This report sets out proposed changes to the current pay and display tariff through the introduction of an hourly charge and highlights the likely effects of this change. This hourly charge will enable visitors to easily extend their parking time in one hour increments, encouraging them to spend more time in the borough’s centres and so support their economies. The report also sets out the feedback received to consultation on the proposed change.

 

The Executive is invited to consider the comments made and approve the proposed changes to the current pay and display tariff as they feel appropriate.

The Executive Councillor (Economic Development & Regeneration) submitted a report (copies of which had been circulated) inviting the Executive Meeting to approve proposals for the changes to the current pay and display parking tariff through the introduction of an hourly charge to encourage more people to spend time in the Council’s Town and District Centres.

 

The Executive Councillor (Economic Development & Regeneration) highlighted the positive engagement with Traders and the Town Team Forum in the development of these proposals.

 

RESOLVED – That the feedback on the consultation on changes to the Pay and Display Tariff be noted and the revised charging structure as detailed in the report be approved.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) outlining proposed changes to the current pay and display tariff through the introduction of an hourly charge and highlighting the likely effects of this proposed change.

 

It was reported that the hourly charge would enable visitors to easily extend their parking time in one hour increments. This would enable people to spend more time in the borough’s car parks and on street parking if needed and encourage then to spend more time in the borough’s centres and so supporting their economies.

 

The report had been considered at the previous cycle of Area Committee meetings and a copy of the comments of the Area Committees on the proposals was circulated at the meeting.

 

The Executive Councillor (Economic Development & Regeneration) attended the meeting to respond to Members’ questions.

 

The following issues were raised/comments made:-

 

·         A Member felt that motorists should be encouraged to travel into the town centre with the offer of limited free car parking as had been tried by other local authorities as a means of trying to regenerate the town centre.

·         A Member expressed concern about the current system which required motorists to pay for a minimum of two hours parking however long their stay may be.

·         The decrease in the cost of day tickets in the high turnover car parks in Cheadle, Bramhall Precinct and Marple Bridge leading to a reduction in the cost of contract permits.

·         Different solutions were required for different parts of the borough.

·         The advantages of a pay on exit system in order to encourage people to stay longer in the town and district centres.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to give consideration to the comments of the Scrutiny Committee.

It was commented that consideration should be given to the potential for the introduction of a limited period of free parking as part of these proposals in order to encourage an increase in footfall in the town and district centres.

The following comment was made/issue raised:-

 

           The fact that it was proposed that there would be a decrease in the cost of a contract parking permit in the high turnover car parks (Cheadle,  Bramhall Precinct and Marple Bridge) effectively meant income was being redistributed from the less affluent parts of the borough to these car parks. Only if a change in the cost of parking in high turnover car parks caused a problem due to an increase in long stay parking would it be necessary to put in place a time limit on the length of stay available in the car park.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to give consideration to the comments of the Area Committee.

A query was raised about whether the projected income from the 20p Sunday Charge for parking in Merseyway would be sufficient to cover the cost of enforcement.


RESOLVED – Executive Councillor (Economic Development and Regeneration) be informed that, subject to the query as to the cost-effectiveness of the 20p Sunday Charge for Merseyway parking, the Area Committee supports the proposals contained in the report in relation to the introduction of 1 hour parking tariffs.

It was reported that the hourly charge would enable visitors to easily extend their parking time in one hour increments. The following comments were made/ issues raised:-

 

·         There needed to be robust mechanisms in place to ensure that the validity of mobile parking ticket payments were checked.

·         It was important that the Merseyway Car Park moved to ‘pay on exit’ as soon as possible.

·         Parking should be used as a method to encourage footfall in the town and district centres and not disincentivise visitors.

·         Consideration should be given to trialling free parking for certain periods of time.

·         The proposed increase in charges for contract parking may exacerbate existing problems of underuse in certain locations.

·         Inconsistencies in parking charges within the same district needed to be removed.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to give consideration to the comments of the Area Committee.
