Progress Update on Peel Moat commuted sum allocation

Decision Maker: Executive Councillor (Communities & Housing)

Decision status: For Determination

Is Key decision?: No

Is subject to call in?: Yes

Decision:

The Executive Councillor (Communities & Housing) has agreed to the use of

A proportion of the commuted sum received from the Bellway Homes for the redevelopment of the Peal Moat Recreation Centre for landscape architect fees to develop options for the use of the sum for recreational facilities on the site.

In 2012 the Council proposed to mitigate the closure of Peel Moat Recreation Centre with a 9-a-side All Weather Pitch and ancillary facilities, which would be managed by a third party. The scheme would be funded by the Bellway Homes commuted sum (£0.405m). This work progressed until 2014 when the Council then took a decision to relocate St Thomas' School on the site instead.

The residual developable land is not large enough to accommodate the original proposal so ward councillors have been working with Officers to explore an alternative option. To properly understand the revenue requirements of the current proposal a landscape architect needs to design and cost it up comprehensively, which required allocating some of the commuted sum.
