Community Engagement

6.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair welcomed to the meeting those councillors who had been newly elected or returned for a further term of office in the Local Elections held on 7 May 2015.

 

It was announced that the Cheadle Hulme Family Market would be taking place on 27 June 2015 between 1.00 pm and 4.00pm at Cheadle Hulme Precinct.

 

It was further reported that the Bramhall Festival was due to take place between 12 and 14 June 2015.

6.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

A representative of the Democratic Services Manager reported that representatives of Greater Manchester Police had been unable to attend the meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to the grant of planning permission for the erection of a new sports pavilion, car and coach park, an all-weather sports pitch and extension to the Junior School at Cheadle Hulme School, Claremont Road, Cheadle Hulme and what measures were being taken to safeguard the area in relation to flood risk, air quality and traffic.

 

A representative of the Corporate Director for Place Management & Regeneration responded that a Flood Risk Assessment had been submitted with the application and a condition had been imposed as part of the grant of planning permission requiring the submission and approval of a scheme to regulate surface water runoff.  It was further stated that there were no conditions in relation to air quality as the site was not within an Air Quality Priority Area.  The Council's Highway Engineer had also concluded that the proposal did not intensify the use of the site and would not give rise to any increase in traffic movements and would improve upon the existing arrangements; contribute towards addressing existing off site difficulties and provide some relief and benefit for residents.  Finally, it was stated that there was no requirement for an Environmental Impact Assessment associated with the development and the Secretary of State had not made any comment to the contrary.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Carolyn Turner (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         Gully cleansing had taken place on the roundabout in the centre of Bramhall Village.

·         A traffic bollard at the junction of Ladythorn Road and Bramhall Lane South had been damaged by a vehicle and required replacement.

·         A manhole cover was loose and causing a noise nuisance as vehicles travelled over it on Carrwood Road near its junction with St Michaels Avenue.

·         Concern was expressed in relation to the quality of the reseeding of the grass verge on Grange Road at its junction with Ringmore Road.

 

RESOLVED – That Carolyn Turner be thanked for her attendance.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

One petition was submitted with 142 signatories relating to a request that the Council give consideration to acquisition of land to the rear of Truro Close, Delfur Road, Bude Close and Padstow Road, Bramhall.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management & Regeneration for investigation with a view to establishing the status of the land in question and the Council’s ongoing liabilities and obligations; and further after having considered the above matters whether it would be practical or prudent for the Council to pursue to the acquisition of the land.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give prompt consideration to proposals to formalise existing parking restrictions in the Church Road/ Woods Lane Car Park, Smithy Green).

 

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing proposals to formalise the existing parking restrictions for the eight short stay (maximum stay-length of two hours) parking bays fronting Church Road in the Church Road/ Woods Lane Car Park, Smithy Green.

 

RESOLVED – That approval be given to the statutory legal advertising of the formalisation of the existing parking restrictions for the eight short stay (maximum stay-length of two hours) parking bays fronting Church Road in the Church Road/ Woods Lane Car Park, Smithy Green and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the Order at a cost of £700 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme South ward allocation).
