Chair's Announcements

To achieve any announcements from the Chair on matters related to the activity of the Board.

Minutes:

(i)     The Chair reported that confirmation had been received from the Department of Health on 22 December 2014 of the formal approval of the Stockport Better Care Fund Plan.

(ii)    The Chair reported that he and the Vice-Chair were due to attend an LGA summit on the future of Health and Wellbeing Boards that had been convened in view of the upcoming General Election and its potential impact on the future of the Board.

Stockport Pharmaceutical Needs Assessment 2015 pdf icon PDF 103 KB

To consider a report of the Director of Public Health.

 

The purpose of this paper is to seek approval for the final Pharmaceutical Needs Assessment (PNA) document, and to agree for this to be published. Stockport Health and Wellbeing Board has a duty to prepare and publish a regular PNA, which is due by April 2015. The consultation on the draft PNA was undertaken between September and November 2014 and the comments received have been reviewed. A final version of the Stockport PNA 2015 has been produced following the close of the consultation, which incorporates the comment made and changes to provision since September 2015 and is appended to the report. The paper also sets out brief plans for the PNA for the next three years, until the required update in 2018.

 

The Board is asked to recommend:-

 

·         the publication of the Stockport Pharmaceutical Needs Assessment 2015.

·         that the JSNA Project Group and Chair of Stockport Health and Wellbeing board are given delegated authority to review pharmacy needs on an ongoing basis, comment on pharmacy applications, and publish supplementary statements as required.

A representative of the Director of Public Health submitted a report (copies of which had been circulated) inviting the Board to consider and approve the Pharmaceutical Needs Assessment (PNA) for Stockport. The Health & Wellbeing Board was under a duty to prepare and publish a regular PNA to determine whether the borough had sufficient provision of pharmaceutical services. The draft PNA had been subject to consultation with interested parties and their responses were included in the report.

 

The following comments were made/ issues raised:-

 

·         Future commissioning of pharmacy services may be devolved to Clinical Commissioning Groups in line with the overall direction of travel.

·         Despite the increasing range of services available through pharmacies, the recent pressures on A&E and GP services would suggest that the public were not aware or not willing to use these services. Overcoming this attitude was important to make best use of the resources available in the health economy and for people to get more appropriate and timely care.

·         Pharmacies had an increasing role to play in the flu vaccination programme. Current data suggested that vaccination rates were broadly in line with the previous year.

·         It was queried whether the sheltered housing was captured within the PNA analysis.

 

RESOLVED – (1) That the Stockport Pharmaceutical Needs Assessment 2015 be agreed and recommended for publication.

 

(2) That the JSNA Project Group and Chair of this Board be authorised to review pharmacy needs on an ongoing basis, comment on pharmacy applications and publish supplementary statements as required.

Don't lose sight - Health Needs Assessment pdf icon PDF 5 MB

A full eye health needs assessment for Stockport has been completed and has been published as part of the JSNA series. It is available to view at http://www.mystockport.org.uk/Resource.aspx?GroupID=56&ResourceID=365

 

The summary of this report is presented in section 2 and highlights the impact of preventable sight loss on Stockport and the increasing numbers anticipated over time. It describes the burden of sight loss in Stockport and the modifiable risk factors for preventing sight loss. The report makes a number of recommendations for the Health and Wellbeing Board to consider.

 

The quality and provider management committee of the CCG have considered this report in draft and identified some key actions for the CCG.

 

Crucial to reducing the number of people with preventable sight loss in Stockport is raising awareness of preventative messages amongst public and professionals.

 

The Board is invited to consider the report and the recommendations contained within it, and comment as appropriate.

A representative of the Director of Public Health submitted a report (copies of which had been circulated) summarising the eye health assessment for Stockport that would form part of the JSNA series. The report highlighted the impact of preventable sight loss on Stockport and the increasing numbers anticipated over time. The report also described the burden of sight loss in Stockport and the modifiable risk factors for preventing sight loss.

 

The assessment had been considered by the Clinical Commissioning Group and identified actions to address its findings, but the report also highlighted some issues for the Health & Wellbeing Board to consider.

 

The following comments were made/ issues raised:-

 

·         The report had been commissioned in response to national concerns about eye health and the rise in the number of preventable conditions that were creating a burden on services, particularly as the population got older. Feedback from focus groups and service users about the service in Stockport was generally positive.

·         Future smoking campaigns should be more explicit about the link between smoking and blindness.

·         Most of the recommendations within the report had limited resource implications and could be achieved through modifications to pathways. Because of this the report did not identify a priority order to the recommendations. The report would also be shared with partners and commissioners to identify these simple ‘quick wins’ and to review their services to ensure they were as good as they could be.

·         Concerns were expressed about whether the public were aware of the support available to them if they had visual impairments and whether there was sufficient signposting available. In response it was stated that there were still specialist workers within Adult Social Care who would undertake assessments and provide signposting.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Board supports the recommendations contained in the report and encourages the Public Health Service to work with partners and commissioners to assess their pathways and services to ensure they addressed the issues raised in the Eye Health Assessment, and to report back to the Board on progress at an appropriate time.

The report provides an update on progress for the Joint Strategic Needs Assessment (JSNA) for 2014/15 and also an opportunity to view and comment on the first of a series of JSNA products, which together will form the 2015 JSNA refresh. Planning papers have previously been considered by the board, which proposed management structures (since implemented) and set out proposals for the 2014/15 work programme.

 

The Board is invited to

 

·         comment on the demographic and population product, does this provide the Board with the level of detail they need to understand the changing population of Stockport?

·         approve the recommendation to publish this product and seek feedback from JSNA users via an online survey.

·         endorse the next steps identified for future product development.

A representative of the Director of Public Health and the Chair of Healthwatch Stockport submitted a report (copies of which had been circulated) providing the Board with an update on progress with the development of the Joint Strategic Needs Assessment (JSNA) for 2014/15, as well as providing the Board with the an opportunity to comment on the first of a series of JSNA products related to the demographic profile of Stockport.

 

The significant highlights included:-

 

·         the number of births was greater than the number of deaths;

·         there was an increased rate of births in the more deprived areas of the Borough;

·         the population was ageing;

·         there was an increasing number of new homes planned, mostly in more affluent areas, that may lead to a faster rate of population increase and changing demand on services;

·         there was an increasing number of single person households;

·         there increasing ethnic and religious diversity in the population of the Borough.

 

The following comments were made/ issues raised:-

 

·         This data was the vital in the process of improving services.

·         There was a danger that deprivation factors as contributors to poor health would not be given sufficient weight in the analysis. It was commented that any general analysis of the type in the report would lose some of the nuance of any given situation.

·         ‘Real time’ information available through the JSNA website would be an invaluable tool for commissioners.

·         Other important strands that would be useful for commissioners included Mental Health and Health Life Expectancy.

·         In relation to public engagement on the JSNA had been good, although there had been difficulties for some organisations in finding the capacity to engage.

 

RESOLVED – (1) That the JSNA Population profile be approved for publication and that feedback from JSNA users via an online survey be sought.

 

(2) That the next steps identified for future JSNA product development as detailed in the report be endorsed.

Note of Meeting with the Chair of the Local Safeguarding Boards pdf icon PDF 69 KB

To consider a note of the meeting held between members of this Board and David Mellor, Chair of the Local Safeguarding Boards on the work of the Boards in 2013/14. The meeting was held on 22 December 2014.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) summarising the discussions of a meeting held in December 2014 between members of the Board and the Chair of the Local Safeguarding Children and Safeguarding Adult Boards in relation to those Boards’ Annual Reports and their activity more generally.

 

In relation to references in the report about ongoing discussions with Pennine Care NHS Foundation Trust about their engagement and signing up to the Adult Safeguarding Board, it was reported that these had been concluded satisfactorily.

 

RESOLVED – That the report be noted and the thanks of the Board be recorded to those in Safeguarding in Stockport for their hard work in 2013/14.

8.

Winter Pressures

To consider a verbal update on the work of the Winter Pressure Group.

Minutes:

Dr Donna Sager, Chair of the ‘Cold Weather Group’ attended the meeting to outline the activity undertaken by this cross agency Group to address the challenges for residents and services arising from cold weather during the winter.

 

The update highlighted the following issues:-

 

·         As of January 2015, the weather was categorised as ‘Level 2’ which was considered to be cold enough to cause concerns.

·         The Clinical Commissioning Group had led a campaign in the autumn to promote safety and wellbeing during cold weather.

·         The “Kill the Chill” campaign had been ongoing since November to promote self-help, keeping warm and eating well. The campaign also promoted benefits advice to assist with the costs of winter fuel and also in taking care of one’s neighbours.

·         The Council had led the Offerton Pick up a Coat’ campaign to share or swap unwanted children’s winter coats.

·         Age UK had undertaken a campaign to provide advice and guidance in relation to heating and energy.

·         AGE UK and local foodbanks had been working with the Hospital to ensure that when older people who lived along were discharged from hospital they were returning to a warmed house and had food provisions.

 

Dr Gill and Terry Dafter also updated the Board on the current pressures in both the hospital and primary care in response to a recent respiratory virus. The virus has resulted in a significant number of older people with serious underlying health problems needing to be admitted to hospital. Unfortunately this also meant that a number of patients who had been admitted were also at the end of life and due to the pressures on the supported living/ care homes involved the end of life pathways had broken down.

 

The Council, CCG and Hospital Trust had put in extra resources to increase discharge capacity in local social care facilities, in particular by block booking accommodation. Over the weekend of 10/11 January 2015, 70 patients were discharged to create medical bed capacity within the hospital to respond to the increase in admissions.

 

It was emphasised that the pressure experienced by the hospital had also been experienced by GP practices. Attendances at A&E were broadly in line with expectations for the time of year, but the severity of the conditions had resulted in the problems.

 

Concerns were expressed about the impact of a flu outbreak on the health and social care system and assurances were provided that action was being taken to promote flu vaccination and other health and hygiene messages.

 

RESOLVED – That the update be noted.

9.

NHS Five Year Forward View

To consider  the' forward view' into action: planning for 2015/16 which describes the approach for national and local organisations to take during 2015/16 towards fulfilling the vision set out in the NHS five year forward view.

 

The NHS Five Year Forward View was published on 23 October 2014 and sets out a vision for the future of the NHS. It has been developed by the partner organisations that deliver and oversee health and care services including NHS England, Public Health England, Monitor, Health Education England, the Care Quality Commission and the NHS Trust Development Authority.

Minutes:

The Chair referred to the recently published guidance “The Forward View into action: planning for 2015/16” from NHS England that detailed the steps they expected would be taken by NHS bodies in 2015/16 to deliver the NHS Five Year Forward View through their plans.

 

The Chair expressed concern that while this guidance would inform NHS organisation’s planning activity, it would not necessarily be reflected in the planning of the Council and other partners.

 

It was stated that the Clinical Commissioning Group and the Council were working collaboratively on their plans and so the Five Year Forward View and associated guidance would also inform this process.

 

RESOLVED – That the report be noted.
