In respect of plan no. 57763 for the conversion of a single dwelling (Class C3) into an 8 en-suite bedroom licensed HMO, utilising the basement, ground, first and second floors at 28 Church Road, Heaton Norris, it was

 

RESOLVED – That planning permission be refused on the grounds that the proposed development would be contrary to Policy CDH1.4 by virtue of the fact that it would contribute to a proliferation of HMOs in the vicinity of the proposed development and therefore have a negative impact on the character of the area; and that the application was deficient in terms of its accordance with the Council’s policy on the provision of sufficient usable amenity space.

RESOLVED – That the Planning and Highways Regulation Committee be recommended to undertake a site visit in order to assess the rear access to the property in order to determine whether there would be impact on adjacent residents requiring access for refuse bins.
