Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 11 June 2016 were approved as a correct record and signed by the Chair.

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that the Area Committee was aware that there had been a degree of public interest in the options appraisal in respect of Carlton Avenue, Romiley that had been included as an appendix to Agenda Item 9.  The Chair advised those in attendance that the Area Committee would not be making a decision at this meeting on whether to progress any one of those options, but would rather be commenting on the proposals prior to the development and submission of a fully costed final scheme.

 

The Chair then reported that she had attended the successful open day at Woodley Allotments on 24 July 2016 which had been announced at the last meeting of the Area Committee.

 

It was further reported that the Romiley Young Farmers Show would be held on Sunday, 4 September 2016 at Woodley Civic Hall from 12.30 pm.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

The Chair reported that the Public Realm Officer was unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.

 

A member of the public spoke to express concern in relation to parking problems on Clapgate, Romiley at school drop-off and pick up times associated with Bredbury Green Primary School which included vehicles parking across residents’ driveways.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be recommended to make arrangements for the relining of the existing driveway protection markings on Clapgate, Romiley.

4.(iv)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

A representative of the Democratic Services Manager reported upon the receipt of a petition signed by 36 signatories requesting that Mossbank Homes reinstate key access to the ‘cottage flats’ on the Bredbury Green Estate.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management & Regeneration for investigation.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application for Area Flexibility Funding from ‘Romiley People’ for a grant of £375 towards the cost of organising a Tea Dance with a 1940's theme at Romiley Methodist Church on 8 October 2016 for residents of local sheltered housing schemes and other isolated groups.

Julie Burns attended the meeting and submitted an application on behalf of ‘Romiley People’ for a grant of £375 towards the cost of organising a Tea Dance with a 1940's theme at Romiley Methodist Church on 8 October 2016 for residents of local sheltered housing schemes and other isolated groups.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £375 towards the cost of organising a Tea Dance with a 1940's theme at Romiley Methodist Church on 8 October 2016 for residents of local sheltered housing schemes and other isolated groups.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

Following the submission of a petition to the Werneth Area Committee by the residents of The Parade, the Corporate Director for Place Management & Regeneration was requested to commence an investigation.  The report details the findings of that investigation into the need for the introduction of a Traffic Regulation Order for Permit Holders Only Parking at The Parade, Romiley.

 

The Area Committee is recommended to give approval to the legal advertising of the following Traffic Regulation Order and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the order at a cost of £1150 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation):-

 

Proposed Resident Permit Holders Parking Only Monday – Sunday 8am – 10pm

 

The Ridgway, Romiley,  from a point 8.5 metres north east of the north easterly kerb line of Ormerod Close for a distance of 50 metres in a north easterly direction.

The report details a request for the disposal of a plot of land adjacent to Harrytown School Playing fields previously used as a garage plot and garden extension. The land is included in land which is understood to have been acquired historically for educational purposes but lies outside the physical boundary of the playing field.

 

The Area Committee is recommended to comment on and note the report.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

The following comments were made/ issues raised:-

 

·         Members expressed their disappointment that progress on a number of items included within the traffic resume had stalled and that reports which had been targeted for inclusion on the agenda for this meeting had not materialised and now did not have a scheduled committee date.

·         Concern was expressed in relation to the ongoing delay in the remarking of the junction markings at School Brow, George Lane, Barrack Hill and Berrycroft Road and it was requested that the Corporate Director for Place Management & Regeneration provide a timescale for the completion of the review of potential improvements to this junction.

·         With regard to the options appraisal included at Appendix E of the report in respect of Carlton Avenue, Romiley members commented that none of the proposals were acceptable in their current form and that additional work needed to be completed to identify alternative options.

·         It was suggested that the construction of a build-out on Carlton Avenue would assist in slowing traffic.

·         The provision of No Waiting At Any Time traffic regulation orders at the junction of Compstall Road and Carlton Avenue was proposed as a means of improving the safety of that junction.

·         Members had previously proposed the relocation of the gates of the Ada Kay Centre, Bredbury and requested that progress on this matter be investigated further.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be requested to urgently review progress on those items included within the traffic resume with a view to bringing proposals to the next meeting of the Area Committee.
