Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 21 June 2011 were approved as a correct record and signed by the Chair, subject to the last bullet point of Minute 7(i) ‘Neighbourhood Policing’ being amended to read ‘Bulkeley Road’ instead of ‘’Buckley Road’.

To consider a report of the Democratic Services Manager.                         

                     

The report provides an update on progress on decisions taken by the Area Committee since the last meeting and details the current position on area flexibility funding.

 

The Area Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – (1) That the report be noted.

 

 (2) That the Service Director (Place Management) be requested to investigate the removal of signing following the pelican upgrade work in Gatley Village local centre.

Community Engagement

5.(a)

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

Minutes:

The Chair advised that the Bowmen of Bruntwood Archery Club were holding an open day to which all Members of the Committee were invited.

 

The Committee debated whether to hold a Pride of Cheadle Awards event along similar lines to those held in other parts of the borough.

5.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Mark Shaw (Police Community Support Officer) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           the downward trend in crime in the part of Cheadle Hulme up to the boundary at Albert Road.

           Preventing  access through Brookhead Arcade as a result of anti-social behaviour problems in the area.

           The movement of anti-social behaviour out of the centre of Gatley towards Hawthorn Road.

           Under-age drinking in the centre of Gatley.

           Young people congregating at Gatley Carrs.

           Young people gathering at the end of Belmont Road.

 

RESOLVED – That Mr Shaw be thanked for his attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

 

Minutes:

One public question was submitted requesting the reinstatement of the double yellow lines at the end of Warren Avenue/Gatley Road in Cheadle.

 

RESOLVED – That the issues referred to in the question be referred to the Service Director (Place Management) for investigation

5.(d)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

(a) David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

  • the condition of the site of the former Tatton cinema and the serving of the Section 215 Notice dealing amongst other things with untidy land, removal of fly posting, the removal of grafitti and the fencing off of the rear of the site.
  • The handling of clinical waste at the recycling centre at Heald Green Centre on Outwood Road.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

Chris Yuille (Streetscene Co-ordination Manager, Solutions SK) attended the meeting to answer questions from Councillors and members of the public in relation to highway issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           The theft of gulley covers on St. Ann’s Road North in Heald Green.

           Insurance issues governing the use of plastic traffic cones to indicate where a gulley cover has been stolen and a request to see the policy statement.

 

RESOLVED – That Chris Yuille be thanked for his attendance.

Minutes:

A representative of the Democratic Services Manager submitted a petition received from residents of Greenvale Drive, Cheadle requesting permit parking, and residents of Outwood Drive, Heald Green requesting the extension of the yellow lines and that the drive becomes parking for ‘Residents Only’.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for consideration

This report seeks approval for alterations to the end of Ernest Street to facilitate access to the site for fire authority vehicles, enabling compliance with building regulations.

 

The Area Committee is requested to approve the highway works and authorise the completion of a Legal Agreement under the Highways Act 1980 to manage the completion of the works.

A representative of the Service Director (Environment) submitted a report (copies of which had been circulated) seeking approval for alterations to the end of Ernest Street to facilitate access to the site for fire authority vehicles, enabling compliance with building regulations. The Committee was advised that planning permission, reference DC046221, had been granted on 7 April 2011 for the variation of planning conditions imposed on permission reference DC041454.

 

RESOLVED – That approval be given to the highway works on Ernest Road, Cheadle and  authorisation be given to the completion of a Legal Agreement under the Highways Act 1980 to manage the completion of the works.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Environment) detailing a proposed scheme for Wensleydale Avenue, Cheadle.

 

RESOLVED – That the following be approved:-

 

Wensleydale Avenue, Cheadle

Full length

 

To remove existing paving flags along the entire length of the footway and replace with bitmac at an approximate cost of £13,600 from the Area Committee’s Highway Maintenance and Traffic Management delegated budget (Cheadle and Gatley ward allocation).

Representatives of the Chief Executive, Stockport Homes Ltd. submitted a report (copies of which had been circulated) providing an update on progress on the delivery of Stockport Homes’ Neighbourhood Action Plans. Neighbourhood Action Plans were used by Stockport Homes to bring together a holistic plan, a range of housing issues and wider sustainability issues that impact on the quality of life for residents living in neighbourhoods, such as the quality of the local environment, anti social behaviour, community safety, worklessness and help to identify future investment.

 

The following comments were made/issues raised:-

 

           The work carried out by Stockport Homes with regard to worklessness was very impressive.

           The work with Highways Services to improve the condition of the surface of roads and pavements in the Cheadle area.

           The diversionary activities taking place in those areas of Cheadle Hulme which are Priority 2 areas and the assistance given by Stockport Homes to help groups bid for sports development activities.

           The fencing work carried out near to the flats on Avon Road in Heald Green was very impressive, but the garages nearby needed repairing.

           The transformation of the Oak Road estate in Cheadle which has also been helped by the building of a multi-use games area in the local park.

           The needs of tenants with disabilities when bathroom modernisation programmes were being carried out.

           The use to Members of knowing how many Stockport Homes’ properties were in each Ward.

 

RESOLVED – That the report be noted.

11.

Use of Commuted Sums in the Cheadle Area pdf icon PDF 21 KB

To consider a report of the Service Director (Communities)               

 

This report details proposals for the use of new commuted sums for play provision in the Cheadle Area and locations of the play areas where these sums are to be spent.

 

The Area Committee is recommended to determine and give approval to the allocation of commuted sums, as detailed in the report and appendix, as follows:-

 

(1)       The use of £11,678.91 towards the provision of new equipment at diamond Jubilee Recreation Ground, Cheadle

(2)       The use of £669.24 towards the new junior play equipment at East Avenue Recreation Ground, Cheadle Hulme

(3)       The allocation of the sum at paragraph 2.2 as detailed in the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing proposals for the use of new commuted sums for play equipment in the Cheadle Area and proposed locations of the play areas where the sums are to be spent.

 

RESOLVED – (1) That approval be given to the use of £11,678.91 towards the provision of new equipment at Diamond Jubilee Recreation Ground, Cheadle and that it be investigated if this could be used for teenage children.

 

(2) That approval be given to the use of £668.24 towards the new junior play equipment at East Avenue Recreation Ground, Heald Green.

 

(3) That the sum of £501.93 identified in paragraph 2.2 of the report be allocated for use at Brookfield Recreation Ground.
