A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the position on the ward delegated budgets.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to include the originating date of requests for traffic schemes in future reports.

The Chair advised the Area Committee of the Stockport Local Fund for local activities and projects which supported ideas that made a difference in neighbourhoods by offering funding from £200 to £10,000.

 

The meeting was also advised of the Council’s decision to show the Football World Cup semi-final on a big screen in St. Peter’s Square in the town centre on 11 July 2018.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Paul Clarke (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issuers raised:-

 

  • The damage and inconvenience of motorists parking on grass verges was raised.
  • It was highlighted that there were certain locations where the vegetation was overgrown and needed cutting back each year,
  • The speed restriction sign needed replacing at the entrance to the Council owned car park at Heald Green Medical Centre.
  • A directional sign to Gatley in the vicinity of Finney Lane, Heald Green needed to be turned round the right way.
  • The trees on Lavington Avenue, Cheadle needed maintaining.
  • The issue of pigeons nesting in the roof of the Queens Gardens sheltered housing scheme for the elderly was raised.

 

RESOLVED – That Paul Clarke be thanked for his attendance.

Manchester Airport - Draft Noise Action Plan 2019-2023

This item has been placed on the agenda at the request of Councillor David Meller

David Foote and Adam Freeman from the Environment Team at Manchester Airport attended the meeting to advise the Area Committee of the Noise Action Plan (2019-2023) consultation draft and the supplementary information which had been prepared.

 

The Noise Action Plan was a five year plan to assess, consider and manage aircraft noise around the airport and was a legal requirement under a European Union directive. It was also a key part of delivering broader UK Government noise objectives that were to limit and, where possible, reduce the number of people in the UK significantly affected by aircraft noise. The consultation closed on 21 August 2018.

 

 The following comments were made/issued:-

 

  • What the balance was between the number of aircrafts and noise levels, and the effect of the changes in wind direction.
  • Whether the loopholes had been tightened up with EU legislation.
  • The effect of aircraft noise on housing was raised and the planning conditions used to minimise the effect on householders. It was pointed out that the draft Noise Action Plan document was not a planning document.
  • A Member raised how the consultation on the Noise Action Plan could be fed into the planning process as, for example, noise affected the potential for land to be developed. It was felt that the Planning Department needed to work with Manchester Airport on such issues.
  • There were links in the document to who residents should contact with regard to insulation, double glazing, noise, insulation and re-roofing etc.
  • Once the plan had been published, Manchester Airport had an obligation to publish a summary electronic version which was no longer than ten pages.
  • Heald Green Ward Councillors reported an increase in enquiries from residents observing aircraft taking off early in the morning.
  • Earlier take off times could be communicated by Manchester Airport by other means, for example twitter.
  • Heald Green Ward Councillors requested that copies of the document be sent to local libraries. Elderly residents had found the online  consultation paper difficult to comprehend.
  • Reference was made to the document published last year on Manchester Airport’s corporate social responsibilities.

 

RESOLVED – That David Foote and Adam Freeman be thanked for their attendance.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) providing a review of the operation of the Borough-wide funding arrangements for the Ward Flexibility Fund for the 2017/18 Municipal Year.  The report also outlined the arrangements for the operation of the fund for 2018/19 and sought comments on possible future funding models for the Borough-wide fund for 2019/20 and beyond.

To consider an application from the Stockport Carnival Committee seeking funding toward the cost of the carnival.

 

The Cabinet Member for Reform & Governance, following a recommendation of the Borough-Wide Funding Group has already awarded £600. The Group recommended that the application be submitted to all area committees for them to consider whether they wished to make an award toward the remainder of the request.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Area Committee to consider the initial subject area from which to invite applications and the criteria, guidelines, maximum grant and possible priority for new initiatives for monies made available for distribution from the Brookfield Park Shiers Family Trust in accordance with the previous decision of the Area Committee at its last meeting.

 

At the meeting of the Area Committee held on 5 June 2018 Members had agreed that £35,000 from the Trust be allocated and further consideration given to supporting voluntary groups for children and young people, young carers, addressing loneliness amongst children and young people, and supporting sports groups for people of all ages.

 

A Member suggested setting aside, for example, £10,000 from the allocated amount for the possibility of two larger grants of £5,000.

 

RESOLVED – (1) That the decision of the Area Committee held on 5 June 2018 be reaffirmed.

 

(2) That the sub-group previously established to consider applications for funding from the Brookfield Park Shiers Family Trust, comprising one Councillor from each of the three Wards in the Cheadle area, be reconvened in order to oversee the process and consider applications received for funding.

 

(3) That authority to make any grants be delegated to the Democratic Services Manager, in consultation with the Chair of the Area Committee and members of the sub-group referred to in (2) above.

The report sets out the results of an investigation into parking issues on Neal Avenue/Eastleigh Road, Heald Green as residents have complained that drivers of vehicles are leaving their vehicles parked up for the day whilst they use the nearby Heald Green Railway Station or for long periods of time whilst they go on business trips/holiday from the airport.

 

The Area Committee is recommended to approve the statutory legal advertising of the Traffic Regulation Order set out in Appendices A and B of the report, shown on Drawing Nos. NM8-5021-02 and NM8-5021-03, and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

The report sets out a request from the Heald Green Ward Spokesperson to purchase and manage a SID to be used exclusively in that ward. This report also sets out the costs of purchasing and managing the upkeep of this additional sign.

 

The Area Committee is requested to decide what action they wish to take with regard to the purchase, erection and management of a Speed Indication Device sign for the exclusive use within the Heald Green Ward.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out a request from the Heald Green Ward Spokesperson to purchase and manage a mobile Speed Indication Device to be used exclusively in that ward. The report also set out the costs of purchasing and managing the upkeep of this additional sign.

 

 RESOLVED – (1) That approval be given to the principle of the purchase and the subsequent installation and maintenance of a mobile speed sign for use within the Heald Green Ward, but that the number of different locations and frequency where it will be sited and therefore the recurring annual costs, be delegated to the Corporate Director for Place Management and Regeneration, in consultation with the Heald Green Ward Councillors.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide a timetable for the use of the Mobile Speed Indication Devices in the Cheadle area.

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor David Meller.

 

Councillor Meller requested the Area Committee to consider whether there was any other measures which were within the powers of the Council to help combat the problem of parking on pavements.

 

RESOLVEDE – That Traffic Services be requested to gather more information on the problems caused by motorists parking on pavements from organisations such as United Utilities, the Fire Service, Total Local Company’s refuse collection service and Disability Stockport, and report back to Members of the Area Committee.
