The Minutes (copies of which had been circulated) of the meeting held on 23 September 2013 were approved as a correct record and signed by the Chair.

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(c)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality and issues affecting the highway.

Minutes:

Janette Sadgrove and Robin Boardman (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by Heatons and Reddish Area Committee.

 

The following comments were made/issues raised:-

 

·         Footway improvements were to be carried out to part of the footway outside no’s 18 and 20 Mauldeth Road

·         Proposed footway repairs on Sevenoaks Avenue, Heaton Moor.

·         Light green routes were due their highway inspections during this quarter.

·         Carriageway re-surfacing on Longford Road West between Ruskin Road/Farlay Way was substantially complete.

·         Issues relating to fly tipping, trade waste and the removal of untaxed vehicles.

·         Disparity in levels of enforcement action being carried out in Reddish compared to the Heatons.

·         Problems associated with the passageway near to Egerton Road.

 

RESOLVED – That the report be noted that Janette Sadgrove and Robin Boardman be thanked for their attendance.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

(i)            Greater Manchester Army Cadet Force.

Minutes:

A representative of the Democratic Services Manager submitted an application (copies of which had been circulated) from the Greater Manchester Army Cadet Force for funding towards camping and sports equipment.

 

RESOLVED – That the Democratic Services Manager be requested to make of grant of £500 (Reddish South Ward allocation) to the Greater Manchester Army Cadet Force for funding towards camping and sports equipment.

The report seeks the Area Committee’s views on a request to use a new Four Heatons branding Logo developed by Heaton Moor Conservation Society and the Four Heatons Traders Association.

The report seeks permission to expand Heaton Moor Market onto Shaw Road on the 1st Sunday of the month commencing February 2014 and the associated road closures.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to give consideration to the temporary closure of Shaw Road/ Derby range for a produce market.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be informed that the Area Committee supports the proposal to allow the temporary closure of Shaw Road between Heaton Moor Road and Derby Range on the first Sunday of every month 08.00 – 16.00 to allow a produce market to take place for a trial period from February 2014-May 2014.

The report details an application from Belle Vue Racers to hold a 5 mile run through Reddish Vale Country Park on 5 January 2014.

 

The Area Committee is recommended to grant permission subject to the submission of appropriate event plan and a plan of the rout to be agreed by the Corporate Director in consultation with the Friends of Reddish Vale Country Park.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) requesting the Area Committee to give consideration to the current polling arrangements in order to inform the current Polling District review which had recently commenced.

 

Councillors requested that the Chief Executive investigate the possible relocation of polling stations NG – Marbury Road, PD – Whitehill Resource Centre and MA – St Martins Church.

 

RESOLVED – That the report be noted and the comments of the Area Committee be referred to the Chief Executive for consideration.

Development applications were submitted.

The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.
