Meeting: 11/10/2011 - Hazel Grove Ward Committee (Item 3)

Community Engagement

(i)         Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

 

(ii)        Public Question Time

Members of the public are invited to put questions to the Chair of the Ward Committee.  Questions must be submitted in advance on the cards provided.  Questions on quasi-judicial matters (eg. current of potential legal proceedings, licensing applications, planning applications or appeals) or confidential matters are not permitted.

 

(iii)       Environmental Services

The Area Conditions Officer will attend the meeting to provide an update on matters raised at the last meeting.  Councillors and members of the public area invited to raise issues affecting local environmental quality.

 

(iv)       Petitions

To receive petitions from members of the public and community groups.

 

(v)        Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback form organisations who have received funding.

Minutes:

(i)         Public Question Time

 

Members of the public were invited to put questions to the Chair.

 

The following issues were discussed and responses were given:-

 

·                The schedule for traffic calming in the Hazelwood Road area.

·                Dog fouling.

·                Flooding and blocked drains on Commercial Road and Chester Road.

·                Action that residents could take to gate the passageway at the rear of 67-91 Commercial Road.

·                Ownership of the wall between the Royal Oak Public House and the Stockport Homes properties.

 

RESOLVED – That the responses given be noted.

 

(ii)        Neighbourhood Policing

 

PCSOs Martin Heys and Jonathan Ackerley attended the meeting and answered questions from Councillors and members of the public in relation to Neighbourhood Policing in the Hazel Grove area.

 

The following comments were made/issues raised:-

 

·                Recent operations to combat the underage sale of alcohol.

·                ‘Hotspot’ areas that were patrolled each weekend.

·                The recent issuing of a Section 59 notice and two anti social behaviour contracts.

·                Police surgeries at Hazel Grove Library and Arundel shops.

 

RESOLVED – That PCSO Heys and PCSO Ackerley be thanked for their attendance.

 

(iii)       Petitions

 

No petitions were submitted.

 

(iv)       Environmental Services

 

Adam Cunningham, Area Conditions Officer, attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the Hazel Grove area.

 

A number of issues were discussed including:-

 

·                Dog fouling at Bosden Fold Road.

·                Pedestrian crossing railings outside the Bulls Head Public House had been damaged.

 

RESOLVED – That Adam Cunningham be thanked for his attendance. 

 

(v)        Area Flexibility Funding

 

A representative of Norbury Church Toddler Group presented the Ward Committee with photographs showing the use of play equipment purchased from the use of an Area Flexibility Funding grant.

 

RESOLVED – That the Democratic Services Manager be requested to convey thanks to Stepping Hill Area Committee.

 

 


Meeting: 23/08/2011 - Stepping Hill Area Committee (Item 9)

Ward Committee Referrals

To consider referrals from Ward Committees:-

 

(i)         The Ward Committee at its meeting on 9 August 2011 resolved:-

 

“That Stepping Hill Area Committee be requested to consider to the requests of residents for the gating of the passageway at Bowden Street and Cooperative Street and the passageway to the rear of 67-91 Commercial Road.”

Minutes:

A representative of the Democratic Services Manager reported that at its meeting on 8 August 2011 the Hazel Grove Ward Committee had resolved:-

 

“That Stepping Hill Area Committee be requested to consider the requests of residents for the gating of the passageway at Bowden Street and Cooperative Street and the passageway to the rear of 67-91 Commercial Road”.

 

A representative of the Democratic Services Manager reported that the passageways in question were un-adopted and in private ownership and as such the Council could not gate them.

 

RESOLVED – That the Service Director (Place Management) be requested to confirm whether the passageway to the rear of 67-91 Commercial Road was a public right of way and to report back to the Area Committee.

A representative of the Democratic Services Manager reported that an Officer of Greater Manchester Police had been unable to attend the meeting.

 

RESOLVED – That the report be noted.

 

(ii)        Public Question Time

 

Members of the public were invited to put questions to the Chair.

 

The following issues were discussed and responses were given:-

 

·                The schedule for new road markings in the Hazelwood Road area.

·                The Asda store development and associated road works.

·                Uneven pavements on London Road.

·                Part of the concrete pavement surface at the pedestrian crossing outside Hazel Grove Civic Hall was broken up.

·                Overgrown plants and weeds on Vine Street, Grove Street and Pineapple Street.

·                Planned jet washing of the pavement underneath the railway bridge on Macclesfield Road and the proposal to install anti pigeon netting underneath the bridge.

·                The use of cycle lanes and cars being parked over them.

·                A recent increase in residents permit parking fees.

·                The introduction of street pastors in Hazel Grove.

·                Residents requests to gate the passageway at Bowden Street and Cooperative Street and the passageway to the rear of 67-91 Commercial Road.

·                Traffic schemes and road safety in the Commercial Road area.

·                Proposals to amend the traffic scheme at the Sainsburys store on London Road.

·                Hazel Grove Post Office sorting office.

·                A recent successful play day held at Torkington Park.

·                The development of the former tip site off Torkington Road.

·                The management of the Torkington Centre.

·                A Stockport Mind event being held on 14 September 2011 at Edgeley Park from 9.30am to 4.30pm on the impact of mental health on financial matters.

 

RESOLVED – (1) That Stepping Hill Area Committee be requested to consider to the requests of residents for the gating of the passageway at Bowden Street and Cooperative Street and the passageway to the rear of 67-91 Commercial Road.

 

(2) That the Service Director (Place Management) be congratulated on the work that ensured the recent play day at Torkington Park was a success.

(iv)       Environmental Services

 

Adam Cunningham, Area Conditions Officer, attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the Hazel Grove area.

 

A number of issues were discussed including:-

 

·                A litter patrol had been organised for the Brook Street car park area.

·                The recent increase in the amount of fly posting which had been identified as a result of one or two companies using fly posting in the Hazel Grove area.

·                Commercial refuse collection.

·                Incidences of residents using public waste bins for domestic refuse.

·                Companies or individuals offering to take waste were required to have a waste carrier licence.  They were also required to provide a waste transfer notice to customers.

·                The recycling and refuse collection scheme and recycling rates across the borough.

 

RESOLVED – That Adam Cunningham be thanked for his attendance. 

 

(v)        Area Flexibility Funding

 

A member of the public expressed thanks on behalf of the Norbury Church Toddler Group for a recent Area Flexibility Funding grant.

 

RESOLVED – That the Democratic Services Manager be requested to convey thanks to Stepping Hill Area Committee.
