JSNA - Mortality Review pdf icon PDF 831 KB

To consider a report of the Director for Public Health.

 

This report builds on reports brought to the Stockport Health and Wellbeing Board in 2023/24 with analysis into the key population health trends for Stockport and continues to build evidence about the difference experiences of health between communities in Stockport (inequalities) and changes in the underlying causes of death which indicate changing health needs.

 

The Board is asked to comment upon and note the report

The Director of Public Health submitted a report (copies of which had been circulated) which provided further analysis into the key population health trends for Stockport and the continued efforts to build evidence about the different experiences of health between communities in Stockport (inequalities) and the changes in the underlying causes of death which indicate changing health needs.

 

The following comments were made/issues raised:

 

·       Clarification was sought on the provider partnership and how this worked with the alcohol related harm sub-group. It was noted in reply that this was part of the four priorities of the provider partnership to reduce morbidity and mortality within the borough.

·       The Board enquired about whether this review brought a new focus on current practices especially with a wider focus on other determinants of health. It was highlighted that whilst there were no big surprises in the report, it shouldn’t reduce the need to focus on the efforts to reduce the impact of some of the factors. It was highlighted that unhealthy weight was expected to be a big driver in the disparities in life expectancy. It was further noted that work was ongoing to try to understand how to best use resources available to tackle these surrounding issues.

·       Clarification was sought relating to page 11, table 2.5 regarding male/female life expectancy at birth for Brinnington and Stockport Central which was a concern given the disparity with other areas. It was noted that the statistics were quite stark but that they were driving the work to tackle the challenges and to help provide communities to live the best lives that they can. It was further noted that there were initiatives in place in the communities that were affected.

·       There was a further concern raised on the figures following the winter fuel allowance cut. In reply, it was noted that these figures would be regularly brought to the Board to monitor any changes.

·       It was highlighted that workplace health checks as part of a pilot to help improve the health of the workforce in Stockport which would support the workforce overall.

 

The Chair on behalf of the Board expressed its thanks for the detailed and well-presented report which would have strong implications for residents in Stockport.

 

RESOLVED - That the report be noted.

 The report shares the key findings of the needs assessment with the Health and Wellbeing Board in relation to drug and alcohol use.

 

The Board is asked to consider the report and provide any feedback on it.

The Director of Public Health submitted a report (copies of which had been circulated) regarding the key findings of the needs assessment undertaken in relation to drug and alcohol use.

 

The following comments were made/issues raised:

 

·       Clarification was sought regarding the different agencies and organisations supporting those who were dependent on drugs and alcohol, and how that resource was focussed given the number of separate organisations. It was highlighted this was a key point around this work to help ensure discussions are collated on this topic. There was also a drug and alcohol stakeholder group which brought together different partners on these issues. 

·       It was noted that there had been lots of discussion at the Trust on this report and it was highlighted that there needed to be investment for the commissioning to expand alcohol related services. It was noted that this report was a good evidence base for this work to expand the current services where possible.

·       The Board enquired about the higher number of self-referrals compared to national figures. It was noted that this could be down to the information available to individuals, but this was hard to determine for definite.

 

RESOLVED - That the report be noted.

To consider a report of the Director of Public Health.

 

The Child Death Overview Panel (CDOP) for Stockport, Tameside and Trafford (STT) report reviews the deaths that have occurred in the 2022-2024 years and reviews any lessons learnt and support provided for those affected.

 

The Board is asked to

 

1.    Note the CDOP 2022-24 main report main report and the associated infographic, and to endorse the recommendations for the coming year.

2.    The Health and Wellbeing Board are invited to review the actions taken as a result of the 2021/22 recommendations.

3.    The Health and Wellbeing Board are invited to agree any further actions needed.

The Director of Public Health submitted a report (copies of which had been circulated) from the Child Death Overview Panel (CDOP) for Stockport, Tameside and Trafford (STT) to review the deaths that had occurred in the 2022-2024 years and reviewed the lessons learnt and support provided for those affected.

 

The following comments were made/issues raised:

 

The Board enquired about whether there were clear links to the specific actions from other programmes of work which would help. It was noted that there was an update on progress within the pack, and if the recommendations of the report were agreed, the actions would be reviewed to ensure they are targeted at the underlying issues appropriately.

 

RESOLVED – (1)That the report be noted.

 

(2) That the associated infographic be noted and the recommendations be endorsed for the coming year.

 

(3) That the actions be noted and taken as a result of the 2021/22 recommendations.

To consider a report of the Director for Adult Social Care.

 

The report provides details relating to the strategy which has been co-produced with partners and represents a five strategy to promote the health, wellbeing and independence of people with learning disabilities within the borough and give people choice and control over their own lives.

 

The Board is asked to comment on and to note the report.

A representative of the Director for Adult Social Care submitted a report (copies of which had been circulated) relating to the strategy which had been co-produced with partners and represented five strategies to promote the health, wellbeing and independence of people with learning disabilities within the borough and give people choice and control over their own lives.

 

The following comments were made/issues raised:

 

·       The Board welcomed the accessibility of the easy-to-read version of the strategy.

·       Clarification was sought regarding the insights through the strategy and whether it would affect the way the Council would commission services. It was confirmed that this would be the case, and there would be a focus on how any changes with social care services would impact those with learning disabilities.

 

The Board thanked those involved in the production of the report and the easy-to-read version.

 

RESOLVED – That the report be noted.

A representative of the Assistant Director for Governance submitted a report (copies of which had been circulated) on the planned agenda items for the future meetings of the Health & Wellbeing Board.

 

The Board requested the need for an update on the current situation with Palliative Care and End of Life Care due to the funding issues experienced.

 

The Chair noted that this would be considered as part of the work programme for future meetings of the Board.
