Decision:

The Executive Meeting considered a report on the implications of the Pensions Act 2008 and specifically the requirement for employees to be automatically enrolled onto pension schemes. The Executive has recommended that the Council Meeting agree to apply the Transitional Delay and Postponement provisions of the Pensions Act 2008 and February 2012 Regulations as the most cost effective means for the Council to secure compliance with pension auto-enrolment.

Declarations or conflicts of Interest: The impact on the existing HR/Payroll practice and workload for the Council resulting from the introductionof Regulations requiring all employees to automatically enrol their employees on a Pension Scheme would have an immediate and signicant impact on the Council and delaying the decision on the application of transitional and postponement arrangements whoud have a detrimental impact on the Council's resources and on the introduction of new Payroll functions.

Forward Plan Reference: The introduction of Regulations requiring all employees to automatically enrol their employees on a Pension Scheme is due to come into affect from 1 April 2013. This requirement would have an immediate significant impact on the Council and also impact on the existing HR/Payroll practice and workload for the Council. Delaying the decision on the possible application of transitional and postponement arrangement would have a significant and detrimental impact on the Council's resources and on the introduction of new Payroll functions. The Council Meeting will be asked to approve the decision at its meeting on 14 February 2013 and the Corporate, Resource Management & Governance Scrutiny Committee will be considering the matter on 28 January 2013.
