parked vehicles along the stretch of the road from Ashdown Avenue to Pennine Road, no further investigations should be undertaken until such a time that this was further requested by members of the public.

·         It was requested that a report be brought to a future meeting of the Area Committee providing an analysis of the data obtained from the Mobile Speed Indicator Devices deployed throughout the Werneth area.

·         It was commented that officers expedite the implementation of the No Waiting At Any Time traffic regulation orders at George Lane, Bredbury.

·         Members requested additional information on progress towards the resolution of the longstanding issue of parking on the unadopted highway at Annable Road, Bredbury and requested that a report be submitted to the next meeting of the Area Committee identifying any outstanding issues.
