DC/085010 for the creation of a pair of semi-detached dwellings with associated access, landscaping and car parking on land to rear of 1 Outwood Drive, Heald Green, Cheadle, Stockport as they knew an objector to the application who was present at the meeting to speak against the application by virtue of him having previously been an elected member of the authority.

To consider a report of the Strategic Head of Service (Legal and Democratic Governance and Monitoring Officer).

 

The report provides an update on progress since the last meeting on decisions taken by the area committee, and details the current position on ward flexibility funding and delegated budget.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

It was commented that the Area Committee had previously given approval to the undertaking of a parking survey on Vaudrey Drive, Cheadle Hulme, progress on which was no longer included within the report.  It was requested that the Director of Place Management provide an update on this matter within the next such report to the Area Committee.

The Chair reported that a number of Remembrance Day services would taking place within the area represented by the Cheadle Area Committee in addition to that which was taking place in Stockport town centre on Sunday, 13 November 2022.  Members of the public were advised to check the Council’s website and social media platforms for the specific start times and locations for each of the services.

 

The Chair then reported that members had recently been informed that the NatWest bank in Cheadle had now been scheduled for closure.  Members discussed how the Council might be able to exert its influence to retain a banking facility within Cheadle, including the potential for a ‘Post Office Hub’ that might provide enhanced banking services beyond those found at most post offices.

Neighbourhood policing

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Inspector Martin Baker (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         The number of reported burglaries within the Cheadle area had seen a reduction down to approximately one per week.  A number or arrests had taken place within the locality that may have contributed to this improvement.

·         Crime prevention advice was being proactively offered to those who may be at risk of targeted jewellery theft.

·         There had been a large number of volunteers to take part in the Community Speedwatch initiative, details of which were currently being collated on a force-wide basis.

·         As usual, additional resources were being provided as part of Operation treacle to tackle criminality and anti-social behaviour around Halloween and bonfire night.

·         In response to concerns raised in relation to car-jacking, it was stated that no such reports had been received by the police in the Cheadle area for some time.

 

RESOLVED – That Inspector Baker be thanked for his attendance.

Petitions

To receive petitions from members of the public and community groups.

One petition was submitted with 200 signatories requesting the introduction of traffic lights at the junction of Twining Brook Road and Ladybridge Rod, Cheadle Hulme.

5.(v)

Open forum - COVID Commemoration Fund pdf icon PDF 718 KB

To consider a presentation of the Corporate Director for Corporate and Support Services & Deputy Chief Executive. 

 

Communities across Stockport and the UK came together in the earliest days of the COVID pandemic to provide support and neighbourliness, and this continued throughout the pandemic. 

 

Communities then turned their energy towards commemoration of this period; this happened organically and without statutory intervention.  With this in mind, the Council has used a variety of networks to promote the COVID Commemoration Project and a number of proposals have been received from communities across Stockport. 

 

The Area Committee is recommended to note the report and consider the proposals (if any) for projects within the area represented by the Area Committee.

Doug Holland (Delivery Manager, Communities and Inclusion, Stockport Council) attended the meeting and made a presentation in relation to a number of proposals that had been made by residents as part of the COVID Commemoration Project.  It was noted that to date, no submissions had been made for the area represented by the Cheadle Area Committee.

 

The following comments were made/ issues raised:-

 

·         Further information was requested on the organisations that had already been consulted by the Council within the Cheadle area.

·         Members expressed their willingness to work with officers to formulate proposals in conjunction with local community groups and organisations.

·         It was noted that a wide range of projects had been proposed in other areas, including memorial benches, tree planting, murals and gardens.

 

RESOLVED – That the report be noted.

The report details the findings of a consultation exercise and seeks approval for the introduction of a Moving Traffic Regulation Order (TRO) and removal of traffic calming measures.

 

The Area Committee is requested to consider and recommend that the Cabinet Member for Highways, Parks and Leisure Services approves the removal of the temporary cushions, and experimental order be established as a permanent Moving Traffic Regulation Order (TRO) of 20mph, as shown in Appendix G.

10.

To consider a report of the Director of Place Management.

 

The report sets out the consultation methodology applied by the council, as well as the response, to the proposals to retain a ‘Quiet Lane’ on Bruntwood Lane in Cheadle. The features were introduced as part of a Safe Streets Save Lives campaign to create enhanced opportunity for active travel through the covid-19 pandemic and recovery period.

 

The Area Committee is requested to

 

(1) determine whether to hold discussions with Network Management with regards to priorities for investigation of the locations for additional or wider measures proposed by respondents as part of the consultation process.

 

(2) recommend that the Cabinet Member for Highways, Parks and Leisure Services approves the removal of Quiet Lane signage from Bruntwood Lane and that Bruntwood Lane should not be retained as a Quiet Lane.

RESOLVED – (1) That the Director of Place Management be requested to enter into discussions with ward councillors in relation to the prioritisation for the undertaking of investigations of the locations for additional or wider measures proposed by respondents as part of the consultation process.

 

(2) That the Cabinet Member for Highways, Parks and Leisure Services be recommended to give approval to the removal of Quiet Lane signage from Bruntwood Lane, Cheacdle and that Bruntwood Lane should not be retained as a Quiet Lane subject to suitable alternative signage being provided that provided sufficient warning to users as to mixed-use nature of the highway and the need to take extra care when traversing it.

Highways Maintenance and Local Initiative Report - Footway Surfacing - Hallgate Drive, Pymgate Drive, Motcombe Grove & Pymgate Lane, Heald Green pdf icon PDF 308 KB

To report details proposed highway maintenance schemes on Hallgate Drive, Pymgate Drive, Motcombe Grove, and Pymgate Lane, Heald Green.

 

The Area Committee is asked to consider the proposed maintenance schemes and authorise the Director of Place Management to order the works, to be funded from the Heald Green ward delegated budget at a total cost of £17,900:-

14.

Tarvin Road estate

This item has been placed on the agenda at the request of Councillor David Meller.

The Chair reported that this item had been placed on the agenda at the request of Councillor David Meller.

 

Councillor Meller reported that a number of residents on the Tarvin Road Estate had expressed their frustrations in relation to vehicles being parked on the highway which frequently caused an obstruction to the free flow of traffic through the area.

 

It was requested that the Director of Place Management contact Mosscare Homes which provided much of the housing on the estate with a view to encouraging them to make provision for new or improved off-street parking within the locality.

 

Councillor Meller also highlighted similar issues on Abbey Road, Cheadle where parking was taking place on the grass verges which meant that routine maintenance of the verges could not be undertaken.  It was suggested that consideration could be given to the potential for the removal of some verges to provide additional parking capacity and that the awaited grass verge maintenance policy should be published as soon as possible.

 

RESOLVED – That the Director of Place Management be requested to investigate the issues raised as part of this item.
