The Minutes (copies of which had been circulated) of the meeting held on 1 October 2015 were approved as a correct record and signed by the Chair.

(a)  The local Public Realm Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

(b)   Pavement fronting the shops on Cuddington Crescent, Stockport

This item has been placed on the agenda at the request of Councillor Elise Wilson.

(a) Jacky Budd (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

The following comments were made/issues raised:-

·         Graffiti problems and the problems resulting from young people smoking cannabis in St. Thomas’ Park were reported and it was requested that the Community Safety Unit of the Council and Police Community Support Officers be made aware of these issues.

·         A Member asked for information about the specific locations of where the incidences of fly tipping and waste presented incorrectly had occurred in the Edgeley and Cheadle Heath Ward.

·         The rocking manhole cover belonging to United Utilities had now been replaced on Edgeley Road near to the junction of Dale Street and United Utilities were scheduled to replace the rocking covers on Edgeley Road at the junction with Alandale Road. A Member requested information on how long the utility companies had to repair a cover once they had received a Section 81 notice.

RESOLVED – That Jacky Budd be thanked for her attendance.

(b) Pavement fronting the shops on Cuddington Crescent, Stockport

A representative of the Democratic Services reported that this item had been placed on the agenda at the request of Councillor Elise Wilson.

Councillor Wilson reported that she had observed the markings on the pavement in front of the shops on Cuddington Crescent, Stockport but requested confirmation that the road next to it, the opposite pathway and the footpath around the play area would also be included in the inspection and works order. A number of residents, including children, used this area as a route to the shops and play area.

RESOLVED – (1) That a representative of the Corporate Director for Place Management and Regeneration be requested to respond to Councillor Elise Wilson on the issues raised.

(2) That a report be submitted to the Area Committee once it had been agreed which parts of the area in the vicinity of Cuddington Crescent are the responsibility of the Council and which parts the responsibility of Stockport Homes.

No petitions were submitted.

In accordance with the Code of Practice no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out a proposal to remove the grass verge and construct 0.5m bitmac strip along the kerb outside 16-18 Mayorlowe Avenue, Brinnington.

The Area Committee is recommended to support the maintenance scheme outlined in the report and authorise the Corporate Director for Place Management and Regeneration to order the work.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal to remove the grass verge and construct a 0.5 metres bitmac strip along the kerb outside 16-18 Mayorlowe Avenue, Brinnington.

RESOLVED – That approval be given to the removal of the grass verge and construct a 0.5 metres bitmac strip along the kerb outside 16-18 Mayorlowe Avenue, Brinnington at an approximate cost of £1,150 to be funded from the Area Committee’s Delegated Budget (Brinnington and Central Ward allocation).

To consider a report of the Corporate Director for Place Management and Regeneration

The report provides an opportunity for the Area Committee to comment on the proposed Stockport Town Centre (TCAP) Phase 2 schemes and also provides an update on the progress with the Phase 1 schemes.

The Area Committee is requested to comment on the proposed schemes to be included in the Town Centre Access Package Phase 2 final business case.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) and made a presentation on the proposed Stockport Town Centre Access Plan (TCAP) Phase 2 schemes and also provided an update on the progress with the Phase 1 schemes. TCAP was one of the Greater Manchester Growth Deal major transportation schemes. The package of schemes was designed to improve access and connectivity to and around Stockport town centre by all modes of transport. The total package had a budget allocation of £73.2m.

The following comments were made/issues raised:-

·         Whether there were any plans to resurface Welkin Road, Bredbury particularly if it was to be used as a cycleway.

·         Whether it was anticipated that any archaeological remains would be discovered as had been case on the Redrock site.

·         Whether the Friends of Woodbank Park had been consulted on the new bridge with viewing galleries across the River Goyt to link Woodbank Park with access to Woodley and the Town Centre, and the shared-use (pedestrian/cycle) route from the south side of the new bridge to the exising cycle track in Woodbank Park.

·         A lot of facilities in the package were designed for pedestrians and cyclists. There was scope in Stockport to improve facilities for cyclists as part of the Cycle City Ambition Grant Programme and the aim was that the cycle routes would eventually join up.

RESOLVED – That a report on the outcome of the consultation be submitted to the meeting of the Area Committee on either 17 December 2015 or 11 February 2016.     

To consider a report of the Corporate Director for Place Management and Regeneration

The report provides an update on progress with the development of the proposed transport interchange scheme in Stockport.

The Scrutiny Committee is requested to comment on the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) and made a presentation providing an update on progress with the development of the proposed transport interchange scheme in Stockport.

Tim Lawton from Transport for Greater Manchester attended the meeting for this item.

The replacement of the existing bus station in Stockport Town Centre by a Transport Interchange was recognised to be a key element in the overall masterplan for improving the town centre. The Stockport Interchange Scheme had been identified as a Greater Manchester priority for delivery as part of the Greater Manchester Local Transport Plan and funding for the scheme had been identified in the Greater Manchester Growth Deal with an allocation of £41.7m for delivery between 2015 and 2020.  Transport for Greater Manchester was the lead authority for the project and was working in partnership with the Council on the development of the interchange which included funding for the scheme, improvements to links with the railway station, a new bridge across the river, enhanced public realm in Mersey Square, a cycle hub and associated highway improvements. 

The scheme accommodated the proposals in the Stockport Rail Strategy for Metrolink/tram train in Stockport and the bridge over the River Mersey had been designed to accommodate the potential future needs of Metrolink.

The following comments were made/issues raised:-

·         Whether there was any possibility of a covered walkway on the path from Daw Bank to the railway station. It was reported that discussions had been held by Transport for Greater Manchester with British Telecom regarding acquiring their adjoining land, but British Telecom had not expressed an interest in pursuing this matter.

·         The proposed lift to the A6 from Wood Street would be made of glass and there would be CCTV in the area.

·         The Council and Transport for Greater Manchester were currently exploring potential residential, commercial and other development opportunities which might be appropriate for construction in conjunction with the new interchange. However, the initial planning application would solely be for the interchange.

·         A route for Metrolink was protected with the proposals and there could be a possible stop for a Metrolink service on Swaine Street, Stockport adjacent to the bus station.

RESOLVED – That the Area Committee welcomes the outline proposals for the new Stockport Transport Interchange.

To consider a report of the Corporate Director for Place Management & Regeneration.

Outline planning application seeking approval for means of access for a residential development comprising 27 no. houses and 36 no. apartments.

The Area Committee is recommended to grant planning permission, subject to the imposition of appropriate conditions (including securing affordable housing) and the signing of a Section 106 Agreement in respect of financial contributions for open space and highways.

In respect of plan no. 59009 for an outline planning application seeking approval for means of access for a residential development comprising 27 no. houses and 36 no. apartments at the former Sovereign Rubber Site, Hillgate Industrial Estate, Carrington Field Street, Heaviley, it was

RESOLVED – That the Corporate Director for Place Management and Regeneration be authorised to determine the application, subject to the conditions contained in the report (including securing affordable housing) and an additional condition to manage the keys to the bollards for those people and organisations entitled to access the site via Ward Street, and pending the signing of a Section 106 Agreement in respect of financial contributions for open space and highways.

Erection of 153 dwellings (reserved natters application seeking approval for appearance, landscaping, layout and scale following outline planning permission DC050437).

The Planning and Highways Regulation Committee is recommended to grant planning permission.

(b)  the Planning and Highways Regulations Committee being requested to consider the issues referred to in (a) above, as well as issues relating to the likely impact of the proposal in terms of educational need and the siting and equipping of the Local Areas of Play (LAPs) and Local Equipped Areas for Play (LEAPs).

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) regarding the proposed acquisition of a site from NHS Property Services via Seddon Regeneration in order to facilitate the development of a scheme of residential properties for affordable rent and shared ownership.

RESOLVED – That the Corporate Director for Corporate and Support Services be advised that that the Area Committee supports the proposal, subject to any archaeological remains which may be found on the site being recorded and investigated.

To consider a report of the Corporate Director for Corporate and Support Services

The report sets out a proposal for the Council to acquire a bowling green which is adjacent to a recently developed private care home (Brinnington Hall) as a replacement for a Council owned bowling green that would be lost as a consequence of the construction of a new sports facility which is an integral part of the Brinnington estate regeneration.

The Area Committee is requested to note the contents of the report and provide any comments.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a proposal to acquire two parcels of land from Highways England at nil cost for inclusion in the Gorsey Bank redevelopment.

RESOLVED – That the Corporate Director for Corporate and Support Services be advised that the Area Committee supports the proposal.

The report considers a request from Stockport Harriers to host the North of England Road Relays in Woodbank Park and Vernon Park on 2 April 2016.

The Area Committee is requested to approve the application, subject to a traffic management plan being received.

RESOLVED – That approval be given to the application from Stockport Harriers to host the North of England Road Relays in Woodbank Park and Vernon Park on 2 April 2016, subject to a traffic management plan being received and the users of the public address system having consideration for local residents particularly towards the start of the relays.

RESOLVED – (1) That approval be given to the request from Cancer Research UK to hold its annual Race for Life event at Woodbank and Vernon Parks on 22 May 2016, subject to there being no pets, live creatures or animals being used as prizes on the stalls.

(2) That the Democratic Services Manager be requested to ascertain the Council’s policy on animals and birds at events on Council owned land and either request that the Corporate Director for Place Management and Regeneration prepares a policy or submits a report to a future meeting of the Area Committee on enforcing the policy.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the Area Committee’s Delegated Budget.
