HATstock

An Officer from Stockport Museums will attend the meeting to make a short presentation about HATstock which will take place at the Hat Works on 25 March 2017.

HATstock

The Chair introduced Bronwyn Simpson from the Stockport Museums service who attended the meeting to make a short presentation about the HATstock event which would take place at the Hat Works Museum, Stockport at 10.00am on 25 March 2017.

The HATstock event would include short talks from a diverse range of speakers which would be of interest to people interested in the hatting industry, fashion and social history enthusiasts; a millinery showcase entailing an exhibition of hats and an opportunity to meet the milliners who have created them; guided tours of the museum’s machinery floor and the opportunity to purchase millinery supplies.

RESOLVED – That Ms Simpson be thanked for her attendance and presentation.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

One public question was submitted.by a member of the public who was not present at the meeting. The Chair advised that, in accordance with the Code of Practice, a written response would be provided to the questioner, with a copy to all Members of the Area Committee.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Karen Barnes and Stuart Bingham (Public Realm Inspectors) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

The following comments were made/issues raised:-

·         there had been a significant amount of rubble left by builders behind the shops on Castle Street, Edgeley which needed removing.

·         the Davenport and Cale Green Ward Councillors requested an update of the situation regarding the length of fencing on Garners Lane, above the car park for Davenport Station, which had been damaged in late October 2016. Subsequently it had also been reported that the vegetation in the area was now overhanging into the carriageway.

·         the cleanliness of the passageway between Culver Road and Rostrevor Road, Stockport needed to be continually monitored.

To receive petitions from members of the public and community groups.

A representative of the Democratic Services Manager submitted a petition containing twelve signatures requesting that parking restrictions be implemented on Oak Tree Close, Stockport, at its junction with Curzon Road.

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

To consider a report of the Corporate Director for Place Management & Regeneration.

 On the 13th September 2016, extreme rainfall events hit parts of south west England and the south Pennines, with significant flooding observed across Greater Manchester, Cheshire, Staffordshire, and also in parts of west Cornwall.  The rainfall event significantly affected Stockport, with the borough receiving approximately 44% of its total monthly rainfall in just one day. Leading up to this day Stockport had experienced a period of warm dry weather and as a result ground conditions were not saturated and water levels within the local watercourses were quite low. However, the volume and intensity of rainfall overloaded the local drainage system, causing surface water flooding throughout large parts of the borough.

This report presents the various aspects of the flood events in September and specifically incorporates a draft Independent Section 19 Investigation Report in accordance with the Flood & Water Management Act (FWMA) on the investigation into the flooding events undertaken by Jacobs Consulting Engineers.

The Area Committee is recommended to comment on the draft Jacobs Section 19 Report for the September 2016 floods in Appendix A and recommend that the Executive approves the final report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing the opportunity for Councillors and members of the public to comment on the Council’s response to the extreme rainfall event which had occurred on 13 September 2016, as well as on the draft Independent Section 19 Investigation report.

A representative of Jacobs consultants also attended the meeting to respond to Members’ questions.

The following comments were made/issues raised:-

·         The key roads which had been flooded in the Davenport and Cale Green Ward were Countess Street, Clover Avenue, Culver Road, Kennerley Road and Adswood Road, Stockport. Ward Councillors asked to be kept informed of the results of the condition surveys carried out at these roads and requested that a report be submitted to a future meeting of the Area Committee when Network Rail had completed its investigations into the flooding at Clover Avenue, Culver Road and Adswood Road. A Member also enquired whether there would be ongoing maintenance of these roads.

·         The Brinnington and Central Ward Councillors enquired whether any further investigation would be carried out at the properties affected on Essex Road, Brinnington in order to ascertain whether the problems could occur again or whether mitigation measures could be carried out.

·         A Member requested clarification when the investigation at St..Lesmo Road, Edgeley would be taking place and by which organisation.

·         The mapping of the culverts in Stockport was raised. It was clarified that culverts could only be mapped if it was know that they existed or if a problem arose.

·         In response to a Member’s question, the representative of Jacobs consultants advised that the flooding in September was mostly attributable to United Utilities’ public sewer system. United Utilities had subsequently removed what blockages it could from the system.

·         Members supported the recommendation from Jacobs consultants that United Utilities should ensure effective communication with the Council regarding flooding events/potential flood issues. This would enable Councillors to communicate with local residents as effectively as possible.

RESOLVED – (1) That the report be noted.

(2) That a report be submitted to a future meeting of the Area Committee when Network Rail had completed its investigations into the flooding at Clover Avenue, Culver Road and Adswood Road, Stockport.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report outlines the current review of the Rights of Way Improvement Plan (ROWIP) and provides an opportunity to comment on the current state of the Rights of Way network.  This is part of the ongoing consultation reviewing the Council’s current ROWIP. To do this, the Council wants to know what people think of the current Rights of Way network and their priorities on how it could be improved. The ROWIP review is looking at all off road walking, cycling and equestrian routes in Stockport and it is not limited to recorded Public Rights of Way.

The Area Committee is recommended to comment on the current provision of off road facilities in the borough to assist in the development of the future Rights of Way Improvement Plan.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing the ongoing consultation reviewing the current Rights of Way Improvement Plan and seeking comments on the current provision of off road facilities in the borough to assist in the development of the future Rights of Way Improvement Plan.

Members highlighted the importance of existing public rights of way being maintained through the community payback scheme.

To consider a joint report of the Corporate Director for Place Management and Regeneration

The report asks the Area Committee to consider whether to dedicate a bridleway over a section of land at Wilkinson Road, Heaton Norris and on an unnamed path that links with Church Road, as shown on the plan attached to the report.

The Area Committee is recommended to:-

(i)        Authorise the dedication of a bridleway over the section of the route between points A – B - C, as shown on the plan at Appendix 1.

(ii)       Authorise the dedication of a footpath over the section of the route between points B – D, as shown on the plan at Appendix 1.

(iii)      Authorise the making of a footpath creation order in respect of the section of the route between points D – E, as shown on the plan at Appendix 1.

The Executive Councillor (Communities and Housing) is recommended to approve the planting of a vegetation screen on Belmont Way.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding proposals for a noise barrier for Belmont Way as part of the Town Centre Access Plan. It had originally been proposed to implement a close boarded timber fence barrier which had been the subject of consultation, but it was now proposed to plant a vegetation screen instead.

RESOLVED - (1) That the Executive Councillor (Economy and Regeneration) be recommended to approve the planting of a vegetation screen on Belmont Way, Stockport, to be met by funding from the Town Centre Access Plan.

(2) That the Corporate Director for Place Management and Regeneration be requested to advise local residents of the proposed revision to the noise mitigation measures on Belmont Way, Stockport.

To consider a report of the Corporate Director for Place Management and Regeneration

The report seeks comments from the Area Committee regarding the Moving and Waiting/Loading Traffic Regulation Orders associated with the Town Centre Access Plan (TCAP) Schemes 102, 103 and 602 on St Marys Way between Newbridge Lane and Hall Street and on Newbridge Lane (between St Marys Way and New Zealand Road).

The Area Committee is requested to comment on the report and recommend the Executive Councillor (Communities and Housing) approves the legal advertising of the Traffic Regulations Orders detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

The report sets out a proposal to revoke the Pay and Display parking on the lower level of Stopford House car park, introduce staff permit parking between Mondays – Fridays, and reintroduce pay and display parking on Saturdays and Sundays.

·         to revoke Pay and Display parking on the lower level of Stopford House car park and consequently approve the legal advertising of the removal of the reference to Stopford House Lower Level in Schedule 1 to the Metropolitan Borough Council of Stockport (Off-Street Parking Places) (Consolidation) Order 2005.

·         to introduce staff permit parking on the lower level of Stopford House (Mon – Fri) and reintroduce pay and display parking on Saturdays and Sundays.

·         in the event that no objections are received to the proposals, to authorise the making of an order reflecting these proposals.

(2) That staff permit parking on the lower level of Stopford House (Monday – Friday) be introduced and pay and display parking reintroduced on Saturdays and Sundays.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out a proposal from Life Leisure, working in partnership with the Alexandra Skatepark Association and the Greenspace Team, to hold the opening celebration of the skate park in Alexandra Park between 9.00am-5.00pm on Sunday 30 April 2017.

The Area Committee is recommended to approve the application.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated)  regarding an application from Life Leisure, working in partnership with the Alexandra Skatepark Association and the Greenspace Team, for the opening celebration of the skate park in Alexandra Park on 30 April 2017.

RESOLVED – That the application from Life Leisure, working in partnership with the Alexandra Skatepark Association and the Greenspace Team, for the opening celebration of the skate park in Alexandra Park between 9.00am and 5.00pm on 30 April 2017 be approved, subject to the music which will be played being kept to a level which cannot be heard from the properties at the boundary of the park.
