Schools and High Needs National Funding Formula

The report provides information relating to details of the recent Department for Education (DfE) consultation document released on 7 March 2016 concerning the Schools and High Needs Funding Reforms.

 

The Scrutiny Committee are invited to consider and comment on the report.

A representative of the Corporate Director for People submitted a report (copies of which had been circulated) providing details of the recent Department for Education (DfE) consultation document released on 7 March 2016 relating to the Schools and High Needs funding reforms.

 

The following comments were made/issues raised:-

·         Clarification was sought in respect to (i) how funding would be devolved to Local Authorities post 2017 and (ii) the impact of measures of deprivation.

·         The Committee noted that the first phase consultation document on Schools and High Needs outlined the vision, strategy and the key principles underpinning the direction of travel towards a fairer, simpler and more transparent method of distributing funding.

·         The phase two consultation document, expected in the summer term, would provide the opportunity to assess the local impact both at overall LA and individual school level of the implementation of the new NFFF proposals/model.

·         The setting of oversubscription criteria by Academies.
