To consider a joint report of the Executive Councillors (Children & Young People) and (Health & Wellbeing).

 

The report sets out the Executive’s response to the Scrutiny Committees previous scrutiny review of mental health for children and young people, as approved at the Executive Meeting on 17 June 2014.

 

The Scrutiny Committee is invited to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing the Executive’s agreed response to the Scrutiny Committee’s Review ‘Mind the Gap: mental wellbeing and mental health services for children & young people in Stockport’.

 

RESOLVED – That the Corporate Director for People, Director of Public Health and the Chief Operating Officer of the Clinical Commissioning Group be requested to provide a progress report on the implementation of the recommendations of the ‘Mind the Gap: mental wellbeing and mental health services for children & young people in Stockport’ Scrutiny Review to the 31 March 2014 meeting.

A joint report of the Executive Councillors (Children & Young People) and (Health & Wellbeing) was submitted (copies of which had been circulated) inviting the Executive Meeting to consider a draft response to the recommendations made by the Health & Wellbeing Scrutiny Committee as part of its Scrutiny Review "Mind the Gap: Mental Wellbeing and Mental Health Services for Children & Young People in Stockport"

 

RESOLVED – (1) That the response to the ""Mind the Gap: Mental Wellbeing and Mental Health Services for Children & Young People in Stockport" Scrutiny Review be approved.

 

(2) That the Executive’s gratitude and appreciation be recorded for the work undertaken by members of the scrutiny review panel and supporting staff involved in the review.

5 Final Report of the Scrutiny Review "‘Mind the Gap’: mental wellbeing and mental health services for children & young people in Stockport" pdf icon PDF 32 KB

To consider a report of the Health & Wellbeing Scrutiny Committee.

 

In 2013/14 the Health & Wellbeing Scrutiny Committee revisited the issue of mental health but with a focus on 0-18 year olds and explored the effectiveness of Children and Adolescent Mental Health Services (CAMHS) and the range of other activity undertaken to support and improve the mental wellbeing of children and young people in Stockport. This report is the culmination of that process and makes a series of recommendations to address gaps in service or where more could be done, within the limited financial envelope available to commissioners.

 

That the Executive receive the report and request officers to prepare a response, in conjunction with the Stockport Clinical Commissioning Group, to the recommendations contained therein.

The Chair of the Health & Wellbeing Scrutiny Committee (Councillor Tom McGee) attended the meeting to present the final report (copies of which had been circulated) of the Scrutiny Committee’s Review “Mind the Gap: mental wellbeing and mental health services for children & young people in Stockport”.

 

RESOLVED – (1) That the Corporate Director for People be requested to prepare, in conjunction with Stockport Clinical Commissioning Group, a response to the “Mind the Gap: mental wellbeing and mental health services for children & young people in Stockport” Scrutiny Review and the recommendations contained therein for consideration by the Executive Meeting.

 

(2) That the gratitude of the Executive be recorded for the excellent work undertaken by the Health & Wellbeing Scrutiny Committee and others involved in the Review.

To consider a report of the Health & Wellbeing Scrutiny Committee.

 

In 2013/14, the Scrutiny Committee undertook a review of the Children and Adolescent Mental Health Service and issues related to children’s mental wellbeing. The Final Report from that piece of work, entitled ‘Mind the Gap’, has now been completed.

 

The Scrutiny Committee is invited to consider the Final Report of the ‘Mind the Gap’ Scrutiny Review and make any amendments prior to submission to relevant partners for their consideration.

A representative of the Democratic Services Manager submitted the final report of the Scrutiny Committee’s Review ‘Mind the Gap: mental wellbeing and mental health services for children young people in Stockport’ (copies of which had been circulated) that contained the findings and recommendations from the Review. The Scrutiny Committee were invited to make amendments to the report before submission to the Council’s Executive and the Stockport Clinical Commissioning Group Board.

 

A schedule of changes proposed to the report was also submitted (copies of which had been circulated).

 

The Chair thanked all those involved in the Review for their contribution.

 

RESOLVED – That the ‘Mind the Gap: mental wellbeing and mental health services for children young people in Stockport’ Final Report be approved subject to the proposed amendments contained in the schedule
