To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to carry out large scale patching work to an unadopted highway at Station Road, Woodley.

 

The Area Committee is recommended to give approval to the undertaking of large scale patching work to the unadopted highway at Station Road, Woodley at a cost of £9,000 to be funded from the Area Committee’s Delegated Budget.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give consideration to a proposal to fund additional carriageway improvement works on Station Road, Woodley in advance of the proposed commencement date for the works).

 

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to carry out large scale patching work to an unadopted highway at Station Road, Woodley.

 

The Area Committee noted that the Council would not ordinarily consider it appropriate to use the Area Committee’s Delegated Budget for works on unadopted highways.  However, the Area Committee was of the view that there were extenuating circumstances in this instance, namely that the carriageway on Station Road had been damaged by vehicles using the road as thoroughfare between Hyde Road and Werneth Road during recent highway works on Hyde Road.

 

The Area Committee also considered that in making a decision to commit funding to this scheme, it would need to be satisfied that the in the light of the circumstances presented in this case the use of the Area Committee’s budget was both appropriate and justified.  The Area Committee noted that in making a decision on this scheme, it would not be committing either the Area Committee or the Council to commit any future funding to either this site or any other unadopted highway in within the Borough.

 

RESOLVED – That approval be given to:-

 

(1) rescind the Area Committee’s decision of 4 June 2018 (ACEDW259) to give approval to the undertaking of minor repairs to the unadopted highway at Station Road, Woodley at a cost of £1,000 to be funded from the Area Committee’s Delegated Budget. (Bredbury & Woodley ward allocation); and

 

(2) the undertaking of large scale patching work to the unadopted highway at Station Road, Woodley at a cost of £9,000 to be funded from the Area Committee’s Delegated Budget.
