The report outlines the Draft Full Business Case prepared by the Stockport Property Alliance for potential investment in the care home portfolio operated by Borough Care Limited.

A joint report of the Corporate Directors for Corporate and Support Services and for People was submitted (copies of which had been circulated) detailing a draft full business case for potential investment in the care home portfolio operated by Borough Care.

 

The Executive Councillor (Supporting Adults) (Councillor Keith Holloway), representatives of Carillion and Boroughcare attended the meeting to respond to questions from the Scrutiny Committee.

 

RESOLVED – (1) That the report be noted and the attendees be thanked for their attendance and contribution.

 

(2) That the Corporate Directors for Corporate and Support Services and for People be requested to provide the Scrutiny Committee with updates on progress with the investment programme as appropriate.

To consider a report of the Executive Councillor (Support & Governance) 

 

The report outlines the Draft Full Business Case for potential investment in the care home portfolio to ensure a sustainable future for Borough Care Limited (BCL) and Adult Social Care. Since the creation of BCL the world of social care has moved on significantly. The homes that were originally transferred out of Council control at the time were fit for purpose in their day but are now tired and outdated and do not meet expectations of residents, operators or commissioners. The Council needs to make sure BCL can meet the demands of the new market where older family run homes are in decline and larger purpose built, efficient and modern homes are being built to serve the needs of our communities.

The Executive is requested to:

 

      Approve the proposed programme and the allocation of appropriate capital resources to be invested over the programme period as outlined in the report and confidential appendices.

      Note that a further report will be submitted to Corporate, Resource Management and Governance Scrutiny Committee and Adult Care Services and Housing Scrutiny Committee to provide further supporting information when the project develops.

The Executive Councillor (Supporting Adults) submitted a report (copies of which had been circulated) inviting the Executive to consider a draft full Business Case for potential investment in the care home portfolio to ensure a sustainable future for Borough Care Limited (BCL) and Adult Social Care. Since the creation of BCL the homes originally transferred out of Council control did not now in all cases meet expectations of residents, operators or commissioners. Investment was needed to ensure that BCL could meet the demands of the care market.

The Executive Councillor highlighted discussions that had taken place at the Adult Care Services & Housing Scrutiny Committee and stated that in response to concerns raised a further report would be submitted.

 

RESOLVED – That in relation to the Elderly Care Home Property Review:-

The Executive Councillor (Support and Governance) (Councillor Iain Roberts) attended the meeting to respond to Members’ questions.

 

The following comments were made/issues raised:-

 

·         Based on the information in the report, Option 2 appeared to best protect the Council’s interest although as acknowledged in the report, more detailed consideration at the next stage of implementation was required if the proposal was agreed.

·         It was noted that the Stockport Property Alliance had worked closely with the Board of Borough Care Limited in relation to the proposals.

·         The proposed redevelopment would commence in 2017 and would take approximately three and a half years to complete. A provisional decant programme had been agreed with Borough Care but this would require refinement and consultation at the next stage of implementation.

·         Whilst the proposal would provide 423 beds against the current 420 beds which were subject to a lease between the Council and Borough Care, it was noted that significant growth in demand in Stockport was anticipated but that any significant increase in beds would need to be dealt with outside of this business case.

 

RESOLVED – That the report be noted.
