The Minutes (copies of which had been circulated) of the meeting held on 14 June 2023 were approved as a correct record and signed by the Chair, subject to the replacement of the word ‘carrier’ with ‘barrier in the fourth sentence of bullet point one of Minute 8 and the following additional bullet point in Minute 10 ‘Integrated Health and Care in Stockport’:-

 

·         It was suggested that pharmacies be placed in the Family Hubs to enable communities to access multiple services in one location.

Membership of the Health & Wellbeing Board

The Board is recommended to give consideration to the composition of the Health & Wellbeing Board with specific regard to the inclusion of a representative of Sector3 for the Voluntary, Community, Faith-based and Social Enterprise (VCFSE) Sector in Stockport.

RESOLVED – That the Council Meeting be recommended to give approval to the amendment of the Terms of Reference of the Health & Wellbeing Board to make provision for the inclusion of a representative of Sector3 within the Membership of the Board to represent the wider Voluntary, Community, Faith-based and Social Enterprise (VCFSE) Sector in Stockport.

Child Death Overview Panel Annual Report pdf icon PDF 182 KB

To consider a report of the Director of Public Health.

 

The Child Death Overview Panel (CDOP) for Stockport, Tameside and Trafford (STT) reviews all child deaths that occur in our three districts so that we can learn why our children die and what as a system we can do differently to prevent this happening, or if that death is inevitable, ensure the child has the best death possible and their family and carers are supported throughout.

 

The report sets out the key 5 recommendations from 2021/22 CDOP annual report and reviews progress against the 8 recommendations for 2019/21.

 

The Board is recommended to:-

 

(1)  Note the CDOP 2021/22 main report and endorse the recommendations for the coming year.

 

(2)  Review the actions taken as a result of the 2019/21 recommendations.

 

(3)  Agree any further actions needed.

The Director of Public Health submitted a report (copies of which had been circulated) presenting the Annual Report of Stockport, Tameside and Trafford’s Child Death Overview Panel 2021/2022, outlining the key five recommendations from the 2021/22 Child Death Overview Panel Annual Report and reviewing the progress against the eight recommendations for 2019/21.

 

The following comments were made/issues raised:-

 

·         Welcomed the report and the proposed recommendations from the 2021/22 Child Death Overview Panel Annual Report, and thanked officers for the progress made in Stockport on the actions agreed as a result of the 2019/21 Annual Report.

 

·         The Board expressed concern in relation to recommendation 8c which encouraged only one embryo to be implanted in IVF procedures, to reduce the risks from multiple births and queried whether the recommendation would limit a person’s chance of a successful pregnancy.

 

·         In response, it was commented that IVF was a sensitive issue and there had been a large amount of work over the last decade completed by the Human Fertilisation and Embryology Authority which had resulted in improvements in the success rates from IVF. It was reported that the best chance of conceiving a healthy child was by having only one embryo implanted and over 80% of IVF cycles now involved one embryo only. IVF clinics were now able to provide individual, tailored statistical analysis for each potential parent setting out their chances of success and the risk associated with multiple births. It was noted that the recommendation aimed to avoid a person thinking that they were doing the right thing by choosing multiple implantation when it wouldn’t improve the chances of a successful outcome. Whilst the person undergoing the IVF procedure would have the choice around the number embryos implanted during the procedure, the recommendation was informed by evidence and it was hoped that the current trend of single embryos being implanted would continue as this was reducing the number of child deaths.

 

RESOLVED – That the Child Death Overview Panel Annual Report for 2021/22 be noted and recommendations be endorsed.

JSNA Analysis - Excess Mortality 2022 pdf icon PDF 1 MB

The report sets out Stockport data about the trends in mortality, and about possible reasons for the excess deaths in 2022.

 

The Board is recommended to discuss the data set out in the report, and consider the implications for health and care services, with this likely meaning continued higher levels of demand for health and care services.

The Director of Public Health submitted a report (copies of which had been circulated) outlining the Stockport data about the trends in mortality, and about possible reasons for the excess deaths in 2022.

 

The Board welcomed the report, thanked officers for the level of detail and evidence provided and noted the importance of the preventative services across Public Health and Adult Social Care. In response, it was commented that the intelligence gathered from the JSNA would be used to inform and design the various programmes of work including health and integration and the ONE Stockport Health & Care Locality Board.

 

RESOLVED – That the report be noted.

To consider a report of the Deputy Place Based Lead, Greater Manchester Integrated Care.

 

This report is the regular update provided to the Health and Wellbeing Board on the work undertaken by One Health and Care Board system leaders to improve health and wellbeing and reduce inequalities in Stockport.

 

The report provides an overview of the work since the last update received by the Health and Wellbeing Board in June 2023.

 

The Board is recommended to note the report and make comments on the progress made by the locality arrangements.

A representative of the Deputy Place Lead, Greater Manchester Integrated Care submitted a report (copies of which had been circulated) providing an overview of the work undertaken by One Health and Care Board system leaders to improve health and wellbeing and reduce inequalities in Stockport since the last update received by the Health and Wellbeing Board in June 2023.

 

The following comments were made/issues raised:-

 

·         It was noted that there was a recent online presentation by and discussion with Stepping Hill Foundation Trust for the Members of the Council of Governors to discuss the Integrated Care System and how the system’s targets, objectives and strategies operate at a Greater Manchester, borough and neighbourhood level.

 

·         It was commented that the knowledge and intelligence of the situation and the life experience of residents at a neighbourhood level was at the core of the work programme.

 

·         It was noted that there was strong programme management in place, with senior responsible officers for each of the four pillars and within the pillars were sub-groups who would provide appropriate contributions to achieve the important work at a neighbourhood level.

 

·         It was stated that the work provided the opportunity to develop a focus on prevention and the involvement of people with lived experience. As an example, the pillar around integrating health and social care to make adult social care more accessible and prevent peoples health and care needs increasing, there was significant work being undertaken to offer people appointments in an integrated way early on in their journey to ensure they were receiving the right advice and information at the right time to make good choices about keeping independent and well for longer.

 

RESOLVED – That the report be noted.

The report provides the first quarterly report from the One Stockport People and Community Voice Engagement Group. It builds on, and brings together, the continual dialogue and engagement of people living in and using local health and social care services in Stockport, as well as the dedicated workforce, which supports bringing local people into the health and care system.

 

The Board is recommended to:-

 

(1)  Note the progress on actions outlined in the Engagement and Communications Framework.

 

(2)  Confirm its approval to the format of this report, in particular the presentation of the engagement information by way of theme as displayed in section four of this update.

The Director of Strategy submitted a report (copies of which had been circulated) providing the first quarterly report from the One Stockport People and Community Voice Engagement Group which built on, and brought together, the continual dialogue and engagement of people living in and using local health and social care services in Stockport, as well as the dedicated workforce, which supported bringing local people into the health and care system.

 

The Board noted that the launch of the Carers and Partnership Board would take place on Friday and there were 40 carers interested in joining which would elevate the voice of carers in the borough and enable them to influence and support in the planning for the future including the development of a Carers Strategy for Stockport.

 

RESOLVED – (1) That the progress on actions outlined in the Engagement and Communications Framework be noted.

 

(2) That the format of the report, in particular the presentation of the engagement information by way of theme as displayed in section four of the update be approved.
