Urgent Decisions

To report that the Deputy Chief Executive has taken urgent action under the Constitution to give approval to an application received by the council from Friends of Hesketh Park and Mellor Green for the use of Hesketh Park for their annual Family Barbeque on the 24th September 2022 between the hours of 2.00pm – 6.00pm, setting up and closing down from 10.00am – 7.00pm, subject to all the appropriate paperwork and licences being obtained and submitted to the council at least one week prior to the event taking place.

 

The decision was taken as urgent action as to delay the taking of the decision would’ve provided insufficient notice for the organisers to obtain the necessary paperwork and licenses and as such, the ordinary approval process could not be followed.

The Chair read out a statement relating to the launch of a Warm Spaces project to run from 1st November to 31st March as part of the council’s response to the cost of living crisis and a winter where many would struggle to heat their homes. It was reported that the council were funding VCFSE organisations to provide a warm space, and so far 75, from all areas of Stockport, had applied for a small grant, with most being funded. There would be an interactive map of warm spaces that can be accessed across the borough, including libraries, churches, the funded projects, and community centres. For housebound residents, the council were working with Age UK and Disability Stockport to provide warm packs.

 

It was reported that there would be a market on Saturday 26 November in Cheadle Hulme Precinct and residents were encouraged to attend.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Inspector Matt Delaney (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

 

The following comments were made/issues raised:-

 

·         It was reported that since entering special measures, call handling of 999 calls had improved, with the average answering time decreasing from 1 minute 23 seconds to now an average of 1 second.

·         It was commented that there had been an increase in stop searches, helping to tackle knife crime.

·         It was noted that preventing burglary remained a priority, and Members were advised of the promising news that burglary has dropped from one a day in March 2022 to one a week now which was a significant reduction.

·         Members were advised that Operation Treacle would be back in force over the bonfire night period, and there would be an increase in police presence to tackle anti-social behaviour in the area.

·         Members were asked to encourage residents to be secure and lock up windows and cars, to help with burglary prevention.

·         It was reported that Operation Avro would be taking place on 17th November, where search warrants would be executed, along with community engagement events taking place.

 

RESOLVED – That Inspector Matt Delaney be thanked for his attendance.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair on any matters in the powers or duties of the Area Committee, subject to the exclusions set out within the Code of Practice.

 

Three public questions were submitted as follows:-

 

·         Relating to the agreed 20mph speed limit on Bramley Close and whether a date had been set for implementation.

 

In response, it was noted that the TRO (Traffic Regulation Order) would be implemented by 14th November 2022.

 

·         Relating to pedestrian safety on Bramley Close and suggested that a footpath be considered on both sides of the road to alleviate these concerns.

 

In response, Members commented they were happy to arrange a visit with a Traffic Officer and see if any work could be done within the policies that Stockport Council operates within.

 

·         Relating to the option for to purchase additional bins and whether this system should be reconsidered.

 

In response, Members advised that reducing green bins at properties would reduce the recycling rate and may increase the amount of green waste being placed in black bins. It was also noted that the composted green waste benefits local bakeries within the area.

Open Forum - COVID Commemoration Fund pdf icon PDF 447 KB

To consider a presentation of the Corporate Director for Corporate and Support Services & Deputy Chief Executive.

 

Communities across Stockport and the UK came together in the earliest days of the COVID pandemic to provide support and neighbourliness, and this continued throughout the pandemic.

 

Communities then turned their energy towards commemoration of this period; this happened organically and without statutory intervention.  With this in mind, the Council has used a variety of networks to promote the COVID Commemoration Project and a number of proposals have been received from communities across Stockport.

 

The Area Committee is recommended to note the report and consider the proposals (if any) for projects within the area represented by the Area Committee.

Holly Rae (Head of Strategy and Design) attended the meeting and submitted a presentation (copies of which had been circulated) regarding a community led COVID Commemoration Project which had been promoted by the council and reported that a number of proposals had been received from communities across Stockport.

 

The following comments were made/ issues raised:-

 

·         Members welcomed the proposal for an Orchard at Bramhall Park Walled Garden.

·         It was reported that there was an allocation of £5,000 – £7,000 available per ward, supplied from the local fund, Community Grants allocated budget.

·         It was also reported that a new project for Cheadle Hulme South was being consulted on with the local community groups.

 

RESOLVED – That the report be noted.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of the Drawing Board Productions CIC for a grant of £300 (£100 from Bramhall North, £100 from Bramhall South & Woodford, and £100 from Cheadle Hulme South ward allocations) towards the cost of publishing an arts and culture printed supplement for Stockport residents which will include poems, interviews from artists and a list of upcoming events

 

Members commented on the importance that applicants attend the meeting to present their applications in person and respond to Members questions, given the limited Area Committee funds.

 

RESOLVED – That consideration of this item be deferred until a later meeting of the Area Committee at which the applicant could attend the meeting.

The report details the findings of a consultation exercise for the Road Safety around Schools scheme around Hursthead Infant & Junior Schools and seeks approval for the introduction of Traffic Regulation Orders (TROs) and associated signage; implementation of dropped kerbs with tactile paving; new school warning signs; and for a contribution to be provided from the delegated ward budget.

 

The Area Committee is requested to recommend that the Cabinet Member for Highways, Parks and Leisure Services approves the legal advertising of the Traffic Regulation Orders set out in Appendix A, and as shown on Drawing 0305/62/HH/002, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be mainly funded from the Road Safety Around Schools Programme Budget and  at a part contribution cost of £2,000 from the Area Committee’s Delegated Budget (Bramhall South & Woodford ward allocation).

It was commented that Members welcomed the proposal and inclusion of the flashing lights and 20pmh speed limit on Ack Lane West and had been previously consulted with the officers to improve the plans. Members expressed disappointment that the zebra crossing hadn’t been included, however felt the proposals went someway to improve road safety around Hursthead Infant & Junior School.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a report of the Director of Place Management (copies of which had been circulated) detailing the findings of a consultation exercise and seeking approval for the introduction of a Traffic Regulation Order (TRO) 'No Waiting At Any Time'

 

It was commented that parking was a long standing issue for residents and Members welcomed the proposals after having reviewed the consultation responses.
