The Planning and Compulsory Purchase Act (2004) (as amended) requires the Council to publish a Statement of Community Involvement (SCI) detailing how they will engage local communities and other interested parties in producing their Local Plan and determining planning applications. The Council is required to consult in accordance with its adopted SCI when preparing Local Plan or other development plan documents.
An addendum is now required proposing changes to the SCI to reflect
temporary changes to national regulations in response to Covid-19
as well as other regulatory or national guidance changes since the
SCI was last updated in 2015.
The Corporate Director for Place Management & Regeneration has given approval to a proposal to undertake a 2 week consultation with statutory consultees to be followed by a 4 week general consultation in relation to a proposed addendum to the Council’s adopted Statement of Community Involvement.
Any proposal to approve and adopt the proposed addendum following the consultation would be a matter remitted to the Council Meeting.
Not preparing an addendum was considered but
this would mean the Council would fail in its statutory duty to
consult in accordance with its Statement of Community Involvement
when preparing Local Plan or other development plan documents
because of the constraints on undertaking community involvement
which arise from The Health Protection (Coronavirus) Regulations
2020. An alternative of delaying such consultation until the
current constraints are no longer in place was also considered but
that would be detrimental to the timely progression of plan
preparation, particularly in the context of the Government's stated
intention to intervene in plan-making processes where an up-to-date
Local Plan is not in place by December 2023.
