To approve as a correct record and sign the Minutes of the meeting held on 23 November 2022.

The Minutes (copies of which had been circulated) of the meeting held on 23 November 2022 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

To receive any announcements from the Chair on matters related to the activity of the Board.

To receive an update from the Deputy Chief Executive, Stockport Council.

The Deputy Chief Executive, Stockport Council submitted a report (copies of which had been circulated) which provided an update on the cost of living response.

The following comments were made/issues raised: -

·         Welcomed the package of support available for residents in response to the cost of living and financial concerns.

·         Commented on the excellent work of Stockport Homes and programmes that they delivered.

·         In relation to the warm packs, cost of living offer and information on prepayment metres, concerns were raised around households that were having their energy supply disconnected. It was queried whether the support available identified residents in these circumstances.

·         In response, the Board were informed that officers were working at a Greater Manchester level as the council was aware of the bulk transfer to prepayment meters and work with energy suppliers and magistrates was ongoing to seek alternative solutions. As part of the guidance offer, support was available to signpost residents to money and debt advice, welfare rights and other benefits to ensure residents were receiving all benefits which they were entitled to.

·         It was reported that the issue around pre-payment meters and low uptake of the energy support voucher had been discussed at the Greater Manchester Children’s Board.

·         It was reported that more venues had expressed interest and were seeking funding through the warm spaces programme.

·         It was suggested that information around the pre-payment meters and energy support vouchers was made available at the warm spaces locations.

·         It was noted that the continuation of the current work in response to the cost of living would inform policies to address wider poverty in the longer term.

RESOLVED – That the report be noted.

To consider a report of the Mental Wellbeing System Lead, NHS Greater Manchester Integrated Care.

The report shares key themes from the insights captured from the deaf and disabled community and puts forward recommendations.

The Board is requested support and champion the recommendations within the GM Mental Wellbeing and Disability Report and take the commitments made at Health & Wellbeing Board back to their organisations.

The Mental Wellbeing System Lead, NHS Greater Manchester Integrated Care submitted a report (copies of which had been circulated) which presented the key themes from the insights captured from the deaf and disabled community and outlined a number of recommendations.

The following comments were made/issues raised: -

·         It was noted that a Mental Health and Wellbeing Strategy was being developed in Stockport which was based on a clear needs assessment process, and it was commented that Greater Manchester Mental Wellbeing & Disability Report would provide invaluable insight to inform the strategy and wider neighbourhood work.

·         Welcomed the report and focus on the social model of disability.

·         Thanked colleagues for a comprehensive and informative report outlining the key issues and tangible recommendations.

·         It was noted that residents with guide dogs had reported issues with taxis in Stockport.

·         Welcomed the insight provided in relation to the disproportionate impact of the pandemic on the deaf and disabled community.

·         It was felt that physical and sensory disability area would benefit from greater focus and whether there could be a specific group established to develop this work.

·         It was requested that officers be asked to understand the recommendations presented within the report against current working practices and present the findings to a future meeting of the Board.

RESOLVED – That the report be noted and recommendations supported.

To consider a report of the Director of Strategy.

The report provides an update on the Integrated Care System arrangements and the proposal to formally establish and constitute the One Stockport Health and Care Board (Locality Board) as a hybrid committee to undertake delegations of the GM ICB and local partners such as the Council so that it can proceed to take its own decisions rather than such decisions having to continue to be taken via the ICB’s delegated authority which is in place to the Stockport Place Based Lead (Caroline Simpson).

The Board is recommended to comment on and note the report.

·         It was queried how the Integrated Care System arrangements would positively affect households in poverty and housing and homelessness.

·         In response, it was reported that households in poverty and housing and homelessness impacted on health and wellbeing and in order to measure the difference the Stockport Integrated Care System was making, these indicators formed part of a number of outcomes which had been identified to affect and measure change.

·         It was recognised that all services within the council and partner organisations had a role play in tackling inequalities and improving outcomes.

·           In relation to the reporting arrangements, it was noted that progress would be reported to the Health and Wellbeing Board to provide assurance of the delivery of the One Health and Care Plan.

·           It was requested that an item in relation to the Greater Manchester Integrated Care 5-year Strategy be submitted to the next meeting of the Board.
