To consider a report of the Corporate, Resource Management & Governance Scrutiny Committee.

 

The report will set out the findings and recommendations of the Scrutiny Committee following the completion of the Review Panel’s investigation into how to optimise the relationship between the Council’s scrutiny arrangements and the Greater Manchester Combined Authority and its scrutiny committees.

The Chair of the Corporate, Resource Management and Governance Scrutiny Committee (Councillor John McGahan) attended the meeting to present the final report of the Scrutiny Review ‘How Scrutiny in Stockport interacts with Scrutiny at AGMA/GMCA level’ (copies of which had been circulated) and to answer questions from Cabinet Members.

 

RESOLVED – (1) That the report and recommendations in Appendix 1 to the Scrutiny Review ‘How Scrutiny in Stockport interacts with Scrutiny at AGMA/GMCA level’ be referred to the appropriate individuals and organisations for their comments, and the outcomes reported back to the Corporate, Resource Management and Governance Scrutiny Committee and to the Cabinet for consideration.

 

(2) That the gratitude of the Cabinet be recorded for the work undertaken by the Scrutiny Review Panel ‘How Scrutiny in Stockport interacts with Scrutiny at AGMA/GMCA level’ and others involved in the Review.

Update on Scrutiny Review 'How Scrutiny in Stockport interacts with Scrutiny at AGMA/ GMCA level'

A representative of the Democratic Services Manager provided the Scrutiny Committee with a summary of the findings of the Review Panel that was examining the relationship between Stockport’s Scrutiny processes and those of the Greater Manchester Combined Authority.

 

These findings fell into two broad areas and included the following:-

 

Membership of and nomination processes to GMCA Scrutiny Committees

 

·           improving the clarity and transparency of the nomination and appointment process

·           providing continuity of membership

·           linking-members from local scrutiny to the relevant GM scrutiny committee

·           investing in training, particular to develop greater understanding of strategic role of GM

·           gender balance

·           improving the engagement of independents councillors

 

Communications

 

·         Improved information to members and officers about what was happening at GMCA

·         and enhanced element of the Leader’s Report to provide greater focus on forward view of GM decisions, particularly where they impact Stockport

·         improved information/ greater detail in the GMCA Forward Plan of Strategic Decisions

 

The Scrutiny Committee endorsed the broad outline of the review.

 

RESOLVED – (1) That the update be noted.

 

(2) That the Chair and Lead Councillor of the Panel be authorised to approve the final report ‘How Scrutiny in Stockport interacts with Scrutiny at AGMA/ GMCA level’, following further consultation with scrutiny members and contributors for the review, for submission to the Cabinet and GMCA at the earliest opportunity.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) outlining a suggested process for the selection of Scrutiny Review topics for 2017/18.

 

It was suggested that the Scrutiny Committee could undertake a joint scrutiny review with the Communities and Housing Scrutiny Committee with regard to the development of a strategy for ‘Town Centre Living’ which would include consideration of what constituted the ‘town centre’; what type and form of residential accommodation was appropriate; the implications for current residents; and the necessary infrastructure to support new residential development.

 

RESOLVED – (1) That the Council Meeting be recommended to include a joint scrutiny review between this Scrutiny Committee and the Communities and Housing Scrutiny Committee on ‘Town Centre Living’ within the 2017/18 Scrutiny Work Programme.

 

(2) That Councillors Graham Greenhalgh, Oliver Johnstone and Charlie Stewart be nominated to serve on the Scrutiny Review Panel from this Scrutiny Committee.

(2) That Councillors Tom Dowse (Lead Councillor), Malcolm Allan, Annette Finnie, John Taylor and Elise Wilson be appointed as members of the Scrutiny Review Panel.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) inviting the Scrutiny Committee to suggest topics for in-depth review to be carried out during the 2017/18 municipal year.

 

The Scrutiny Committee had considered possible topics at its previous meeting and had requested consideration of the topic of obesity and diabetes. The Democratic Services Manager and the Deputy Director of Public Health outlined a possible scope for the review, focussing on a ‘whole system approach’ to addressing the causes of unhealthy weight.

 

RESOLVED – That the Democratic Services Manager be requested to include the topic ‘A whole-system approach to tackling unhealthy weight’ in the draft Scrutiny Work Programme for submission to the Council Meeting on 14 September 2017.

A Member raised the possibility of a scrutiny review on Driverless Cars and the impact of new technology on motor vehicles. However, the Scrutiny Committee wished to consider other options and it was:-
