Impacts of COVID-19 on Health and Wellbeing in Stockport - March 2021 PDF 88 KB To consider a report of the Director of Public Health.
The report provides a series of analysis of the impact of the COVID-19 pandemic for Stockport, following an initial report last summer.

Minutes: Jennifer Connolly (Director of Public Health) and Eleanor Banister (Public Health Intelligence and Early Intervention and Prevention Lead) submitted a report (copies of which had been circulated) providing an update on the impact of Covid-19 on Health and Wellbeing in Stockport and highlighted the following: -
· Over 20,000 people have been diagnosed with Covid-19 in Stockport with more than 1,900 people being admitted to hospital as a result. · There have been around 700 deaths so date and around 14% more deaths in 2020 than would have been expected. · 23% of Covid-19 deaths occurred in care homes with mortality levels in care homes in 2020, 55% higher than the average. · 54.7% of the 18+ population in Stockport have had their first dose of the vaccine including 95.2% for people aged 70+, 90.3% for those aged 60-69 and 74% for those aged 50-59.
The following comments were made/issues raised: -
· It was commented that the information was clear and obvious but things needed to be monitored over the next 6-12 months to support individuals and communities who have suffered from long covid or death. · It was also noted that the reality of the figures needed to be in the public domain regarding the hard facts about the impact, death, vaccinations, long covid and hospitalisations relating to Covid-19, but also the staff supporting it.
The Board welcomed the report and thanked Jennifer Connolly and Eleanor Banister for the details.
RESOLVED – That the report be noted.

One Stockport Borough Plan PDF 360 KB To consider a report of the Service Director Strategy and Commissioning.
This report covers how partners across Stockport have approached the development of a shared Borough Plan, including an overview of the insight which has informed the development of the priorities, and introduces a draft Borough Plan for consideration. The draft plan has been shared across Stockport partners.

Minutes: With the consent of the Board this item was considered in conjunction with Item 5, Outline Communications & Engagement Plan – One Health & Care Plan.
A representative of the Service Director Strategy and Commissioning submitted a report (copies of which had been circulated) detailing how partners across Stockport had approached the development of a shared Borough Plan, including an overview of the insight which had informed the development of the priorities, and introduces a draft Borough Plan for consideration.
The following comments were made/issues raised: -
· The Borough Plan focuses on the wider determinants, but what would be the next steps to creating the locality groups to deliver the work-streams as partners going forward to support the Borough Plan. In response, it was stated that the plan does reference the timeline and those discussions would be held in the next 2-3 months. It is intended that the plan would be sued to gather the intelligence and would address some specific work collectively to bring it all together. · It was stated that there should be a narrative with the communities, speaking to them and leading in the discussions to ensure that everyone was in engaged. · It was commented that work needs to be undertaken with the locality boards regarding the structures and outcomes.
RESOLVED – That both reports be noted. |

The following comments were made/issues raised: -
· The Board commended the work that had been done for the SEND community. · It was stated that the information presented was a reflection on conversations previously held to tackle the huge health inequalities across Stockport. · It was noted that there had been positive feedback regarding the changes and improvement from a service user. · It was commented that there was a lot of work going on in the background and the team were working hard to deliver the proposed programme.

To consider a report of the Primary Local Area Contact (LeDeR).
The report provides an updated position against the Clinical Commissioning Group (CCG) contractual key performance indicator (monitored by NHS England/Improvement), and comments on the timeliness of allocation and completion of reviews, recognising the context and impact of the Covid-19 pandemic on delivery of key performance indicators in relation to the LeDeR programme.

· The report outlined the themes and lessons identified in reviews up to 31 December 2020; · Stockport CCG delivered a completion of 89% against the contracted key performance indicators; · The completion of reviews had been more challenging with local staff who provided the information and case notes to inform reviews; · Key themes to inform future action planning included: - o Nutritional needs and oral care in nursing and care homes o Learning disability support and expertise in the acute hospital o Implementation of health passports o Reviews of medication, most notably psychiatric medicines o Learning Disability Annual Health Checks o End of Life Care o Cross agency communication, especially when transferring between services o Application of Mental Capacity Act
It was commented that there has been a maintained focus from the GP Practices regarding the continued focus on learning disability through the GP contract and the team should be thanked who helped identify the population and unifying those lists with a more joint approach.
It was noted that it was good to hear about the recruitment and the investment from the CCG to the specialist roles that would make a difference to people’s lives.
