Better Care Fund - Year End Monitoring Report and Submissions 2023-24 pdf icon PDF 76 KB

To consider a report of the Interim S151 Officer (SMBC) and Stockport Place Finance Lead (NHS GM).

 

The report presents the Better Care Fund Year End Reporting Template 2023/24 which was submitted to the national BCF Team by the submission deadline of 23rd May 2024 and provides an update on the financial performance of the Better Care Fund (BCF) for the year ended 31 March 2024.

 

The Board is recommended to:

 

(1)  Approve the BCF Year End Reporting Template submitted to the National BCF Team on 23 May 2024.

 

(2)  Note the finance performance of the BCF as at 31 March 2024 (Quarter 4).

The Stockport Place Finance Lead (NHS GM) submitted a report on behalf of the Interim S151 Officer and the Stockport Place Finance Lead (NHS GM) (copies of which had been circulated) which provided the Board with the Better Care Fund Year End Reporting Template 2023/24 which was submitted to the national BCF Team by the submission deadline of 23rd May 2024 and provided an update on the financial performance of the Better Care Fund (BCF) for the year ended 31 March 2024.

 

The following comments were made/issues raised:-

 

·       The Board welcomed the report and thanked the team for collating the report including its details and meeting all of the requirements.

·       It was noted that the use of the underspend of capital in order to support the St Thomas's development was welcomed, which was a key part of the integration of health and social care.

 

RESOLVED – (1) That the Board approves the BCF Year End Reporting Template submitted to the National BCF Team on 23 May 2024.

 

(2) That the Board notes the finance performance of the BCF as at 31 March 2024 (Quarter 4).

Better Care Fund - Planning Submissions 2024-25 pdf icon PDF 84 KB

The report provides the details relating to the Better Care Fund (BCF) Planning Submission for 2024/25 which was submitted to NHS England 10 June 2024.

 

The Board is recommended to approve the Better Care Fund Plan 2024/25.

The Stockport Place Finance Lead (NHS GM) submitted a report on behalf of the Interim S151 Officer and the Stockport Place Finance Lead (NHS GM) (copies of which had been circulated) providing the details relating to the Better Care Fund (BCF) Planning Submission for 2024/25 which was submitted to NHS England 10 June 2024.

 

The following comments were made/issues raised:-

 

·       The Board welcomed the increase in funding of up to £3m, which was as a result of a proportion of inflation and extra discharge funding as well.

 

·       The Board enquired about the financial pressures going forward into 2025. In response, it was stated that there was a working group in place that consisted of adult social care and health colleagues, finance and operational senior colleagues with one of its remit to look at short and medium term plans.

 

·       It was stated that challenges included demand, demographics, access and appropriate provision at the right time and place and what that might mean to hospital admissions, but also the care delivered out of hospital and that could be as cost effective as possible.

 

·       It was noted that the setting of the Council’s budget for the current year recognised that adult social care was by far the largest element of overall spend, but savings had been identified for the current year which had been a challenge.

 

·       It was commented that there was a real enthusiasm and commitment from those non-statutory organisations, with GP practices to really work together to collaborate and innovate to get that prevention and early support for solutions to some of these issues and despite the challenges there was a lot of energy and commitment amongst those organisations to really support Stockport address some of these many challenges.

 

·       The Board questioned the difference to last year’s budget in terms of the overspend and was anything being done differently for 2024/25. In response, it was stated that there was an overall strategy for less reliance on beds and more homes first was already in place, but regarding the spot purchase it was not necessary the best way forward including the quality of care, so it was being monitored and minimised. A few things were being put in place to make things more robust including upfront brokerage for bed-based care and the price of the beds were right. Additional capacity has also been put in to reduce the length of stays as well as some 24 hour packages of home care to get the right care in the right place.

 

RESOLVED – That the Board approves the Better Care Fund Plan 2024/25.

Making Smoking History Framework and Stockport Developments pdf icon PDF 135 KB

To consider a report of the Director of Public Health.

 

The report provides the details of the draft Greater Manchester Making Smoking History Strategic Framework, raises awareness of the Local Stop Smoking Services and Support Grant which has been allocated to Stockport, and specific Stockport proposals related to this and a brief update on the Tobacco and Vapes Bill.  

 

The Board is asked to: -

 

(1)  Consider and provide feedback on the GM Make Smoking History Strategic Framework for 2024 – 2030.

 

(2)  Note the Local Stop Smoking Services and Support Grant allocation for Stockport and planned expansion of services.

The Director of Public Health submitted a report (copies of which had been circulated) providing the Board with the details of the draft Greater Manchester Making Smoking History Strategic Framework, raises awareness of the Local Stop Smoking Services and Support Grant which had been allocated to Stockport, and specific Stockport proposals related to this and a brief update on the Tobacco and Vapes Bill.

 

The following comments were made/issues raised:-

 

·       The Board noted that the national bill that would be going through Parliament would put the UK in the position to be the first country in the world to stop smoking and to put an end to smoking and to prevent young people from getting addicted to nicotine and how vapes would be marketed in the future.

 

·       The Board enquired if there was enough being done in schools regarding the messaging and if there was an opportunity to do more. In response, it was stated that work was ongoing with schools and concerns have been expressed relating to vapes due to an increase in the use and schools are worried that vapes were quickly becoming a gateway to tobacco addiction and addiction to nicotine.

 

·       It was noted that Public Health was supporting schools to put in place appropriate policies and to ensure that children who were already using vapes and other nicotine products that support and treatment was easily available together with the smoking cessation service being open to children and young people as well as adults. It was also stated that work was also underway with Mosaic, to ensure that those young people are also supported to stop smoking or vaping if they wanted to.

 

·       The Board questioned about the funding that was available and if it could be used to support Trading Standards and Licensing with enforcement. It was noted that the funding was specifically ring-fenced for the support of smoking cessation services, but a more holistic approach could be looked at with Trading Standards and Licensing.

 

RESOLVED – (1) That the Board considered and provided feedback on the GM Make Smoking History Strategic Framework for 2024 – 2030.

 

(2) That the Board noted the Local Stop Smoking Services and Support Grant allocation for Stockport and planned expansion of services.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) providing the Forward Plan of agenda items for future meetings of the Health & Wellbeing Board.

 

The following comments were made/issues raised:-

 

·       The Board enquired about whether the Board should be looking at the importance of housing and the regulation of housing associations and their consumer standards, their tenants and the wider neighbourhoods and health of residents. In response, it was stated that there was an event on Monday afternoon called the “Housing First Roadmap” bringing together the GMCA housing providers and health partners to address those issues raised and a briefing paper could be brought back to the meeting to provide an update.

 

·       The Board was informed that the Council had recently issued the Stockport Local Plan which would go out to consultation in September 2024 seeking local residents views on the overall approach.

 

·       The Board enquired about a news article in the Manchester Evening News relating to housing repairs by Stockport Homes. In response, it was stated that there would be a review of Stockport Homes and that review could be reported back to the Board once it has been completed.

 

·       The Board enquired about when the ‘Dementia Strategy’ would be submitted to the Board.
