The Minutes (copies of which had been circulated) of the meeting held on 13 June 2019 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

No announcements were made.

Inspector Alex Taylor attended the meeting to report on neighbourhood policing issues within the Central Stockport area. He also reported on recent crime committed in the Central Stockport area.

The following comments were made/issues raised:-

·         The issue of anti-social behaviour around Adder Park in Adswood was raised. Many residents in the area were concerned about the misuse of motor bikes.

·         Members requested details of the new Neighbourhood Watch Officers.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

Four public questions were submitted as follows:-

·         Two questions were submitted with regard to parking proposals for the Davenport and Cale Green Permit Parking Zone.

·         One question was submitted regarding the future use of the former snooker hall building at 287 Wellington Road South, Heaviley.

·         One question was submitted regarding various other traffic and parking issues in the Central Stockport area.

RESOLVED – That the Deputy Chief Executive be requested to arrange for written responses to be sent to the questioners.

To consider a report of the Corporate Director for Place Management and Regeneration

The report presents the findings from a consultation on a proposed improvement scheme for Little Moor and proposes to:-

·         implement a proposed improvement scheme (proposals amended following consultation)

·         a Traffic Regulation Order to prohibit waiting on Hall Street between George Street East and the signal controlled pedestrian crossing on George Street East close to the junction with Hall Street.

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport approves:-

·         the statutory legal advertising of the Traffic Regulation Order detailed in Appendix D to the report and, subject to no objections being received within the statutory period, the Order can be made.

·         the implementation of the updated, proposed improvement scheme in accordance with the drawings in Appendix E.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out the findings from a consultation on a proposed improvement scheme for Little Moor and which proposed to:-

(2) That the Cabinet Member for Sustainable Stockport be recommended to approve the implementation of the updated, proposed improvement scheme in accordance with the drawings in Appendix E to the report.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee.

The following comments were made/issues raised:-

·         Support was given to the community litter pick carried out by the ‘Plasticshed’ community group along the Fred Perry Way footpath at the side of St. Mary’s Way on 6 June 2019.

·         The amount of waste presented incorrectly continued to be a problem, particularly in areas of high density housing where a high proportion of the properties were rented.

RESOLVED – That Mark Calderbank be thanked for his attendance.

In accordance with Code of Practice no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider a report of the Corporate Director for Place Management & Regeneration.

The following development applications will be considered by the Area Committee:-

A representative of the Deputy Chief Executive outlined the procedure approved by the Council for public speaking on planning applications.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report outlines the findings of the review of outcomes tour undertaken on Friday, 5 October 2018 and requests that the Area Committee gives consideration to the arrangements for the 2019 tour.

The Area Committee is recommended to :-

(1)  Comment on and note the findings of the 2018 Annual Review of Outcomes Tour.

(2) Nominate a completed development site to be included on the list of sites to be inspected on the 2019 Annual Review Tour; and

(3) Nominate Members to attend the Annual Review Tour on Friday, 4 October 2019.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the findings of the Review of Outcomes tour undertaken on Friday, 5 October 2018 and requesting that the Area Committee gave consideration to the arrangements for the 2019 tour.

RESOLVED – (1) That the report be noted.

(2) That the following completed development sites be considered for inclusion on the list of sites to be included on the 2019 Annual Review Tour:-

·         Blackberry Point residential development, Brinnington.

·         Viaduct Housing residential development at Charles Street/Carrington Fields, Stockport.

·         Conversion of the former Bow Garrett public house, 199 Brinksway, Edgeley – residential development.

(3) That Councillors Amanda Peers, Charlie Stewart and Kerry Waters be nominated to attend the Tour.

The report sets out a proposal to approve the provision of two bollards to be placed on the footway adjacent to 28 and 30 Aberdeen Crescent, Edgeley to prevent vehicles mounting the pavement.

To consider a report of the Corporate Director for Place Management and Regeneration

The report sets out the results of an investigation into difficulties caused by parked vehicles in the vicinity of Elder Close and Woodlands Drive, Offerton.

A representation of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the results of an investigation into the difficulties caused by parked vehicles in the vicinity of Elder Close and Woodlands Drive, Offerton.

The report sets out objections received to a proposed Traffic Regulation Order for Prohibition of Waiting at the junction of Graham Road and Hillbrook Road, Offerton.

The Area Committee is recommended that the Order be made as advertised.

The Area Committee is recommended to approve the application subject to all appropriate paperwork and licences being submitted to the Council at least one week prior to the event taking place and this being confirmed to the ward councillors.
