The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Johanna Smith (Public Realm Manager) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

.

The following comments were made/issues raised:-

 

  • The proliferation of fly tipping notices at major traffic light junctions in the Cheadle area needed addressing in particular at the junction of Manchester Road and Stockport Road, Cheadle and at the junction of Finney Lane and Wilmslow Road, Heald Green.
  • Rubbish had been deposited on the banks of the waterway near to the junction of Stockport Road and Councillor Lane, Cheadle. It was requested that this issue be reported to the Environment Agency.
  • The hedge at the junction of Outwood Road and Wilmslow Road, Heald Green needed cutting back as it restricted use of the footway.
  • Incidents of clothes’ recycling bins being rummaged through in Cheadle District Centre had been reported.

 

RESOLVED – That Johanna Smith be thanked for her attendance.

Outline Application (all matters reserved except access) for the demolition of the Chadderton building, Orchard/Wainwright/Hydrotherapy/Care block, Dockray building, part of existing college, 1 Scout Hut and 1 garage block, and erection of new campus facilities (Use Class D1/D2 – Reception, Family Assessment Units, Family Support Services, Administration/Training/Storage Facility, Sports Hall and Pavilion) with associated infrastructure, parking, landscaping and ancillary works.

 

Outline Application (all matters reserved) for the erection of up to 325 dwellings (Use Class C3) in northern fields with associated infrastructure, parking, access, landscaping and ancillary works.

 

The Area Committee is requested to recommend the Planning and Highways Regulation Committee to grant planning permission subject to conditions; the completion of a Section 106 legal agreement securing the heads of terms set out in the report and the application having first been referred to the Secretary of State to give him the opportunity to call in the application for his own determination should he wish to do so.

RESOLVED - That the Planning and Highways Regulation Committee be advised that:-

 

·         the Committee should carefully consider the appropriateness of the size and budgeted cost of the proposed Transformation Project with some Members stating that further information was required.

·         the Transformation Project would not benefit local people.

·         the traffic and transport infrastructure provision in the area needed further assessment.

·         the Area Committee accepts that the Seashell Trust is a very special school that is highly regarded and does very good work and should be supported within reason.

·         the loss of Green Belt is of concern and the Planning and Highways Regulation Committee must ensure that an appropriate balance is struck between the protection of the Green Belt and the needs of children and young people at the Seashell Trust.

·         the Committee is recommended to undertake a site visit in order to assess the overall impact of the proposed development.

Currently the A555 Manchester Airport Eastern Link Road is being constructed and prior to completion the Traffic Regulation Orders as described in this report are to be legally advertised and recommended to be implemented to support the new carriageway.

 

The Area Committee will be invited to consider the proposals and recommend to the Cabinet Member for Communities & Housing that she approve the measures contained in the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an overview of the pre-existing Highways Advertising arrangement and detailing proposals for the introduction of additional boundary signage for the purposes of identifying additional boundary locations with an accompanying potential for Highway Advertising.

 

The following comments were made/issues raised:-

 

·         What would happen when the boundary to a district centre was also the boundary to the borough.

·         It was proposed that there should be no mention of the towns with which Stockport was ‘twinned’.

·         The sponsorship of the signs by local companies would be time limited on a contractual basis and in accordance with the Council’s policy on this issue.

 

RESOLVED – That the report be noted.

The report sets out a proposal to extend the No Waiting At any Time restrictions on part of Coniston Road, Gatley.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

The Area Committee is recommended to approve the statutory legal advertising of the Traffic Regulation Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out the findings of a consultation exercise and seeking approval for the introduction of a Traffic Regulation Order for a Residents Permit Parking Scheme and No Waiting At Any Time parking restrictions on Jackson Street, Platt Street and Cromer Road, Cheadle.

 

It was reported that Traffic Services had been contacted by residents of numbers 73-81 Stockport Road which were situated immediately around the corner from Jackson Street requesting that they be issued with a permit for residents’ parking. Following consideration of this request, Officers were now requesting that those residents be also included within the proposed Residents Permit Parking Scheme, but for this to take place the Council would have to amend the existing Traffic Regulation Order to remove lengths of No Waiting At Any Time but still keeping 10 metres length to protect the junction.

 

The Area Committee was reminded that under the Council’s current policy each household within the proposed ‘Residents Permit Zone’ would be eligible to apply for three permits.

 

RESOLVED – (1) That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the Traffic Regulation Order as set out in the report but amended to include the effect of including numbers 73-81 Stockport Road in the Residents Permit Parking Scheme, at an approximate cost of £1,850 to be funded from the Parking Budget.

 

(2) That subject to no objections being received within twenty one days from the advertisement date, the Order be made.
